Export progress Readymade Garments July-December 2007
During the period from July to December 2007, exports of Readymade Garments witnessed a
slight decline of 1.4% while knitwear dropped by 7.7%. A slowdown in production was
registered on account of increasing input costs, deteriorated law and order situation and ever
increasing energy problem. The month of December in 2007 registered overall decline of 25%
in the textile and apparel sector while total exports of Pakistan dropped by 12%.
Far from meeting the export target for 2007-08, the first and second quarters of the current
fiscal year have seen textile exporters struggling to maintain their performance of previous
years. To make things worse, the incident of 27th December led to exceptional losses faced by
the garment industry on account of closure of factories for 3 working days, which amounted to
approximately Rs. 2,07 billion, plus the losses on account of physical damage to plant, machineries,
buildings, late shipments etc.

Market Guide
The Turkish Market
Turkey is a dynamic emerging-market economy strategically
located between Europe and Asia. Clothing and textiles exports
play significant role in its economy. Worldwide Turkey was the 9th
largest supplier of textile and 4th of clothing in 2006. Further, it
was the 2nd supplier to the EU clothing market. But Turkey is also
a growing importer of apparel, and a major hub for re-exports of
garments.
Improvement of macro economic conditions
During the 1980s Turkey launched a liberal economy and export-led growth model. Later, in
the wake of the economic crisis in 2001, massive financial reforms were initiated leading to fall
in inflation, increased foreign investment and reduction in unemployment. Through economic
reforms such as reduced government controls on foreign trade and privatization of publiclyowned industries, Turkey has gradually opened up its markets. Today Turkey is among the 20
largest economies of the world. Driven by the private sector, the economy has been growing
without interruption for five years around 7 percent. The GDP growth was 5% in 2007, making
Turkey one of the fastest growing economies.

Private consumption is growing in line with the economic growth, and domestic sales are
increasing while imports grow faster than exports. Higher private consumption is also expected
in 2008 along with a better business environment and decreased interest rates.
Rapid development of retail industry
The first shopping mall in Istanbul was constructed in 1988 named Galleria, adding to the two
existing malls at the time in all of Turkey. By 1990 the number of malls increased to 35, and in
the past 7 years it reached 149. During 2006 and 2007 alone about 120 new centres opened.
Today, Istanbul has the most locations with a total of 53 centres, followed by 16 in Ankara and
12 in Izmir. For every 1000 persons there is 32 sqm of shopping mall space in Turkey and the
number of malls is expected to grow up to 500 within the next 5 years, while construction of
the country’s largest mall, Forum Istanbul is under planning. - a 150,000 sqm complex in
Istanbul. As the retail industry is developing, Turkish brands are opening stores in all of the
locations, regardless of their positioning. It is predicted that such boom in the development of
shopping centres will have great effects on the economy, the purchasing behaviour of the
buyers, the lifestyles of the consumers, and the establishment of brands in Turkey.

populated country. Its population stood at 75
million with a growth rate of 1.04% per
annum. The Turkish population is relatively
young with 25.5% falling within the 0-15
age bracket and half of the population below

the working ages, constitute 66.5 % of the
total population.

Clothing trends
Because of its strategic location astride two continents, Turkey's culture has a unique blend of
eastern and western tradition. Over 60% of the inhabitants of modern Turkey live in urban
areas. Forces of the global economy have created changes in lifestyles making traditional dress
and textile production disappear at an astounding rate.
Most Turks are Muslims, but Turkish society is predominantly modern, so western clothing
prevails in urban areas, although some Muslim women cover their dress with a coat and wear a
head-scarf, or cover themselves completely with a black cloak. Women in some villages
continue to wear all or parts of their traditional dress, especially for ceremonial events such as
weddings. Common in most villages is the baggy trouser (salvar) worn sometimes with a skirt
over the top, a long-sleeved blouse or T-shirt, a sweater-vest, and a headscarf. Many observant
Turkish Muslim women (perhaps 30% of the female population) dress in tesettür, a headscarf
and light cover-all topcoat, when going out in public. On the other hand, Turkish folk dance
groups have kept some of the elaborate dress ensemble traditions alive.
Climate
Turkey has a Mediterranean temperate climate, with hot dry summers and mild wet and cold
winters, though conditions can be much harsher in the more arid interior. Temperatures of
−30°C to −40 °C can occur in the mountainous areas in the east, and snow may lie on the
ground 120 days of the year. In the west, winter temperatures average below 1 °C. Summers
are hot and dry, with temperatures generally above 30 °C in the day. The varied climate
structure suggests that there is large demand for both summer and winter clothing.
Textile and Apparel local Industry and trade
Turkey has a large Textile & Clothing local industry which largely exports to Europe and US.
Germany is the largest destination (26%) followed by UK with fast growing imports (18%).
However, in view of rising production costs, the rise in the Turkish lira and increasing
competition from Asian suppliers, Turkish companies are transforming themselves from
garment manufacturers to fashion creators. Consequently, production has moved at a record
pace towards more value-added goods and creation of brand names.

On the other hand, during 2007 there has been a strong growth in shipments from Turkey to
rapidly expanding Eastern EU markets such as Hungary (+525% growth), Romania (+203%),
Poland (+98%) and Bulgaria (+26%).
The trend in international markets grows towards healthier and environmental friendly
products. In parallel to the developments of world markets, technical and functional textile
production and diversification is increasing in Turkey, and the technical segment is expected to
gain more importance in the coming 15-20 years. Some prominent fields include filtration
textiles, military and medical products, protective and functional products, nanotechnology etc.
Between 2000 and 2006, Turkey’s technical textile export rose by two folds. With its
adaptability to European standards and regulations related to environment, health, quality and
safety Turkey is aiming to move into the production of more and more value added products.
As Turkey is rapidly refocusing and repositioning on higher market segments, there is growing
potential for imports of garments from the cheaper Asian suppliers.
Surge in apparel imports into Turkey’s
retail market.
Turkey has seen a surge in low-cost
imported apparel at retail, particularly from
China. Over recent years, Turkish imports of
Chinese apparel climbed tenfold, exceeding
$150 million in 2006.
During 2006, Turkey imported US$ 7.4
billion in Textile and apparel, which
accounted for 5.4% of its total imports.
Main import items were fibres, yarn and fabric.
Imports of clothing stood at US$ 0.7 billion.

Meanwhile, clothing exports accounted for US$ 10.9 billion. The Turkish apparel sector
exports approximately 60% of its production, while 40% of its production is going to the
local market, i.e., US$ 7.2 billion. Therefore, import of apparel accounts for 10% of the
local demand. But this percentage is expected to grow rapidly in coming years. A study
conducted by Gian Mario Borney (2007) on apparel supply chains predicted that as Turkey and
Eastern Europe are rapidly repositioning on higher market segments, and therefore there is
growing potential for import of basic products in these markets.
It is also reported that Turkish consumers have ever-increasing disposable incomes as a result
of the liberalized economy. Turks consume locally designed fashions almost as ravenously as
similarly priced imports. Also, with its young and increasing population, the Turkish internal
market is gradually becoming more sophisticated and as in other countries, the demand for
textile and clothing products is forecast to diversify.

Turkey Imports of Garments
Turkey imported US$672 million in Apparel in 2006.
Top suppliers of garments to the Turkish market are
China, Italy, Bangladesh, India and Hong Kong. The
share in imports of woven garments was 63%
against 37% of knits, while woven imports declined
slightly in 2006.

Top import items in Garments
There is a growing market for pullovers and cardigans of man-made fibres and cotton in
Turkey; a sharp growth is also registered in imports of cotton T-shirts and women cotton
trousers. There is also increasing demand for men and women cotton shirts. Next, we see the
top 20 apparel items imported by Turkey in 2006, and their trend over 5 years.

In 2007, Pakistan’s all merchandise exports to
Turkey stood at US$ 390 million, a 28% increase
from the previous fiscal year. The share of apparel
exports was 6%, i.e., US$ 6.7 million, where the
largest category of growth was woven readymade
garments (+312%). Overall, Pakistan growth of
garment exports to Turkey has been slow but
consistent since 2003.

In line with Turkey’s demand, Pakistan supplies greater proportion of woven garments, which
is also the fastest growing category. Major chunk of garment exports from Pakistan to Turkey
consist of men’s cotton trousers (woven), where major sub-categories are corduroy (56%) and
denim trousers (30%). In the men’s cotton trousers category, Turkey mostly imports denim
(33%) and other material cotton trousers (43%) from world.

market for this item is growing
in Turkey as well. Men’s

to Turkey from Pakistan.
However, there is large and growing potential for many other items such as pullovers,
cardigans, women cotton trousers, T-Shirts, women anoraks and women dresses in Turkey, for
which supply from Pakistan is negligible at present.

Conclusion
As seen above, the growing demand for cloths in Turkey is largely being catered by increasing
exports, particularly from India and Bangladesh. There is large potential in Turkey with
consistent growth in the demand of various items like pullovers and cardigans while a sharp
growth is also registered in the demand for cotton T-shirts, cotton shirts, and women cotton
trousers.
But export prices of Indian and Chinese products are expected to increase in tune with the Indian rupee
and Chinese Yuan strengthening against the Dollar, coupled with China’s cut down on incentives to its
garment industry. So, this is an opportunity that Pakistan can effectively exploit provided that
better efforts are given into design and value addition.

Overcoats
About Overcoats
The term Overcoat is a generalized term signifying a long coat worn over other items of
clothing such as a suit or dress, uniform or even casual clothes. Overcoats extend below the
knee over the shins but are sometimes mistakenly referred to as topcoats, which are short coats
that end at or above the knees. Topcoats and overcoats together are known as outercoats.
Unlike overcoats, topcoats are usually made from lighter weight cloth such as gabardine or
covert, while overcoats are made from heavier cloth or fur. This is because overcoats are more
commonly used in winter so warmth is more important.
History
In many countries, coats and gowns reaching below the knee have been worn for centuries,
often for formal uses, establishing either social status or as part of a professional or military
uniform. In recent times - the 17th century and later, the overcoat became widely stylised and
available to the different classes. The overcoat was especially popularised in the West during
the reign of Queen Victoria (1837-1901) and took on the style known today.
World trade of Overcoats and Pakistan’s share
The global import market for Overcoats in 2006 stood at US$ 20.8 Billion. During this year
1,03 million Tons of this item were imported by world markets.
The trade of Overcoats has grown by an average 14% annual since 2002. Top importers of this
item are USA, Japan, Germany, Italy, and UK. The average world import price per kg in 2006
was about US$16 for knitted and US$21 for woven categories of overcoats. Top exporters are
China, Italy and Germany. Bangladesh, India and Sri Lanka are among the top 20 world
exporters.
Pakistan held a share of 0.07% in world exports of overcoats in 2006. During this year,
Pakistan exported overcoats worth US$ 7.6 million. The export figure tripled to US$ 19.4
million in 2007 (+155%), as per Federal Bureau of Statistics, Pakistan.

It can be noted above how Pakistan’s presence is missing in some of the top markets such as
Japan, Italy, Hong Kong, and Canada. We see that most part of Pakistan’s supply is going to
USA and EU (Germany, France, and Netherlands). USA is the first world importer of overcoats
and Pakistan was supplier of 0.06% of the overcoats entering USA in 2006.
But there are other huge markets which Pakistan needs to consider as well: Japan was the
second largest world importer of overcoats in 2006, yet Pakistan’s supply to this market was
nil. Hong Kong and Korea together represent a US$862 million market. Again we see that
Pakistan’s supply to these markets is negligible.
Nonetheless, in 2007 Pakistan tripled its supply of overcoats to USA. Supply to Germany, UK,
France, Netherlands and South Africa doubled. Also, supply to Italy, Belgium, Canada, UAE,
and Spain significantly improved. On the other hand, Dubai, Greece and Sweden have been
declining markets for Pakistan in 2007.

pie we see a different supply pattern from Pakistan: exports of overcoats are concentrated in the
knits category, where the supply of men’s overcoats is larger.

Conclusion.
 Pakistan held a global share of 0.07% in overcoats in 2006. Pakistan’s production of overcoats is
negligible as compared to other suppliers of the region such as China, Bangladesh and India. Yet
Pakistan’s exports of this item registered 155% growth during fiscal year 2007 despite Pakistan’s prices
being highest in the region after China.
 On a broad analysis, we see that the price difference with regional competitors is quite noticeable.
Pakistan was the 2nd most expensive regional supplier of overcoats in 2006 after China, whose prices
were 12% higher. Average prices of overcoats from Pakistan are 43% higher than Vietnam, 39% higher
than Bangladesh, and 22% higher than India.
 China is the largest world supplier despite being the most expensive in the Asian region. Thus, price does
not seem to be the key factor in trade of overcoats. We see that the growth registered in Pakistan’s exports
is encouraging. This indicates that Pakistan’s products are acceptable in the international markets despite
being relatively highly priced.
 Further, the positive growth pattern was found in all categories of overcoats from Pakistan, i.e., woven
and knitted, for men’s and women’s. We see a growing trend in cotton categories and also in man made
fibers and other materials overcoats. Pakistan’s most successful categories of overcoats in 2007 have been
men’s cotton overcoats (both knitted and woven), and knitted overcoats of man made fibres and other
textile materials.
 There is a good product diversification in overcoats offered by Pakistan. The industry now needs to work
on a market diversification strategy.
 The overcoats market is a growing niche offering large potential. The bulk of Pakistan’s supply is going
to USA and EU while many potential markets are ignored. In 2007 Pakistan tripled its overcoats supply to
USA while supply to Germany, France, Netherlands, South Africa and UK doubled.
 Countries like Greece and Sweden are among the top 20 world importers of overcoats, with annual
growth over 20% and a market size above US$400 million annual for overcoats. Pakistan’s supply to
these markets decreased in 2007, while other suppliers are gaining share therein. Japan imported
overcoats worth US$2.3 billion in 2006, while Pakistan’s supply to this market was nil. Italy, Hong Kong
and Canada together represent a US$ 2.5 billion market. Again Pakistan’s supply to these markets was
negligible.
 It is vital to consider the fastest growing and the non-traditional and non-saturated markets, where there is
large potential found for overcoats, such as Japan, Hong Kong, Republic of Korea, and China; Russian
Federation and Kazakhstan; Chile, Mexico, Brazil and Peru; South Africa, Egypt, Algeria and Libya.
 The most demanded category of overcoats at world level is the woven category, where women’s
overcoats have the greater share of the market. Also in knits it is the women’s share that is larger. Exports
of overcoats from Pakistan are concentrated in the knitted category, where supply of men’s overcoats is
larger and the women’s market is noticeable neglected. Switching to more woven production could be an
effective approach for Pakistan.
 Pakistan should focus on producing high value added overcoats and target markets that are willing to pay
higher prices, i.e., those who import at highest values per unit, for example, UK, Germany, Greece,
Switzerland and Austria in traditional markets, and Japan, Hong Kong, Rep. Korea, China, Russian Fed,
Chile, Mexico, South Africa and Egypt, in non-traditional markets. Further study is needed in this area in
order to identify cost of entering these potential markets, such as transit costs, tariff structures, etc.
