1- INTRODUCTION
Welcome to Istanbul, the city that brings together East and West, where the history meet natural beauty, the
technology meets tradition, the past meets the future and the culture meets the harmony.
On behalf of TOSFED and as the Clerk of the Course, it is a great pleasure to welcome you all once again, as
competitors and guests, to Istanbul, glorious city of Turkey.
The route of the rally, which has 40 years of history, will once again be consisting of smooth & fast gravel roads of
Istanbul's Asian side and its neighbour city Kocaeli
Most of the stages were used in our last WRC event and were praised by the drivers.
2012 event will be counting for European Rally Championship, Turkish Rally Championship and Turkish Historic Rally
Championship. Once again, service park, Rally HQ and the stages are planned to be in Pendik county. As in last year,
the Organising Committee is planning to start the event on Friday afternoon, on 6th July, this time from in front of
hictoric and magnificent Haydarpasa Train Station. Following short loop of Fiday, on Saturday and Sunday, drivers
will head to demanding, fast and smooth surfaced gravel stages to challenge for the victory.
We would like to once again thank you for your participation. We are eagerly waiting for your impressions and
comments, which will be useful in improving our future events.
This Rally Guide has been prepared to answer most of your questions regarding the 2012 Bosphorus Rally.
We all hope that this will be an enjoyable and exciting rally and wish good luck to all of us.

SERVICE PARK
Location
There will be only one Service Park during the rally, located in Pendik, coast road Istanbul. Each team/competitor
will be allocated a designated space on the concrete surface according to supplementary regulations.
After the close of entries, each competitors location will be drawn in the service park layout, and will be published
on the official web site.
4.2
Service & auxiliary vehicles
Only service vehicles (identified with Service plates issued by the organiser) are allowed to enter and exit the main
Service Park. Service cars are only allowed to set-up at times according to Art. 4.4.
For access to the Auxiliary parking area the vehicles must carry an Auxiliary plate. Additional Auxiliary plates may
be ordered by contacting secreteriat.
4.3
Restrictions on the ground
It is forbidden under any circumstances to drill holes in the tarmac or the concrete ground at the Service Park.
Teams and competitors are asked to bring weights for tents and others that need to be fastened. On Sunday 8th
July Service Park Coordinator will inspect the Service Park area to check if there is any damage on the ground. In
case of a damage caused by the competitors, relevant cost will be charged.
4.4
Access times for set-up
The service park will be available on Wednesday, 04.07.2012 at 12:00 hrs, only for the access of the service
vehicles. If requested, private security will be provided upon request and payment. Please also note that, service
park facilities such as electricity, internet connection etc will be provided and management personnel and the
officials, who are in charge of Service Park, will be on duty from Thursday, 05.07.2012 15:00 hrs onwards.
Entrance for trucks is possible through the main gate only. Please contact Mr. Cem Yücetin, Service Park Manager
for direction to your allocated service area.

Please note that these times refer to the periods when Service Park manager and its officials will be on duty.
Therefore, competitors are allowed to access earlier or leave later than above mentioned times.
4.6
Retirements and re-starts
There will be a special overnight parc fermé at the Service Park for retired cars re-starting the rally. Any competitor
re-starting the rally must present their cars in this parc fermé at the latest one hour before the start of the next
day. For Priority cars, a scrutineer will accompany a mechanic or a member of the crew when transporting the
car from the Service Park to the special overnight Parc Fermé in the evening.
4.7

TWO WAY RADIO
TELSAN is responsible for the management of the radio communication during the rally. TELSAN must be notified
of the frequencies for the equipment concerned, in order to decide on assignment of a suitable frequency and
to issue a license for the use of the radio transmitters.
The approved GSM (mobile) telephones are exempted from licensing. For every other radio transmitter system,
competiors should apply to TOSFED. Any infringement of the law will render the broachers liable for legal procedures and if their frequencies interfere with the Organisation network, immediate sanctions will be requested.

FUEL
See also art 49 in the FIA Regional Rally Championship Sporting Regulations 2012. Competitors are entirely
responsible for providing and distributing their own fuel during the event. Refueling zones are noted in the itinerary
of the event. There will be one remote refuelling zone on each day (for team members, road books from Service
Park to the remote refuelling zones and return are enclosed in Appendices).

10- RECONNAISSANCE
The reconnaissance material will be available for competitors during documentation and registration at the Rally
HQ on Wednesday, 04.07.2012 15:00 onwards. Please see Article 9 of the supplementary regulations. Specific
reconnaissance maps, describing the roads to use from the finish of a special stage back to the start, are enclosed
in Appendices.
11. SCRUTINEERING, SEALING AND MARKING

Scrutineering will be carried out according the individual time Schedule via scrutineering timecard, which will be
informed by a bulletin. The final scrutineering will be held on the same place. Please see article 11 of the
supplementary regulations. Layout of scrutineering could be found in Appendices.
Safety Tracking System
All competitors must make provision for fitting of the Safety Tracking System in their car and attend scrutineering
with the system fitted. During the rally, GPRS based vehicle tracking safety system, provided by Acar ATS company,
will be used in order to monitor the competitors more efficiently. Please see article 11.7 of the supplementary
regulations and appendices for installation manuel of the device.
12. SHAKEDOWN
Date: Friday, 06.07.2012
Time: 09:00 -11:30
FIA Priority drivers / Turkish Teams Drivers only
The Shakedown test will take place in Kadilli. The length of Shakedown stage is 3.75 km. The Service Park will be
used during the shakedown session. There will also be a dedicated service area near the stage with allocated
spaces for the teams. Road book and map for Shakedown is published in Appendices.The shakedown stage will
be arranged as an ordinary special stage, i.e. with starting lights, time keeping and communication systems. Rescue
vehicles (FIV, fire brigade and ambulance) are positioned at the shakedown stage.
13. START PROCEDURE
Please find the layout of start ceremony in the Appendices.
13.1 Pre-Start Holding Park
Before the Start, a pre-start holding park will be organised, where the cars must be present latest at 15:00 hrs. Team
personnel could drive the rally cars into the holding park.

13.2 Details
Starting from 15:30 hrs onwards, the crews will take start according to Leg 1 Start List.
When the start time of the crew comes, the announcer will call the crew, then crew will drive onto the start
ramp with where they will be presented to the crowd and media members.
14. FINISH PROCEDURE
Please find the lay out of finish ceremony in the Appendices
Finish of the rally will be at TC 14C in Pendik Service Park. From there on, competitors have to follow officials
instructions to drive over the finish ramp and into final parc fermé. Official finish of the rally will be TC14C, before
the finish podium, where the time cards of competitors will be taken. After finish ceremonies, competing cars
will head to parc ferme. From the finish holding area, competitors will approach the ramp, under the instructions
of Master of Ceremonies, who is responsible to conduct the complete procedure, in following order:
Third Overall, Second Overall, Winner and then according to their due time on TC14C.
a) Third Overall. Car is driven onto the ramp. Stops on the center of ramp. Stops the engine. Crew get out of the
car, receives their wreaths and stands either side of the car with doors open. Wave for photographers (1 min).
Drive off ramp to in front of the podium and leave the car to the mechanics at the right hand side. Crew waits
and a mechanic drive the car into the 'parc ferme
b) Second Overall. Exactly the same procedure as Third Overall
c) Winner. Exactly the same procedure as Third Overall except the invitation of the winning crews to the podium.
d) Drivers announced ascend to their places in order third, second, winner.
e) National anthems of winning driver and winning manufacturer are played. As the winning drivers' anthem is
played, the flags of the nations of the first three crews are hoisted as per Standard Olympic protocols. All crews
are without caps and/or sunglasses. Where the nationality of the winning manufacturer is different from that of
the driver, the national anthem of that manufacturer is played immediately, whilst its flag is raised. Where the
driver and manufacturer are the same nationality, the anthem is played only once and all flags are to be raised
simultaneously. The raising of the flags should take exactly the same time as the playing of the anthem.
f) Then presenters move forward with the trophies for each crew member and present their trophies, shake their
hands and move back out of photographers' view.
g) After the trophies, all three crews receive their pre-opened bottles of champagne and spray champagne for
photographers (no less than 30 seconds).
j) All other crews cross the ramp in the order, determined according to their arrival time in TC14C and then drive
to the 'parc ferme'.
k) When their turns come, FIA 2WD European Cup,Class Winners, Turkish Junior & 2WD & Ladies Cup Winner
Car is driven onto the ramp. Stops on the center of ramp. Stops the engine. Crew get out of the car and stand
either side of the car with doors open, receive their trophies and wreaths. Wave for photographers (30 seconds).
Drive off the ramp to the parc ferme.

15.3 Press Conferences
A pre-rally press conference will be organised at the Media Center, on Friday, 06.07.2012 at 13:00. The
invitations for the press conference will be distributed at the administrative checks and the attendence is obligatory.
A final press conference, which first three crews will attend, will be organised at the Media Center, on
Sunday, 08.07.2012 at 17:45
The duration of these conferences will be max. 30 minutes.
15.4 Media Shuttles
Detailed schedule of media shuttles will be distributed during the accreditation Shuttles will departure from and
return to Media Center. These shuttles will be available from Friday to Sunday (including shakedown, stages, start
etc)
15.5 Important Notes For Media
To ensure your safety, all media members are to follow the instructions given by marshals and officials. All marshals
and officials will be in tabards and easily identifiable throughout the rally.
Special stages will be closed at least 90 minutes before the first competitor is scheduled to start the stage. Should
you wish to enter a Special Stage, please ensure your vehicle is parked well away from
the road. Please do
not stand anywhere on the stage that might cause danger to yourself, or the competitors or the concentration
of the competitors. Please ensure that your media pass and numbered media tabard is clearly visible during the
rally, including entrance to the Media Center.
15.6 Restricted Areas
PRESS CREDENTIAL HOLDERS WILL NOT BE GIVEN ACCESS TO ANY ACTUAL SCRUTINEERING AREA, NOR TO ANY
PARC FERME.
An interview area, adjacent to the scrutineering area, regrouping area and Start area will be provided and clearly
indicated, in order to allow journalists and photographers to carry out their duties.
16- USEFUL FACTS AND SERVICES
Climate in Istanbul
The climate is very hot in the summer months. Average temperature in July is around 28C.
Currency
Turkish Lira (TL) is available in the following denominations: Currency is Turkish Lira (TL). The denominations in
circulation are:

Usually, cash can be exchanged without charging commission in exchange offices, banks or hotels. (Travellers from
UK should remember that Scottish notes are not accepted in Turkey)
Cash point machines (ATM) are available in most areas, which accept major European credit and cards and give
instructions in English. It may be a good idea to inform your bank in advance that you are travelling to Turkey as
some will automatically put a stop on cards after the first usage in an attempt to combat fraud.

Taxi Rates
Taxis are numerous in all Turkish cities and are recognizable by their yellow color and word "Taksi" on top of the car.
All taxis have the letter T in their license plates. The fare shown on the meter reads according to distance traveled.
The rates for day and night are same.
Start is 2.00 TL and each kilometer costs 1.30 TL. Following free period of first 10 minutes, waiting time is charged
0.25 TL per 5 minutes.
Please note that credit card and foreign currencies are not accepted.
Time Zone
In July 2012, Turkish standard time will be three hours ahead of Greenwich Mean Time (GMT) and one hour ahead
of Central European Time (CET)
Traffic Jam
As in all big metropolitian cities, Istanbul has its own traffic problem. Nevertheless, the Organising Committee has
chosen the route of the rally and arranged timing accordingly, bearing traffic situation in mind.
However, traffic jam still may cause problems, especially on the major ways and bridges over Bosphorus during rush
hours (between 07:00 - 09:00 and 17:00 - 19:00). So it is strongly recommended to stay in Asian side of Istanbul to
avoid traffic jam.
Traffic in Turkey
- Most traffic signs in Turkey are international. By observing traffic regulations and speed limits, you can avoid danger
in Turkey.
- It is obligatory for the drivers and all passengers in the car to use safety belts in the front seats.
- In densely populated areas there is a speed limit of 50km/h unless specifically shown with traffic signs.
- In Turkey it is forbidden to drive while under the influence of alcohol or drugs.
- Drive on the right overtake from the left. Give way to any vehicle, including bicycles, coming from the right-bicycles, too.
- Give way to pedestrians. Do not overtake a stationary vehicle which is within 5 metres of a pedestrian crossing or
a vehicle which stops you from seeing the pedestrian crossing.
-Please overtake only when you can return to your own lane without endangering or disturbing other traffic.

There are other speed limits indicated by traffic signs.
In Case of Accident:
The accident should be reported to the police or gendarme. That report has to be certified by the nearest local
authority. The owner should apply to the customs authority with his passport and report. If the vehicle can be
repaired, it is necessary to inform the customs authority first and take the vehicle to a garage. If the vehicle is not
repairable and if the owner wishes to leave the country without his vehicle, he has to deliver it to the nearest customs
office, and the registration of his vehicle on his passport will be cancelled. (Only after the cancellation the owner
of the vehicle can leave the country.)

Note for Highway Tickets
Although it is possible to pay highway ticket fees by cash in the toll plazas, it is not possible to do so while crossing
the bridges over the Bosphorus in Istanbul. Therefore, our foreign guests are strongly advised to obtain a highway
payment card, called KGS. The card is sold at the entrances of highways and the buyer should pay 30 Turkish Liras
(app. 14 Euros) to obtain the card. However this fee will be loaded as credit into your card, so you can use it in the
highways and bridges, during your stay in Turkey.
Meanwhile, please note that it is not necessary to obtain a KGS card unless you cross the bridges over Bosphorus,
since all course of Bosphorus Rally 2012 is on public roads which are toll free.
Permitted hours for Trucks & Commercial Vehicles
Please note that trucks and other commercial vehicles are not allowed to use Bogazici Bridge which is on D-80
highway. They are allowed to use Fatih Sultan Mehmet Bridge on the way of E-80 highway, only between 10:00
16:00 hrs and 21:00 06:00 hrs.
Tourist VISA
While planning trip to Turkey, visitors should remember to check their passports whether it is valid for at least 90
days. Depending on the nationality, most probably visitors stay as a tourist is limited up to 3 months (for one or
multiple entrance). For most of the countries, in order to obtain tourist visas, there is no need to apply in advance
or to fill in any forms. Visas are multiple entries and are valid for three months. Each passport-holder, including
infants, must purchase a visa.
Worldwide nationalities are divided into three categories by Turkish Foreign Affairs in terms of visa requirements:
nationalities that are exempted from entry visas, nationalities that can obtain entry visas at the Turkish border gates
and nationalities that are required and should apply in advance to have visa to enter Turkey.
1) For the first group, there is no need to do anything in terms of visa, just to have a valid passport for at least 90
days will be enough.
2) For the second group, visitors will buy their visa, which will be stamped on their passport by the official, at the
Turkish airport on arrival. The visa for UK passport holders currently costs £10 and must be paid for with a Sterling
note. The visa for other EU state-passport holders currently costs 15 and must be paid for with a Euro note.

Truck Drivers VISA
It is possible to arrive Turkish customs by your own private car or by plane and obtain a visa to enter Turkey as
explained above. However, prior to arriving customs, truck drivers or any commercial vehicle drivers who are actually
driving their vehicles, should have obtained a 'truck driver's visa' from a Turkish Consulate in advance.
Please apply to nearest Turkish Consulate in your country with drivers passport and registration documents of the
concerning truck. It takes only 1 hour to obtain a driver visa. In case you need an invitation letter, please contact
TOSFED in advance.
Please also note that, same driver, who entered Turkey should be driving the same truck while departing from Turkey.

boards and then Pendik boards to reach Service Park or Rally HQ.

1. Vehicle Tracking Device
Box Content is Vehicle tracking device, GSM/GPS Combo Antenna and connection
cables.
There are to cables connected to device. These are GSM/GPS Combo Antenna (Black)
and power cable (Gray).

Power Connections
Elektrik Baðlantýlarý
There are three internal cables in Gray Power cable.
* Blue internal cable is for positive (+) pole. +7 ~ 32 VDC
* Brown internal cable is for negative (-) pole. (GND)
Gri elektrik kablosu iki iç kablodan oluþmaktadýr.
* Mavi iç kablo Pozitif + kutup içindir. +7 ~ 32 VDC
* Kahverengi iç kablo Negatif - kutup (GND - Þase) içindir.
VERY IMPORTANT: Power connection must be after contactor switch. Device Power must be cut when contactor switch
is set to off.
ÇOK ÖNEMLÝ: Mutlaka araç þalterinden sonra monte edilmelidir. Þalter kapandýðýnda cihaza giden elektrik kesilmelidir.
Electric connections must be isolated with tape. To prevent short circuit positive and negative pole connections must
be distant from each other and other opposite power source.
Elektrik baðlantýlarýný mutlaka bantla izole ediniz. Kýsa devre oluþmasýný önlemek için baðlantý noktalarý mutlaka birbirine
mesafeli olarak baðlanmalýdýr.
GSM/GPS Antenna Installation
GSM/GPS Anteninin Montajý
Direct satellite signals give the best result. Because of this place the antennas top side oriented to sky. And prevent that
there is nothing between antenna and sky. Best place is the top of the vehicle. Protect cables from the door of the vehicle.
Uydu sinyallerinin antene direkt olarak ulaþmasý en iyi sonucu verir. Bu yüzden antenin üst kýsmý gökyüzüne bakacak
þekilde ve gökyüzü ile arasýnda metal bir malzeme kalmayacak þekilde monte edilmelidir. Bunun için en uygun yer aracý
tavanýdýr. Kablolar kapýlarýn açýlýp kapanmasýnda etkilenmeyecek þekilde korunmalýdýr.

A16) Two Way Radio Form
TELSAN is responsible for the management of the radio communicationd during the rally.
TELSAN must be notified of the frequencies for the equipment concerned, in order to grant authorisation of a suitable
frequency and to issue a licence for the use of radio transmitters.
