Within this document are identified the capacity building needs of the Ministry of Environment and primary stakeholders (village communities) in developing and implementing Yildiz Mountains management plan in a participatory manner, accompanied by an action plan for delivering a range of activities within the Project’s timeframe. Yildiz Mountains is one of Turkey’s most important natural areas, as well being internationally important for its biodiversity. The Ministry of Environment and Forestry is keen to designate this site as Turkey’s second Biosphere Reserve, recognising the potential of the biosphere reserve concept with respect to participatory approaches to protecting and sustainably using the natural resource base through appropriate management regimes, including zonation. The overall aim of the Yildiz Mountains Biosphere Project is to initiate the long-term and large-scale protection and sustainable use of the Yildiz Mountains by means of a participatory and adaptive management planning process. Management planning process is supported by several components, of which strenghtening the capacity of the MoEF and primary stakeholders is among the important. Within the capacity building component, training needs for the management planning process and its implementation are assessed; and an action plan is provided to meet these needs through training programs, study visits, workshops and seminars. Training needs assessment was held between 14 April 2009 - 2 June 2009, and the strategy and action plan was prepared in consultation with Turkish and foreign experts on sustainable forest management between June-July. The main target groups of this strategy are Nature Conservation and National Parks of the Ministry of Environment and Forestry, Đstanbul Regional and Kırklareli Provincial Directorates of the General Directorate of Forestry and Kırklareli Provincial Directorate of the Ministry of Environment and Forestry. Primary stakeholders are included in the action plan where possible. Medium to long-term strategic goals are identified, and a short-term action plan addresses priority eeds within the timeframe of this Project. The methodology included literature review, interviews with key informants and member of the Project team, and training needs assessment workshop. Yildiz Mountains Biosphere Project Report 1 CAPACITY BUILDING STRATEGY AND ACTION PLAN FOR YILDIZ MOUNTAINS BIOSPHERE PROJECT Three capacity building priorities emerge from discussions with Technical Assistance Team members, training needs assessment with representatives of the target groups , and the Consultant’s observations and analyses: governance, conservation and livelihoods. The following framework is used to address these priorities: Vision Stakeholders are actively involved in the equitable and sustainable planning and management of the proposed Yildiz Mountains Biosphere Reserve. Mission To enhance capacities at all levels to assist stakeholders, particularly MoEF, provincial agencies and primary stakeholders, to develop community-based natural resources management in Yildiz Mountains for sustainable social, economic and environmental benefits. Strategic goal 1 Effective governance is in place for conservation and sustainable use of natural resources (In the action plan, 3 objectives and 7 capacity activities are proposed under this strategic goal.) Strategic goal 2 Biodiversity conservation capacity is strengthened (In the action plan, 2 objectives and 7 capacity activities are suggested under this strategic goal.) Strategic goal 3 Strategies, mechanisms and practices are planned and under development to sustain livelihoods (In the action plan, 2 objectives and 3 capacity activities are suggested under this strategic goal.) It is important that Training, Awareness and Public Relations Unit and Technical Assistance Team takes the lead in the the implementation of this strategy and action plan in terms of sustainability of the Project’s outcomes. This startegic framework, together with actions that cannot be addressed during the life of this Project, should be incorporated within the preliminary managment plan for implementation over the medium to long-term Yildiz Mountains Biosphere Project Report 2 CAPACITY BUILDING STRATEGY AND ACTION PLAN FOR YILDIZ MOUNTAINS BIOSPHERE PROJECT YÖNETİCİ ÖZETİ Bu strateji ve eylem planı, Yıldız Dağları Biyosfer Projesi kapsamında yürütülen yönetim planı sürecini desteklemek amacıyla hazırlanmıştır. Bu doküman kapsamında Yıldız Dağları’nın yönetim planının katılımcı bir yaklaşımla geliştirilmesi ve uygulanmasının yanı sıra bir seri etkinliğin Proje süresi içerisinde gerçekleştirilmesi için gereken eylem planı belirlenmiştir. Yıldız Dağları, biyoçeşitliliği açısından uluslar arası öneme sahip olmanın yanı sıra Türkiye’nin en önemli doğal alanlarından biridir. Çevre ve Orman Bakanlığı bu bölgeyi doğal kaynakların katılımcı bir koruma ve sürdürülebilir uygun yönetim rejimi, bölgeleme de dahil olmak üzere, Türkiye’nin ikinci Biyosfer Rezervi olarak tanımlamada kararlıdır. Yıldız Dağları Biyosfer Projesinin ana amacı Yıldız Dağları’nın katılımcı ve uygulanabilir bir yönetim planı ile uzun dönemde ve büyük ölçekte korunması ve sürdürülebilir olarak kullanılmasıdır. Kapasite geliştirme bileşeni kapsamında, yönetim planlaması süreci ve uygulama sürecinin etkin bir şekilde gerçekleştirilmesi için eğitim ihtiyaçları değerlendirilmiş; bu gereksinimlerin eğitim programları, çalışma gezileri, çalıştaylar ve seminerler aracılığıyla karşılanmasına yönelik bir eylem planı oluşturulmuştur. Eğitim ihtiyaçlarının değerlendirilmesi çalışmaları 14 Nisan 2009 - 2 Haziran 2009 tarihleri arasında gerçekleştirilmiş, strateji ve eylem planı Haziran – Temmuz aylarında Türk ve yabancı uzmanların sürdürülebilir orman yönetimi konusundaki işbirliği sonucunda geliştirilmiştir. Strateji ve eylem planının ana hedef kitlesi Çevre ve Orman Bakanlığı’nın Doğa Koruma ve Milli Parklar Genel Müdürlüğü, Orman Genel Müdürlüğü’nün Đstanbul Bölge ve Kırklareli Müdürlükleri, Kırklareli Đl Çevre ve Orman Müdürlüğü’dür. Eylem planının ilgili etkinliklerinde yöre halkı da mümkün olan durumlarda stratejiye dahil edilmiştir. Orta ve uzun dönemli stratejik hedefler belirlenmiş ve kısa süreli eylem planı öncelikli ihtiyaçlar belirlenmiştir. Yöntem olarak literatür taraması, kilit bilgi kaynakları, proje ekibiyle mülakatlar ve ihtiyaç analizi çalıştayı gerçekleştirilmiştir. Teknik Destek Ekibi uzmanları hedef gruplarla yapılan eğitim ihtiyacı değerlendirme tartışmaları ile ve Danışman’ın gözlem ve analiz sonuçlarından yönetim, koruma ve geçim kaynakları olmak üzere üç kapasite geliştirme önceliği çıkmıştır. Bu stratejik çerçeve Proje esnasında gerçekleşmeyen çalışmalar ile birlikte orta vadeden uzun vadeye gerçekleştirme için ilk yönetim planı kapsamında birleştirilmelidir. Yildiz Mountains Biosphere Project Report 4 CAPACITY BUILDING STRATEGY AND ACTION PLAN FOR YILDIZ MOUNTAINS BIOSPHERE PROJECT 1. INTRODUCTION As the global governance trends such as decentralization, transparency, accountability, participation in decision-making are becoming more important; the role of national government and local agencies in natural resource management is changing significantly and the local communities are increasingly recognised as important stakeholders who have much to contribute. One of the above-mentioned trends is particularly important to this consultancy work: PARTICIPATION. The Turkish Government is showing great efforts to improve its capacity to ensure participation in planning and management of important natural areas. The Yildiz Mountains are one of many such areas where participation and partnership among stakeholders is a key objective of Government, as evidenced by its plans to nominate this site as a biosphere reserve, in which stakeholder participation in management planning and implementation is paramount. Capacity building is an important and integral part to ensure participation and this strategy is very much aimed at strengthening multi-stakeholder processes which, potentially, are as if not more important in terms of outcomes than more tangible outputs. Some of the guiding principles that shaped the development of this capacity building strategy and action plan are as follows: Ownership. Communities and organizations should take responsibility for developing their own capacities. Capacity building cannot be imposed. Participation. Participatory processes are at the heart of any capacity building effort. Building upon local strengths. Efforts should strengthen existing knowledge and skills rather than establishing “new” and “ambitious” capacity. Learning oriented. Flexible, adaptive and learning centred approaches should be adopted. Simple, self-administrated and non-resource intensive programs should be developed. Political Support. Cohesive and coherent institutional and enabling frameworks are needed that support capacity building activities. Political support, sound leadership and mentoring processes to build and enhance capacity are necessary. Time. Capacity building is a long-term investment and process. It needs time and cannot be rushed – rushed processes lead to poor outcomes that lack consensus. This strategy and action plan is prepared with generous support, active collaboration and encouragement from many people and organizations who are acknowledged in Annex 1. Yildiz Mountains Biosphere Project Report 5 CAPACITY BUILDING STRATEGY AND ACTION PLAN FOR YILDIZ MOUNTAINS BIOSPHERE PROJECT 1.1 BACKGROUND With its exceptional biodiversity and cultural diversity, Yildiz Mountains is selected by the Ministry of Environment and Turkey as the second candidate Biosphere Reserve in Turkey, Camili Biosphere Reserve having previously been formally included in the World Network of Biosphere Reserves by UNESCO MAB in 2005. Rich wildlife, diverse natural resources, long history and variety of cultures, genetic resources, nature friendly livelihood practices, local traditions and dances naturally claims Yildiz Mountains as one of the Biosphere Reserves. Biosphere Reserves are intended to fulfil three complementary functions: Conservation function to preserve genetic resources, species, ecosystems and landscapes Development function to foster sustainable economic and human development Logistic support function to support demonstration projects, environmental education and training, research and monitoring related to local, national and global issues of conservation and sustainable development. In the light of these functions, the overall aim of Yildiz Mountains Biosphere Project is to serve the long-term and large-scale protection and sustainable use of biodiversity of Yildiz Mountains by carrying out inventories and mapping, designing zonation, developing participatory management plans and implementing management within the established UNESCO Man and Biosphere Reserve. 1.2 CAPACITY BUILDING COMPONENT OF THE PROJECT The Yildiz Mountains Biosphere Project is designed to initiate and support the management planning process for a proposed Biosphere Reserve in the Yildiz Mountains. This planning process and the subsequent management of the Biosphere Reserve involves a broad range of government and non-government stakeholders and requires technical as well as nontechnical skills, many of them new to the stakeholders. Successful implementation of the programme therefore requires a substantial effort in building capacity among these various parties. The capacity building component will focus primarily on the MoEF but, where appropriate, include provisions for primary stakeholders within local villages. Such provisions might include developing skills in negotiation, conflict resolution and collective decision-making. Yildiz Mountains Biosphere Project Report 6 CAPACITY BUILDING STRATEGY AND ACTION PLAN FOR YILDIZ MOUNTAINS BIOSPHERE PROJECT The first step is to assess gaps in knowledge and skills by means of a Training Needs Assessment, with respect to the future establishment of the Yildiz Mountains Biosphere Reserve and its demands for particular skills in facilitation, designing participatory processes, negotiation and conflict resolution. The second step is to address the needs through formal training programmes, study tours and exchange visits to Bulgaria and Europe, targeted workshops, seminars and visiting speakers. In order to sustain this initial input of enhanced capacity, it is critical to initiate an ongoing, financially viable training programme to maintain the status quo and meet future needs. Additionally, focus will be given to developing capacity in community-based management of natural resources. Such an approach will build long-term sustainability into existing management systems, such as cooperatives and hunting associations, both in terms of conserving biodiversity and providing economically viable livelihoods for those managing natural resources. If time permits, it is planned to pilot new management systems through participatory, consensus building processes. 1.3 TASKS OF THE CAPACITY BUILDING CONSULTANT The assignment will be carried out in two phases, the first of which is addressed in this document: Phase 1: Formulating and supporting implementation of a capacity building strategy and action plan 1. To undertake an assessment of the skills and knowledge required by the various stakeholders to allow them to fully participate in the planning and management of the proposed Biosphere Reserves. 2. To facilitate training needs assessment workshop to define the gaps in knowledge and skills. 3. To formulate a capacity building strategy and action plan for the programme in close collaboration with the project team and the MoEF HRD/Training Department, that comprises: • existing training courses and material provided by external organisations • developing specific appropriate training courses and material • topics for visiting speakers (such as forest management, Biosphere Reserve Planning, Management, sustainable natural resource management and sustainable development) • national and international seminars and workshops • study tours and exchange programmes. 4. To assist the project team as required with implementation of the strategy and action plan Yildiz Mountains Biosphere Project Report 7 CAPACITY BUILDING STRATEGY AND ACTION PLAN FOR YILDIZ MOUNTAINS BIOSPHERE PROJECT Phase 2: Developing a technically and financially sustainable framework for further capacity building 1. To propose mechanisms, including financing, for sustainable capacity building. 2. To develop and support delivery of train-the-trainers programmes for selected MoEF staff. Yildiz Mountains Biosphere Project Report 8 CAPACITY BUILDING STRATEGY AND ACTION PLAN FOR YILDIZ MOUNTAINS BIOSPHERE PROJECT 2. METHODOLOGY Phase 1 of this consultancy work was conducted over a three month period, April 15, 2009 to July 20, 2009. Preparatory activities, work plan preparation, development of the methodology, target group analysis were done during the first month. Site visits were conducted on 14-17 April (Kırklareli), 20-22 April (Kırklareli), 4-7 May (Antalya, Ankara), 25-27 May (Kırklareli), 1-5 June (Kırklareli, Ankara). Data analysis, review of the results and report preparation were done in June-July. Considering the multidisciplinary nature of the protected areas and biosphere reserves, this consultancy work was based on assessing the gaps between current and desired knowledge, skills needed for effective and participatory planning and management of the prospective Biosphere Reserve across levels of stakeholders. A consultative process was used to analyse capacity barriers to participation in the planning and management of the site. The methodology included: • Review of published and unpublished reports and materials • Target group analysis for the capacity building component • SWOT of the project with a focus on capacity building • Interviews with selected project team members and stakeholders • Participation in village meetings with facilitators • Participation to in-service training program of the MoEF • Conducting a state-wide DGNCNP survey • Workshop which brought together representatives of stakeholders • Personal observations (based on personal knowledge and experience from site visits) The assessment of the capacity of the various stakeholders in planning and management of Yildiz Mountains was based broadly on the framework presented by the Competence Standards for Protected Areas Jobs that is used by UNDP and UNEP in several countries, including Turkey for a number of projects. 2.1 LITERATURE REVIEW A number of available published and unpublished reports/materials related to biosphere reserves, Yildiz Mountains, GEF II project, management of protected areas, forest management, in service training of MoEF were reviewed to gather background information on stakeholders, activities associated livelihoods and capacity needs. The full list of reviewed literature is provided in Annex 2. Yildiz Mountains Biosphere Project Report 9 CAPACITY BUILDING STRATEGY AND ACTION PLAN FOR YILDIZ MOUNTAINS BIOSPHERE PROJECT 2.2 TARGET GROUP Main stakeholders defined by the TAT according to their levels of dependence on the natural resources and vested interests in the project area are shown in Table 1. When developing this strategy and action plan, Table 3 was consulted at all times. Weaknesses that could be addressed within the lifetime of this project are addressed; precautionary implementation steps are suggested to overcome the threats that may emerge; strengths and opportunities are encouraged further. However, in this particular strategy and action plan, only those weaknesses that relate specifically to the needs of the project are addressed, in line with the ToR, and many others of wider relevance to MoEF are not covered due to the time constraints. Technical Assistance Team (TAT) members interviewed were Sema Alpan Atamer, Sevgi Gül, Okan Can, Michael Green, Türker Altan, Francis Hurst. GDNCNP officials interviewed were Nihan Yenilmez Arpa, Hülya Özbek , Sibel Altun, Orhan Ceylan, Zafer Mardinli, Erdinç Kutsav, Yaşar Türkleş, Ahmet Daşdandır, Sema Öztekin. PDEF officials interviewed were Osman Çakmak (Director), Büşra Sevim, Filiz Đhtiyar, and Önder Pakdemir. Other experts on protected areas and/or forest management consulted on different parts of this strategy were Yıldıray Lise (UNDP), Dr. Uğur Zeydanlı (DKM), Jose Tavares, Güven Eken, Bahtiyar Kurt, Dr. Özge Balkız (BirdLife Turkey), Sylvia Barova (BSPB), Damien Dessane (freelance organic farming consultant). During the TNA workshop some of the local cooperative representatives were also interviewed informally. Their suggestions are listed under Section 2.6. For the suggestions of key informants regarding capacity building needs see Annex 3. Yildiz Mountains Biosphere Project Report 12 CAPACITY BUILDING STRATEGY AND ACTION PLAN FOR YILDIZ MOUNTAINS BIOSPHERE PROJECT 2.5 TRAINING NEEDS SURVEY A national questionnaire was developed and shared with 150 participants during the inservice training of DGNCNP in Antalya on 4-5 May, 2009. The questionnaire was developed and adopted from the Competence Standards for Protected Area Jobs in South East Asia (Appleton et al., 2003). It was designed as a matrix and used to assess the training needs of protected area/nature reserve staff of MoEF. The questionnaire comprised a list of ideal main role/responsibilities in protected areas planning and management. Participants were asked to validate these responsibilities based on their current responsibilities. The questionnaire also comprised core knowledge/skills required for these responsibilities. These knowledge/skills are regarded as the ideal knowledge and skills in which every protected areas personnel should be competent. Participants were: 1. Asked to rate their current competence on core knowledge/skills required for each role/responsibility on a rating scale of 1 to 4, where 1 applies for no/little competence. Training needs were determined on a mean score for each competence on knowledge/skills required below 2.5. 2. Participants were asked to prioritise the training needs for central office, provincial offices and local communities on a rating scale of 1 to 5, where 1 applies for highest priority. The training list was given in advance and it is prepared based on the questionnaire matrix. 74 participants from provincial and central offices of MoEF participated (see Results). 2.6 TRAINING NEEDS ASSESSMENT WORKSHOP A training needs assessment workshop was held on June 2, 2009 in Kırklareli with participation of local stakeholders and GDNCNP staff (Annex 4). Based on the facilitators’ valuable suggestions, the disseminated workshop program was changed and competence standards for conservation and sustainable use of natural resources were regrouped and shared as following themes: 1. Cooperation and partnership for the conservation and sustainable use of natural resources 2. Conservation and sustainable use of natural resources 3. Assessment and monitoring of natural resources 4. New means of livelihood 5. Education, training and public awareness 6. Tourism and development opportunities 7. Workshop participants showed a great interest to work on the following three themes and did so: Theme 1-Cooperation and partnership for the conservation and sustainable use of natural resources: Barriers for the cooperation and partnership between actors were discussed and knowledge/skills needs listed to overcome these. Theme 2-New/sustainable means of livelihood: Participants discussed sustainable livelihood alternatives and listed knowledge/skills needs to realise these. Theme 3-Financing conservation and sustainable use of natural resources: Participants discussed financing opportunities and listed knowledge/skills needs to realise these. These needs are categorized under three themes: Conservation, Development and Governance. 'Conservation' and 'Development' are two of the main functions of Biosphere Reserves, and 'Governance' is the key to their delivery. Hence, this framework for capacity building is designed to underpin the purpose of the Project to conserve biodiversity and sustainably develop natural resources in the Yildiz Mountains through the establishment and management of a biosphere reserve. STRATEGIC GOALS AND OBJECTIVES A set of strategic goals and objectives are presented below to address major gaps in capacity identified during this assignment. They are based upon the Consultant’s consideration of the Project’s objectives, priority skills and knowledge needs of the informants (in particular MoEF) and questionnaire respondents, and outcomes of the training needs assessment workshop. The strategy identifies many of the needs of the sector and the Yildiz Mountains Biosphere Project provides an opportunity to address some of these needs. Vision Stakeholders are actively involved in the equitable and sustainable planning and management of Yildiz Mountains Biosphere Reserve. Mission To enhance capacities at all levels to assist stakeholders, particualrly MoEF, provincial agencies and primary stakeholders, to develop community-based natural resources management in Yildiz Mountains for sustainable social, economic and environmental benefits. CAPACITY BUILDING SHORT-TERM ACTION PLAN This short-term Action Plan is intended to build capacity to manage the proposed Yidliz Mountains Biosphere Reserve. It focuses on activities to be implemented during the Project’s life, some of which have been or are already being addressed and others of which need to be delivered during the remaining period (October-November 2009). It is suggested that TAT and TAPRU is closely involved in implementing the action plan. A person from TAPRU commissioned as the coordinator for this strategy is vital for the sustainability and effectiveness of the capacity building activities. TAT and TAPRU are suggested to work closely with GDF, PDEF and in consultation with the Stakeholder working group. SUGGESTIONS FOR IMPLEMENTATION Implementation of this short-term Action Plan will not be achieved in its entirety before the termination of this Project but it is vital that each objective is addressed through a number of the proposed activities with the full support of PSU and LPMIU before November. In order to implement this strategy the following are proposed: • Establish a Capacity Building Committee under the umbrella of the BR governance structure. • Establish a coordinating mechanism across agencies and management levels, with TAPRU some initiative over the short-term. • Fine-tune the strategic objectives further, focusing on particular needs that emerge during management planning and address them through appropriate activities in the plan itself. • Allocate budgets and staff for capacity building programmes as part of the management plan (short term). TAPRU should allocate one of its staff to help implement this strategy. Capacity Building Committee should have the following functions: • Overseeing the development and implementation of relevant capacity building programmes identified in this strategic framework • Auditing training initiatives and capacity building programmes by developing monitoring and evaluation tools. • Developing a database for the training initiatives. • Facilitating the sharing and exchanging of capacity building expertise. • Developing indicators of successful capacity building programmes and projects. • Lobbying for adequate staff and financial resources for capacity building. • Supporting and guiding staff responsible for capacity building. In order to fulfil these functions adequately, the Committee requires: • Top management support and strong leadership. • Recognition across administrative and functional units. • Adequate time allocated to the important coordinating role. • Agreement on tasks and timetables and review of the tasks. • Opportunities to advise on budget and staff allocations for capacity building. • Budget to support certain Yildiz Mountains Biosphere Project Report functions, such as research and evaluation. 26 CAPACITY BUILDING STRATEGY AND ACTION PLAN FOR YILDIZ MOUNTAINS BIOSPHERE PROJECT 7. SUGGESTIONS FOR MONITORING AND EVALUATION Indicators of progress should be developed for capacity building programs in each of the objectives, to determine whether the Strategic Objectives are being met. Appointed teams (initially PSU-LPMIU-TAPRU and eventually LPMIU-TAPRU) should develop indicators for monitoring as part of their task. At the same time, monitoring and evaluation mechanisms to monitor the overall success of the Strategy should be integrated in the Management Plan. The following is an example of indicators developed for a visionary strategic action: STRATEGIC ACTIONS Preparing job profiles and job descriptions INDICATORS 1. Job profiles are in place for all staff 2. Job profiles are in place for all staff with capacity building responsibilities 3. Job descriptions for all national parks staff are in place 4. Job descriptions for all nature conservation staff are in place 5. Job descriptions for all capacity building staff are in place 6. Affected staff and their managers are informed of the new or revised job profiles and job descriptions Monitoring strategies help staff and their managers to manage capacity building tasks, thus ensuring that objectives are addressed and met. Monitoring is often associated with a time schedule, and it is wise to include such schedules in the development of programmes. Formative evaluations should be conducted to maintain and improve the value of programmes. Various features of capacity building programmes, such as the quality of materials, competence of the trainers, content etc can be evaluated. It is proposed that PSU-LPMIUTAPRU should design an evaluation for capacity building programs. Once designed, staff can evaluate their work on a sustained basis. Multistakeholder Participatory Process Design by WI, DD There are three courses on multistakeholder participatiroy process design of Wageningen International. WI and DD are suggested here to prepare a tailormade 5-day training course for Yildiz Mountains. Multi-stakeholder processes for institutional strengthening Local governance has become a multi-stakeholder process in which national government and line ministries, local government, civil society and the private sector work together to drive development. Rural populations are increasingly seen as citizens who have the right to participate in local governance processes but issues of inclusion-exclusion remain. All stakeholders involved have to redefine their roles, norms and practices. Aim of this course is to enhance participant’s understanding of good local governance for rural development. The course will position local governance in the context of policy dialogue, Sector Wide Approaches, Macro-Micro linkages and Development Assistance. It will relate concepts on governance, institutions, social learning and participation to practice. Course participants, facilitators and resource persons will analyze complex existing situations and participants will develop practical action plans on local governance for their own use. Managing multi-stakeholder learning in sector programmes and policy processes Growing recognition of civil society concerns and their inclusion in the development agenda of international agreements and conventions such as Agenda 21, CBD and others, provided the first experiences in interactive policy in the 1990s. Increasingly, interactive policy approaches such as national forest programmes are also recognised as a way of improving sector governance. The course aims to introduce experienced decision and policy makers in government and civil society to concepts and practical methods for managing larger processes of policy development and their implementation with involvement of relevant stakeholders and interest groups in society. A special focus of the course is the facilitation of social learning among individuals, groups and/or organisations within the specific context of national forest programmes or comparable sector wide approaches. Processes of social learning look beyond the simple act of stakeholder participation to focus on the dynamics that make stakeholder participation work as an effective force for sustainable resource governance. We will analyse and share experiences with ongoing policy developments, decentralisation and national forest programmes, to explore tools and methods that ensure inclusion of actors at local, regional, and national levels and improve the ownership and commitment for their implementation. Yildiz Mountains Biosphere Project Report 45 CAPACITY BUILDING STRATEGY AND ACTION PLAN FOR YILDIZ MOUNTAINS BIOSPHERE PROJECT Advanced course in the use of participatory approaches for institutional change Complex problems require innovative solutions. Such solutions are created when diverse stakeholders are able to meet, share experiences, learn together and contribute to decisions. Ultimate success then lies in developing the collective commitment and capacity to turn ideas and plans into action. This can be achieved through multistakeholder processes (MSPs) and social learning. The course covers state-of-the-art thinking about participation from local to global level and introduces the most up-to-date methodologies and approaches for facilitation and participation. How MSPs and social learning relate to concepts such as innovation systems, complexity, interactive policy making and adaptive management is fully explored. 6.2. Conflict Management and Negotiation Skills by TODAIE/Sabancı University Both organisation has been running training programs on these topics for many years. Although they did not share their curriculum online, it can be requested. As mentioned in their websites tailormade trainings can be developed and implemented. MoEF had correspondence with TODAIE during the GEF II project. 6.3. Strategic Planning by Bilgi University Bilgi University has a well known NGO Research and Training Unit. Upon request they do trainings on strategic planning not only to NGOs but to Yildiz Mountain stakeholders and MoEF. Biodiversity Conservation by BIB, DD and DKM During the GEF II project DD has developed and implemented a 3-modul, each fpor 5 days training for trainers for MoEF. These moduls can be used to design a tailor made training program on biodiversity conservation. This training can be designed and implemented cooperatively by BIB and trainees of the GEF II trainings, DKM and DD. 6.5. Project Development and Management by TODAIE TODAIE has been running training programs on this topic for many years. Although they did not share their curriculum online, it can be requested. As mentioned in their websites tailormade trainings can be developed and implemented. MoEF had correspondence with TODAIE on this particular trainign theme during the GEF II project. 6.6. CBNRM by WI and DKM Both WI and DKM is well known organisations for CBNRM.
