Solution lies in the process of Kurdish people establishing its own country. While there were 25 independent countries in 1880, 181 states were also established in the last 128 years adding total states number to 206. All these states that were established recently either received their independency while under colony, occupation and mandatory administration or breaking up the federation style of governments. Without resorting to manipulation of the state against each other through establishing and maintaining the colonialist status quo, even the states that has federalist administration got separated or on the process of secession and established their separate states whereby using the sovereignty (government) equally shared. 20 independent states out of Soviet Socialist Republics and seven independent countries were established out of Yugoslavia Federal Republic. Despite having extra rights, Catalonia that is the richest federal region within Spain still struggles for breaking apart from Spain; on the other hand, the poorest federal region Basque is also in the process of splitting up from Spain. The Valons and Flamans within Belgium that has federal system are also in the ongoing process of leaving from the country. The autonomic Quebec federal state that is obtained its status within the Canadian constitutional system is still looking for full independency and this process is also going on. The total population of the Nogorno-Karabakh Republic that broke apart recently from the Yugoslavia Federal Republic, Greek Cyprus Republic, and Luxembourg and of Malta and various other countries that we can not count here are indeed lesser than many cities and towns within Kurdistan. In another words, United Arab Emirates, Caribbean Islands States or Northern Cyprus Turkish Republic that did not accept the federal system but declared independency are less populated than various Kurdish towns or districts within a Kurdish city. 30 millions Kurds in Turkey, 6 millions in Iraq, 3 millions in Syria and 15 millions Kurdish people live on the territories that are under sovereignty of said countries; totalling to amount of 54 million people, it is undisputable fact that the Kurdish people is the largest ethnic group in the world that does not have its own independent country. On the other hand, the Arabs have 22 separate independent countries while people who have Turkish ethnicity have seven independent states. Kurdistan is a country that has been ruled under the status of a colonialist system for about one thousand year; this status quo has been maintained through the genocides, division, breaking it apart, using it as additional economical value to the foreign economies and the denial of basic rights, existence of its nationality, country, culture, language and the right to self determination. In conclusion, Kurdistan is a country that does not even have the rights of an exploited country under a classic colonialist rule. Kurdistan is not only an extra market where the colonialist countries could sell their commodities but also a country where it is seen for the transfer of additional value for the colonialist countries’ economies because of the its farming production on its extensive and fertile soil, the underground and aboveground natural resources, the oil and the water which is as important as oil. It is a historical fact that the Kurdish people from Eastern Kurdistan led by Kadı Muhammed founded Mahabad Kurdish Republic in 1946 as soon as they found the opportunity; the Kurdish people from Southern Kurdistan collected two millions signatures and submitted to the UN for the establishment of Kurdistan after Saddam Hussein was toppled in 2003 and after Iraq choosing Federal system; that the eventual aim of uprising carried out by Bedirxan Bey, Sheikh Ubeydullah and Sheikh Mahmud Berzenci and the 1925 insurrection were to establish a Kurdish state and its government and that the official name of Azadi Organization was Kurdistan Independency Organization (Kürdistan İstiklal Örgütü). Moreover, the authors who support the official state ideology in their writings also accept the facts that the Kurdish national uprisings were pro independency. Moreover, the colonialist countries use Kurdish workers’ labour in the cheapest way in their cities to ensure the transfer of added value to their economies. The countries such as Turkey with its Kamalist ideology rule the Northern part of Kurdistan, Syria with its Baathist Arab ideology rule the Western part, Iran with its fundamentalist ideology rule the East part and while up until recent date the Baathist Saddam regime ruled the Southern part of Kurdistan are all staunchly totalitarian and racist states. The main reasons of all these backwardness and problems existed in Kurdistan and in the other countries that exploit our country derives from the structure of the these totalitarian and racist systems and the maintenance of our country’s colonized status. The salvation of Kurdistan will ensure the development of political, social, economical, cultural, and democratic stability as well as the creation of genuine brotherhood understanding within Middle East. As the other national issues in the world, the settlement to the Kurdish national issue as well lies with the triangle of Kurdistan setting up its independency mechanism through establishing its lands, nation and sovereignty. As it could be seen from the information given, every nation, without an exception, that experiences the national problems sort out its problem through establishing its own independent country resorting to fundamental, revolutionary and genuine solutions to the problem. Kurdish nation is not distinctive in terms of struggling to require its demands, achieving its targets and wishes like the other nations; indeed it is entitled to have all of the rights as the other nations own, as being one of the creatures and representatives of the most ancient and essential culture in the world. The only way that will eliminate the remnants of destructive colonialism in every field, and that will ensure to be an actor in the international sphere and organizations, that will provide free opportunities to realize its genuine institutionalization, that will provide him opportunities to use its richness within the country, and that will render national and country unification, being able to institutionalize its own most ancient national culture and to contribute into the universal values is the independency. It is not a secret that Kurdish political organizations that were established at Northern Kurdistan since 1975 invoked people to struggle through organizations’ policy of independent united Kurdistan and that our people have participated into this policy with its considerable efforts and sacrifice. It is an indisputable fact that whenever the Kurdish people have experienced the definite breaking apart from the oppressing countries, her nation’s political, social, cultural, ideological and economical struggle also became stronger; on the contrary, whenever the struggle for independency was given up, the Kurdish people have experienced the degeneration, shrinking and purge of political and ideological values. These facts clearly indicate what are the reasons of paying great sacrifice and the main references, values, targets and the requests in the Kurdish National Struggle. While there is no dispute or ambiguity on the request of Kurdish nation there are still some unscrupulous, conformist Kurdish individuals who are out of touch with the history and political inclinations that do not hesitate resorting to the colonialist states’ references and acceptances. In accordance with the facts indicated, this problem should not be tackled as Kurdish question, but must be seen as Kurdistan problem while taking into the consideration a historical, revolutionary, scientific and societal settlement to the problem. The Kurdish National Struggle must be revolutionary, independent and Kurdistani. It is not possible to bring a true and definite settlement to the Kurdish national question without defining the question correctly and providing a revolutionary approach. After the Kurdistan national question is defined in accordance with its will, soil, independent political government and nation, the temporary demands and stages such as the federation system could be realized in relevant to conjecture without dispensing with the establishment of an independent country. The Kurdistan question is the most essential, temporary and a major question in the Middle East as well as an essential international problem in the world. The Kurdistan question is open to the contribution and mediation of every country that is respectful to our nation’s will for solution based on her collective rights, land and the political government. It is obvious that the call for solution by the Europe and the Kamalist Turkey based on individual rights concept and mere mediation by the some European politicians and the intervention by the Europe will divert the genuine demands and settlement to the question; moreover, it will sacrifice the appropriate international conditions to outside intervention. The Kurdish politicians and intellectuals who used to be distracted, and directly or indirectly manipulated by the colonialist powers during the First World War despite the appropriate national and international circumstances should not be a tool again to exhaust the appropriate national and international circumstances. It was experienced that the Party of Progressive and Union gave up Ottomanism and chose Islamism after the Ottoman Empire lost Balkans, and later preferred Turkism and quitted Islamism because of losing the Arabia. It is also seen that both the Unionists and its derivative as Kamalism this time using the concept of “Being from Turkey-Türkiyelilik” in order to maintain the current status quo after they noticed that it is not possible to continue with the Turkism ideology. It is also obvious that some Kurdish people and political tendencies that do not take Kurdistan as main issue are being used and directed within the framework of Unionists and the Kamalists; this policy clearly aims at taking away Kurdistan from the Kurdish people and diverting the question through using the concept of individual rights. It is selling out the Kurdistan and its right to have political government if one tries to use the concept of “Being from Turkey-Türkiyelilik” in stead of being Kurdistani. In this regard, trying to save the Unionist and Kamalist ideology or referring to it, and the work to redefine and maintain the Lausanne Convention and the Sadabat Pact that are base of the colonialist oppression and the status quo on different parts of Kurdistan should not be the work and demand of Kurdish people. The Kurdish Institute, DTP-HAKPAR-KADEP and the TEVKURD that claims to have a program for Kurdistan have been instigated by a power from Europe and by the Turkish state through Democratic Republicans have taken the concept of “Being from Turkey” in signing the declaration titled “ Calling for a Peaceful Settlement to the Kurdish Question”. Some individual Kurds who are not from these political tendencies but define themselves as Kurdish patriots also participated in the declaration. The declaration indeed contains concept of “Being from Turkey-Türkiyelilik” for the solution, it does not practically contain the concept of settlement for Kurdistan; and moreover this declaration does not even includes the rights that were given to India under the colonialist rule of the Great Britain in the 19. Century. As a result, these bodies and individuals as well aim to divert and manipulate the main targets and demands of the Kurdish National Struggle. All of the individuals and political tendencies that have taken the concept of “Being from Turkey-Türkiyeli” through supporting this declaration indeed have revealed their real identities and became the defender of Democratic Republicans concept. One who are seeking a solution within the framework of Turkey and its government have revealed that they are indeed not different than the government itself through supporting this declaration. That is why, they have united to propose so called “the solution” as demanding the rights to language, culture, education, TV as well as an unconditional amnesty, lifting of village guard system and the reparation of the villages based on the concept of individual rights for citizens without demanding a government and questioning the present borders. Moreover, they have also not stated the collective rights of the Kurdish nation and agreed to the idea of citizenship to be defined not in accordance with the Turkish ethnicity but with the concept of sub identities under being from Turkey thereby inciting other existing forces to be surrendered and be controlled by the Turkish state. Additionally, they work to establish the same backward system of the intervention and arbitration of the Europe based on the idea of individual rights that is forced by the Turkish state to be accepted by the “Democratic Republicanists”. Indeed, all these efforts in conclusion mean to re-establish the Turkish sovereignty and its system in our country (Kurdistan). We reject this backward “proposal for solution” that is not demanded by the Kurdish nation. We as the signatories seeking a solution for Kurdistan national question in this declaration invite all of the revolutionary patriots, intellectuals, politicians, Kurdish forces, and institutions, parties who share the same understanding to support and sign this declaration. We would like to declare the above “proposal for solution” to the world public and to all Kurdistan. Dated 20 05 2008.
