INTRODUCTION
The Standing Committee for Economic and Commercial Cooperation
o f the Organization o f Islamic Cooperation (COMCEC) was
established by the Third Islamic Summit Conference held in
M ecca/Taif in 1981. COMCEC became operational at the Fourth
Islamic Summit Conference held in 1984, with the election o f the
President o f the Republic o f Turkey to its chairmanship.
COMCEC activities are guided by the COMCEC Strategy, adopted at
the Fourth Extraordinary Session o f the Islamic Summit Conference
held in M akkah Al-Mukarramah, Saudi Arabia on 14-15 August 2012,
and being implemented since 2013. The Strategy defines the mission of
the COMCEC as: “to provide a forum to produce and disseminate
knowledge, share experiences and best practices, develop a common
language and understanding and approximate policies among the
M ember Countries to address and find solutions to the development
challenges o f the Islamic Ummah”.
Till now, the COMCEC has regularly held 30 annual sessions in
İstanbul. The Thirty-First Session o f the COM CEC w ill be held on
23 -26 N ovem ber 2015 in İstanbul.
The Ministerial Session o f the 31st Session o f the COMCEC, to be
preceded by the preparatory Senior Officials Meeting on 23-24
November 2015, will commence on Wednesday, November 25th, 2015
w ith the Opening Ceremony which will be chaired by H.E. Recep
Tayyip ERDOĞAN, President o f the Republic o f Turkey and Chairman
o f the COMCEC.
M inisterial Exchange o f Views Session, which will take place in the
afternoon o f November 25th, 2015, will be held with the theme of
“Post-2015 Development Agenda and Development Challenges o f the
Islamic Ummah: Improving Basic Service Delivery.” The attending
Ministers will have the opportunity to share their views and
experiences with their colleagues.
Additionally, given the importance o f this subject, a number of
high-level panels will be organized on the sidelines o f the 31st Session
o f the COMCEC. To that end, special sessions on “Implementing SDGs
and Post-2015 Development Agenda: Financing Sustainable Develop
m ent", “Closing D ata Gap fo r M onitoring the SDGs and the Post-2015
Development A g en d a " and “Cooperation and Partnership fo r Sustain
able Development: NGO and Private Sector Engagement " will be held
on November 26th, 2015 with the participation o f high level representa
tives from the M ember States and the OIC institutions as well as other
international organizations, NGOs, think-tanks, private sector
organizations and the academia around the globe.
The Ministers attending the 31st Session o f the COMCEC will have a
chance to conduct bilateral talks with their counterparts. COMCEC
Coordination Office will make necessary arrangements if requests are
made in advance.
This booklet aims at giving general information on the arrangements
being made for the 31st Session o f the COMCEC as well as some
practical information for the participants.

INFORMATION ABOUT THE
ARRANGEMENTS FOR THE MEETING
Date and Venue o f the Meeting
The Thirty-First Session o f the COMCEC will take place at İstanbul
Congress Center, on 23-26 November 2015.
Meeting Hall
All meetings o f the Thirty-First Session o f the COMCEC will be held in
Üsküdar Hall, at İstanbul Congress Center.
Airport Welcoming Services
The welcoming and farewell services for the delegates will be available
from November 21st to 28th.
On arrivals, Organizing Committee staff will be waiting for delegates
with COMCEC handboards for hotel transfers at International
/Domestic / VIP Arrivals Terminals. If any COMCEC staff are not
present to meet delegates at the Airport, the delegates are kindly
requested to apply COMCEC Welcome Desk located at the
International Arrivals Terminal or call Batuhan KISA (Tel No: 00 90 546
747 56 01).
Delegates, obliged to arrive in İstanbul before 21 November due to flight
restrictions, will also be welcomed at the airport provided that they
inform the COMCEC Coordination Office in advance.
Participants are kindly requested to notify the COMCEC Coordination
Office and/or Conference Bureau (see Useful Addresses) of their names
and flight schedules by 10 November 2015 at the latest to enable the host
officers to meet them at the airport and make necessary arrangements.
Transportation
There will be a pool o f cars for the Delegations. Reserved cars will be
available for only Ministers.
Registration
All delegates, whose names are notified to the Organizing Committee
through diplomatic channels are requested to register at İstanbul
Congress Center.
Hotel Accommodation
Accommodation and meal expenses (excluding all other expenses) of
the three delegates (including the head of delegation) from each invited
member state at reserved hotel for the meeting from 22 to 26 November
2015 (inclusive) will be borne by the COMCEC. The COMCEC will
also bear the accommodation and meal expenses (excluding all other
expenses) at the same hotel o f two participants from each invited
international institutions.
Other members of delegations may wish to stay on their own account
at the same hotel or may choose from the hotels given in the alternative
hotels list.
All participants are kindly requested to inform the COMCEC
Coordination Office and/or Conference Bureau (see Useful Addresses),
by 1 November 2015 at the latest, for hotel reservations and welcoming
arrangements.
Identification Badges
Identification badges will be issued to all registered delegates. For
security reasons, all participants are kindly requested to wear their
badges at all times during the meetings and social events.

Bilateral Meeting Rooms
There will be bilateral meeting rooms at İstanbul Congress Center.
Ministers attending the meeting may also conduct bilateral talks with

Information Desk
The Information Desks located at the lobbies o f İstanbul Congress
Center and The Marmara Hotel will be at the disposal of the delegates
from 21 November to 28 November 2015 from 08.00 to 24.00 hours
daily.
Secretarial Offices
The offices of the Conference Secretariat will be located at İstanbul
Congress Center.
Press Center
The Press Center will be located at İstanbul Congress Center. It will be
open for all members of the foreign and local press carrying identifica
tion badges. All questions pertaining to press activities will be handled
by this Center.
Internet Center
A fully equipped Internet Center will be at the service of participants at
İstanbul Congress Center during the meeting.

Documentation Center
The Documentation Center will be operated at İstanbul Congress Center
during the meeting to produce Conference documents in the official
languages of the OIC.
Working Languages and Interpretation
Simultaneous interpretation among Arabic, English, French, Russian and
Turkish will be provided during all sessions. The main documents of the
Session will be produced in three OIC languages (English, French and
Arabic).
Medical Facilities
Medical facilities of İstanbul Congress Center will be at the disposal of
the participants. In case o f need, please contact with Information Desk.

FOR THE DELEGATES
Climate
In November, the weather in İstanbul is generally rainy and cool. Coat
and umbrella are recommended. The average temperature in November
is between 9-15 Celsius. The most recent weather forecast for İstanbul
may be accessed at: www.meteoroloji.gov.tr
Local Time
The time zone in Turkey is G.M.T. plus 2 hours.
Electric Current
The electric current in Turkey is 220 volt, AC 50 cycles. Two prong
round plugs are used.
Visas
All participants are advised to check www.evisa.gov.tr or contact with
the Turkish Consular Missions (where available) for visa requirements.
For participants coming from countries where there is no resident
Turkish Consular Mission, visas will be issued upon arrival at İstanbul
Atatürk Airport.
Health Requirements
Visitors to Turkey are not required to bear any vaccination certificates
upon entry, provided that they are not coming from a country where
there is an epidemic.
Currency and Exchange
The currency unit is Turkish Lira. Exchange rate is 1 USD= 3.059 TL
and 1€= 3.468 TL as o f 15 September, 2015. The most recent exchange
rate values may be accessed at the website of the Central Bank of the
Republic of Turkey; www.tcmb.gov.tr Convertible foreign currency can
be exchanged at the airport, hotels, exchange offices and at all banks in
accordance with the current exchange rates announced daily.
International credit cards are widely used in Turkey.

INTRODUCTION
Le Comité Permanent pour la Coopération Economique et Commerciale
de l'Organisation de Coopération Islamique (COMCEC) a été formé à la
Troisième Conférence Islamique au Sommet tenue à la Mecque / Taëf en
1981. Avec l'élection du Président de la République de Turquie à sa
présidence, le COMCEC est devenu opérationnel à la Quatrième
Conférence au Sommet Islamique en 1984.
Les activités du COMCEC sont conduites par la Stratégie du COMCEC,
adoptée lors de la Quatrième Session Extraordinaire de la Conférence
Islamique au Sommet tenue à La Mecque al-Mukarramah, en Arabie
Saoudite les 14 et 15 Août 2012 et mises en œuvre depuis 2013. La
Stratégie définit les missions du COMCEC tel que: "fournir un forum
pour produire et diffuser les connaissances, partager les expériences et
les meilleures pratiques, développer un langage commun et la
compréhension et approcher les politiques entre les Pays Membres pour
faire face et trouver des solutions aux défis de développement de la
Oummah islamique".
Le COMCEC a jusqu'à présent tenu régulièrement 30 sessions annuelles,
toutes à İstanbul. La Trente-et-unième Session du COMCEC se tiendra
du 23 au 26 novembre 2015 à İstanbul.
La Séance ministérielle de la 31ème Session du COMCEC, précédée de la
réunion préparatoire des Hauts Fonctionnaires des 23 et 24 novembre
2015, débutera le jeudi 25 novembre 2015 avec la Cérémonie
d'Ouverture qui sera présidée par S.E. Recep Tayyip ERDOĞAN,
Président de la République de Turquie et Président du COMCEC.
Par ailleurs, au cours de la Session Ministérielle d’échanges de vues, qui
aura lieu l'après-midi du 25 novembre 2015, «le Programme de
Développement Post-2015 et les Défis de l ’Oumma Islamique:
Améliorer les Prestations des Services de base» fera l’objet des
discussions et les Ministres auront la possibilité d’échanger leurs vues et
expériences avec leurs collègues.
En outre, plusieurs sessions spéciales auront lieu à l'occasion de la 31ème
Session du COMCEC. À cette fin, des sessions spéciales sur « la M ise en
œuvre des ODD et Programme de Développement post-2015: Finance
ment du Développement Durable » ; « Combler l ’écart de données pour
la supervision des ODD et le Programme de Développement post-2015
» et «Coopération et Partenariat pour le Développement Durable:
Engagement des ONG et du Secteur Privé » auront lieu l'après-midi du
26 novembre 2015 avec la participation des représentants de haut niveau
des Etats membres et des Institutions de l'OCI ainsi que des représentants
d'autres Organisations internationales, des ONG, des Groupes de
réflexion, des Organisations du secteur privé et des universitaires du
monde entier.
Les ministres prenant part à la 31ème Session du COMCEC auront aussi
la chance de mener des discussions bilatérales avec leurs homologues.
Le Bureau de Coordination du COMCEC prendra les dispositions
nécessaires si les demandes sont faites à l’avance.
Cette brochure d’Informations a pour but d’assurer aux participants des
informations générales sur les dispositions prises pour la 31ème Session
du COMCEC ainsi que certains renseignements pratiques.

LES DISPOSITIONS PRISES POUR LA RÉUNION
Date et Lieu de la Réunion
La Trente-et-unième Session du COMCEC se tiendra du 23 au 26
novembre 2015, au Centre de Congrès d’îstanbul.
Salles des Réunions
Toutes les réunions de la Trente-et-unième Session du COMCEC se
tiendront dans la Salle Üsküdar du Centre de Congrès d’îstanbul.
Service d’Accueil à l’Aéroport
Le service d'accueil pour les délégués sera disponible du 21 au 28
novembre 2015.
A l’arrivée à l’aéroport, quel que soit le terminal : « Arrivées
Internationales / Nationales ou VIP », le personnel du Comité
d'Organisation sera présent pour accueillir les délégués avec une
pancarte du COMCEC pour les transferts à l'hôtel. Dans le cas où aucun
personnel du COMCEC n ’est présent à la sortie après avoir récupéré les
bagages, les délégués sont priés de s’adresser au Bureau d ’Accueil du
COMCEC situé au Terminal des Arrivées internationales ou d’appeler
Batuhan KISA (Num. de tél: 00 90 546 747 56 01)
Les délégués, obligés d'arriver à Istanbul avant le 21 novembre 2015, à
cause de limitation de vols, bénéficieront aussi de service d'accueil à
condition qu'ils informent à l’avance le Bureau de coordination du
COMCEC.
Les participants sont priés de notifier leurs noms et programmes de vols
au Bureau de Coordination du COMCEC et / ou au Bureau de la
Conférence (Voir Adresses Nécessaires), au plus tard le 10 novembre
2015, pour permettre au personnel d'accueil de les accueillir à l'aéroport
et faire l’organisation nécessaire.
Transport
Un certain nombre de voitures sera à la disposition des délégations. Les
voitures réservées seront à la disposition des ministres seulement.
Enregistrement
Tous les délégués (dont les noms sont communiqués au comité
d'organisation par voie diplomatique), sont priés de s'inscrire dans le
Hall du Centre de Congrès d’îstanbul.
Hospitalité
Le COMCEC aura le plaisir de prendre en charge les frais
d'hébergement et des repas (toutes les autres dépenses non comprises)
de trois délégués (le chef de délégation inclus) de chaque pays invité
dans l’hôtel réservé pour la réunion, du 22 au 26 novembre 2015 inclus.
Le COMCEC va aussi prendre en charge les frais d'hébergement et des

repas (toutes les autres dépenses non comprises) dans le même hôtel, de
deux représentants de chaque Institution Internationale invitée.
Les autres membres des délégations pourront rester dans le même hôtel
ou choisir de résider à leurs propres frais dans l'un des hôtels optionnels
indiqués sur la liste ci-dessous.
Tous les participants, sont priés d'informer le Bureau de Coordination
du COMCEC et / ou le Bureau de Conférence (voir adresses
nécessaires) jusqu'au 1er novembre 2015, au plus tard, pour les
réservations d’hôtel.
Insignes d’Identité
Les insignes d ’identités seront à la disposition de tous les délégués. Tous
les délégués sont priés de porter leur insigne pendant les réunions et les
événements sociaux pour raisons de sécurité.

Salles des Réunions Bilatérales
Il existe des salles de réunions bilatérales dans le Centre de Congrès
d’îstanbul. Les ministres qui assisteront à la réunion pourront de même

coordination du COMCEC se chargera des préparatifs nécessaires si les
demandes sont faites à l’avance.
Bureau d’information
Les Bureaux d'information situés dans le Hall du Centre de Congrès
d’îstanbul et dans celui de l’Hôtel The Marmara seront à la disposition
des délégués du 21 au 28 novembre 2015 de 08 heures à 24 heures.
Secrétariat
Les bureaux du Secrétariat de la Conférence seront situés dans le Centre
de Congrès d’îstanbul.
Centre de Presse
Le Centre de Presse aussi, prendra place dans le Centre de Congrès
d’îstanbul. Il sera ouvert à tous les membres de la presse étrangère et
locale munis de leurs insignes d'identité. Toutes les questions relatives
aux activités de presse seront traitées par ce centre.
Centre d’Internet
Un centre entièrement équipé d'Internet sera à la disposition des
participants dans le Centre de Congrès d’îstanbul au cours de la réunion.

Centre de Documentation
Le Centre de Documentation sera actif au Centre de Congrès d’îstanbul
pendant toute la durée de la réunion afin de produire des documents de
conférence dans les langues officielles de l’OCI.
Langues de Travail et Interprétation
Des services d'interprétation simultanée en Arabe, Anglais, Français,
Russe et Turc seront fournis pendant toutes les séances. Les principaux
documents de la conférence seront reproduits dans les trois langues de
l’OCI (Anglais, Français et Arabe).
Services Médicaux
Les services médicaux du Centre de Congrès d’îstanbul où tiennent les
réunions seront à la disposition des participants. En cas de besoin, prière
de se mettre en rapport avec le Bureau d'information.

Climat
En novembre, le temps à Istanbul est généralement pluvieux et froid.
Un imperméable et un parapluie sont recommandés. La température
moyenne au mois de novembre oscille entre 9 et 15 Degrés Celsius. La

Courant Electrique
Le courant électrique en Turquie est de 220 Volt, AC 50 cycles. Les
fiches rondes à double dents sont utilisées.
Visas
Tous les participants sont priés de consulter sur www.evisa.gov.tr ou de
vérifier auprès des Missions Consulaires turques (s'il y en a) de la
nécessité d'un visa. Pour les participants en provenance des pays où les
Missions Consulaires Turques n'existent pas, les visas seront délivrés à
l'arrivée à l'Aéroport Atatürk d'îstanbul.
Santé
Aucun certificat de vaccination n'est exigé à l'entrée en Turquie, à
condition que le visiteur n'arrive pas d'un pays où sévit une épidémie.
Monnaies et Taux de Change
L'unité monétaire est la Livre turque. Le 15 septembre 2015, le cours
de change était de 3,059 Livres turques par rapport au dollar américain
et de 3,468 Livres Turques par rapport à l’Euro. Les taux de change les
plus récents figurent sur le site web de la Banque Centrale de la
République de Turquie: www.tcmb.gov.tr Les monnaies étrangères
convertibles peuvent être librement changées à l'aéroport, aux hôtels,
ou aux bureaux de change selon les taux de change annoncés
quotidiennement. Les cartes de crédit internationales sont largement
utilisées.
