CONSULTING
Tokyar is in the service of the construction industry as a consultant with over 25 years of engineering
experience. We offer optimal solutions to all kinds of hydraulics problems. Our services include design
development and engineering, and also complete economical analysis, market research, systems analysis,
all necessary in-situ and laboratory tests, scheduling, simulation and logistic planning as well. We have a
strong network with the academicians specialized in the area in case project requires advanced research
or model development.
Tokyar’s civil engineering team consists of fresh and senior engineers that have the ability to combine
most up-to-date engineering practices with experience. Our project management team collaborates with
our engineers during design process and makes valuable schedule, cost and constructability input; this
gives us the edge to oversee and prevent problems that may occur during construction as a result of
wrong design decisions.
Tokyar has served as a designer/consultant for over 100 fresh/waste water projects all around
Turkey.
GENERAL CONTRACTOR
Tokyar has been serving the public sector since 1983 as a general contractor. We have been a
pioneer company in water supply/disposal projects as we combined our design experience and know-how
with application engineering and effective management. Tokyar employs superintendents and project
managers some of whom have over 20 years of experience in civil type of jobs.
On the contrary to the common practice in the public sector, we have never undertook a project

We have built some 4,000 km’s of pipeline in various diameters and built all related structures to
those lines, which include distribution reservoirs, elevated water tanks, water captivating structures,
pump stations, water treatment facilities etc.
Moreover, we are one of the few companies in Turkey with underwater pipe laying experience,
equipment and technology. The water supply lines we have built underwater now serve the inhabitants
of the islands surrounding Turkish mainland and the underwater discharge lines help keep our sea costs
clean.

PRIVATE SECTOR PROJECTS
GENERAL CONTRACTOR/CONSTRUCTION MANAGER
Pre-construction Phase:
Tokyar believes the pre-construction phase of the project is a collaborative effort between our staff,
our client and the architect. This is the most valuable time afforded the team to direct the project’s cost and
schedule. During the pre-construction phase, Tokyar will provide services such as design review, construction

which positively affect the construction phase of the project. We will develop, along with our client and
the architect, a pre-construction schedule to establish milestone dates for the entire team, like drawing
completion, permit application, and etc.
Tokyar focuses to save clients both time and money by working closely with the architect throughout
the design development and preparation of the construction documents - providing conceptual cost estimates
based. We perform value engineering and building system analysis, evaluate alternatives and their associated
costs, and identify long-lead items that may impact the cost or project schedule.
Construction Phase:
Upon commencement of the construction phase of the project, Tokyar will provide the leadership needed
to see the project throughout the completion. We will prepare and execute construction contracts for each
trade and category of work; provide on-site coordination and supervision of all subcontractors and construction
activities; and ensure the compliance of all project requirements and to make sure that all subcontractors
are in conformance with necessary safety guidelines. In addition, Tokyar will obtain the required insurance

The Project Manager monitors and maintains the construction schedule on a weekly basis. He also
prepares and coordinates all of the project documents, including the meeting minutes, schedule, and status
reports. In case a change in project scope becomes a necessity or the client requires a change, Tokyar will
provide engineering, schedule impact and cost input. Each proposed change will be evaluated thoroughly for
necessity and completeness before being submitted to the owner for approval. The Project Manager chairs
weekly on-site meetings with the project team to review the project schedule and progress, In addition to the
weekly meetings, monthly progress reports are also provided.
The Project Superintendent controls the daily on-site construction activities — maintaining the project
schedule and coordinating the work of the subcontractors and Tokyar’s laborers. He is responsible for ensuring

Post-completion:
Upon substantial completion, Tokyar, will prepare a punchlist indicating items to be completed, and in
conjunction with the architect and the owner, and then manage and supervise the completion of the punchlist
in a timely manner. Tokyar will also obtain, review, and transmit all closeout documents, including warranties,
as-built drawings, and owner-operator maintenance manuals, and arrange systems to the owner.
LAND DEVELOPMENT
Being active in the construction industry for several years, Tokyar has developed strong ties with the

Fresh water was pumped out of numerous deep
wells, so for the sake of economies of scale, a
main reservoir was constructed and water coming from those wells was accumulated there before being sent to the city. From that point, a
main conduit line and 3 pump stations were constructed in order to deliver water to the city.
Final phase was the construction of the service reservoirs serving three different pressure
zones and the distribution network connecting
those reservoirs to the end users.

Project consisted of two phases: First was the construction of the main collector line on the coastline
of Black Sea. That required beach-sand excavation
with very low shear resistance; problem was overcome by driving sheet piles. Second phase was the

were constructed in order to store wastewater before sending to the treatment plant.

Fatsa project took more than 10 years, although
with long disruptions, as scope broadened considerable during construction. Project was executed
under three separate contracts with the governmental agency but we prefer calling the whole
job the Fatsa project.

This project required us to reach every corner of those
towns, which was sometimes a real challenge due to
poor transportation facilities and deep excavation requirements of the project; most of the time we had to

the height of 900 meters and transferred to that treatment plant with a gravity line. This line was to be operated under such pressures that special steel pipes made
of ST55 were custom manufactured.
Then water was transferred down to elevations of 150400 meters, where the towns were located. Distribution reservoirs and network was in the scope as well.

Seyitomer Thermo Energy Plant is located in
the province of Kutahya. In early 90’s, plant’s
cooling water requirements doubled due to a
capacity increase. The scope of the project was
to bring the necessary water from a nearby dam

as the plant, vital for the region, became almost inoperable under the existing conditions.
The region is pretty mountainous so the project

The Island of Bozcaada is located at the gate of
Dardanelles in the Aegean Sea, approximately 6
kilometers away from the Turkish mainland. Recently, fresh water supplies on the island proved
inadequate; failing to satisfy the demands of
