The filming of the public service advertisement of the Technical Assistance for Increasing
Primary School Attendance Rate of Children and the press release for the announcement
of the project to the public opinion were held on 19 January 2015 Monday at 14:00 in
Polis Amca Secondary School in Ankara/Çinçin. The Deputy Undersecretary of the
Ministry of National Education Mr. Muhterem KURT, the General Director of Primary
Education Ms. Funda KOCABIYIK and the pop artist Mr. Mustafa CECELİ who
voluntarily took part in the advertisement participated in the conference.
“Technical Assistance for Increasing Primary School Attendance Rate of Children” which is
co-financed by the European Union and the Republic of Turkey was put into effect by the
Ministry of National Education’s General Directorate for Primary Education. The
contracting authority of the project is the Central Finance and Contracts Unit. The 24-month
long project started in 21 October 2013.
Objective of the Project; is to increase attendance rates to primary education institutions
with qualified measures and interventions.
Project’s Target:
A great deal of the studies carried out to research the reasons of nonattendance to schools show
that there may be different causes of nonattendance, these causes may vary from person to
person, and may be related to other factors such as school or family environment, poverty
and/or cultural norms. The Ministry of National Education conducts several comprehensive
studies in this regard. In line with the studies and outputs to be conducted with the Technical
Assistance for Increasing Primary School Attendance Rate of Children, the Ministry aims to
increase the attendance rates in the primary education institutes which covers the first 8 years
of the 12-year compulsory education in Turkey.

Project’s Pilot Provinces:
The project is implemented in 12 pilot provinces which were determined to have low
attendance rates in provincial status reports.

Ağrı, Batman, Bitlis, Bingöl, Diyarbakır, Hakkari, Mardin, Muş, Siirt, Şanlıurfa,
Şırnak, Van
Why Polis Amca Primary School?
It is placed in the centre of Ankara and it struggles with tough conditions. Several activities are
held in Polis Amca Primary-Secondary School to contribute the personal development of the
students and strengthen their bonds with the school by the leadership of devoted and conscious
educators.
One of these activities is the ice-hockey team established within the school. By practicing this
sport, the students’ team spirit and self-esteem improved, their devotion to school and academic
achievements increased.
This school is a good example of showing that small steps regarding sports and cultural
activities create great changes in children. It was considered to be a positive example to create
awareness not only in pilot provinces but throughout the whole country.
