Dear Friends ,
The importance of our civilisation and its role in an area which was
part of the cradle of European civilisation is in rather stark contrast
to the smallness of the territory of Cyprus and its location at the
periphery of the European Union. Situated at the crossroads of
East and West, Cyprus has been over the centuries a melting pot of
civilisations, ideas and ideals, with relics of the past pointing to the
significance of its role not only in the Mediterranean but also in the
wider region.
Today, Cyprus, a European Union member state, is much more
than a sunny island and a holiday destination. In Europe, people,
values, quality of life represent our most valuable assets and with
this in mind we are taking on the challenge of the Presidency with
a clear vision: to work towards a “better Europe”, mainly through the
promotion of two main dimensions, improving the effectiveness of
EU policies and strengthening solidarity within the Union.
“Communicating” the Cyprus Presidency of the Council of the
EU is a big challenge in its own right. Audiences in Europe and
in the world in general are becoming more demanding and new
technologies and channels of communication are constantly
emerging. The basic tools for communication are common to
all presidencies and they include, an official website, a wide
selection of printed material, forms of both web-based and mobile
technology social media, and of course direct media contact
which is undeniably very important. Through excellent facilities,
continuous flow of information and highly motivated personnel,
we aim to do the utmost to facilitate your task. In this regard,
the present booklet is destined to provide you with useful and
practical information so as to help you in your capacity as public
communicators during the Cyprus Presidency.
I would like to end by welcoming you “aboard” and urging you to
avail yourselves of the opportunity to visit our island and meet our
people, history and culture.

2. The cy2012.eu Website
The cy2012.eu website is the most comprehensive source of
information and news and the main communication tool of the
Cyprus Presidency. Its mission is to provide professional, reliable
and prompt information about current events and organisational
matters during the Cyprus Presidency of the Council of the EU
as well as introduce Cyprus as the host country. The website
content is available in four languages: English, Greek, Turkish and
French.
The website provides inter alia information on:
News
In this section you will find all the news, press releases, features,
meeting agendas etc, that concern the Cyprus Presidency of
the Council of the EU. The news section also includes a photo
gallery, live streaming and video archives of meetings and a
message feed from the Presidency twitter account, which will
keep you updated on what is happening.
Calendar
The political calendar includes information on the meetings
of the European Council, on Council meetings and Informal
meetings of Ministers and Conferences. The cultural calendar
contains information on cultural activities and events taking
place in Cyprus and abroad, in the framework of the Presidency.
In both the political and cultural calendars the search engine
provided is an effective tool for quick access to information on
meetings and events.

Under this section you can find the programme and priorities
of the Cyprus Presidency. General information on the rotating
presidency, the Council and the EU can also be found here.
Press
The website provides detailed information on press
accreditation, accommodation, transport, the Media Centre, how
to get around, Who’s Who, press contacts, as well as information
about the Host Broadcaster and the Host Photographer. There is
also the facility to subscribe to media alerts and news updates
from the Cyprus Presidency.
Cyprus
The “About Cyprus” section offers an insight to Cyprus, providing
general information on the island’s geography, history, economy,
people and nature, traditions, culture, towns and villages,
attractions and places of interest, gastronomy etc.

3. Media Accreditation
Only accredited journalists and technical staff may access the
venues of informal ministerial meetings and the Media Centre.
Accreditation is obtained via the accreditation system on the
Presidency website cy2012.eu
When accessing the online accreditation platform, you will be
asked to provide your email address in order to receive your
access code. You will then need to access the system again and
start your registration from the login page.
Registration for the meetings/events of the Presidency can
begin from the date the system goes live in May. To guarantee
accreditation confirmation for a specific meeting, registration
must be completed at least 10 days prior to the meeting/event.
On the accreditation page you will be requested to enter your
personal data, your press card number and attach either a
scanned copy of your press card or a letter of reference from the
commissioning media. You will also need to upload a passport
photograph respecting the following format:
Type: jpg, png, gif or bmp
Maximum file size: 3Mb
Recommended size: 480 x 640 pixels.
The final step involves selecting the meetings/events you would
like to attend. A separate application is required for each
meeting/event. Conﬁrmation of your accreditation will be sent
to you by email in good time before the meeting/event. You will
also receive an email reminding you to conﬁrm your attendance
or to cancel your participation if you are unable to attend.
Please note that if you fill in the fields concerning flights
to/from Cyprus and accommodation in Cyprus, we will be in
a better position to facilitate you more, especially with the
accreditation badges and transportation within Cyprus.
Accreditation badge
On the basis of the information you have provided and its
subsequent validation, an accreditation badge will be issued and
made available for collection.
Badge collection:
Non Cyprus based media representatives: upon arrival at
Larnaka Airport, at the Cyprus Presidency Info Point before the
passport control. Badges can be collected as early as two (2)
days prior to the meeting and up until 05:00 on the day of the
event. Alternatively, at Filoxenia Conference Centre in Lefkosia
after 08:00 on the day of the event. (For the few events held in
venues in other towns, you may collect your badge from the info
point of that venue, one hour before the event).
Cyprus based media representatives: at the Press and
Information Office (PIO) of the Republic of Cyprus, as early as
two (2) days prior to the meeting, from 07:30-21:30 on weekdays,
08:30-14:00 on Saturdays and 09:30-17:30 on Sundays.

To collect your badge, you will be asked to present
an identification document (passport or identity card).
Please note that you must collect your badge in person and
wear it in a clearly visible way throughout the meeting/event
in order to have access to the Media Centre. You may also be
requested to present your personal identification at any time
so please make sure you always carry it with you.
Each badge is valid for the whole duration of the specific
meeting/event it is issued for. Loss of the accreditation badge
must be reported immediately either to the Media Centre
personnel, the Accreditation Centre or the nearest Info Point
at the meeting venue.
Please be warned that last minute accreditation entails lengthy
and time consuming procedures and we strongly advise against
it. Last minute accreditation will not be available at any venue
other than the Filoxenia Conference Centre.
Note: In order to familiarise yourself with the online
accreditation procedure a manual (in pdf format) has been
prepared which you can access, download and consult before
you begin the actual online procedure.
Media accreditation for events in Brussels and Luxembourg
If you wish to attend meetings in Brussels and Luxembourg
during the Cyprus EU Presidency, accreditation will be granted
under the existing rules of the Secretariat General of the Council
of the European Union. A link to the accreditation form will also
be available through the Presidency website cy2012.eu
or directly on the website of the Council of the EU:

4. Cypress Media Centre
The Cyprus Presidency has set up a modern, fully equipped
Media Centre with a view to satisfying the needs of all types
of media covering its activities. Situated in Lefkosia (Nicosia), it is
adjacent to the Filoxenia Conference Centre, where most of the
meetings of the Cyprus Presidency will take place. (The Centre
takes its name from the greek word “Filoxenia”, which stands
for welcoming and taking care of strangers in one’s home). Our
aim is to provide you with a professional and at the same time
pleasant environment in which you can carry out your work.
The Cypress Media Centre includes an Information Desk, a
Presidency briefing room, smaller briefing rooms, a work area for
the media, locker rooms, radio / television booths, as well as a
lounge, restaurant and cafeteria.
The standard equipment in the work area for the Media includes
300 fully equipped work stations (with possibility of expanding
to 500), 30 PCs, fast internet access, RNIS/ISDN connection,
telephone appliances, fax machines, printers and photocopiers.
Each work station is equipped with 230V power sockets
(13 amp, square pin) and RJ45 data cable. For every two work
stations there is one telephone line supporting both domestic
and international calls. Access to the Internet through wireless
network (wi-fi) is provided both inside and in the outdoor areas
of the Media Centre.
A technical support team is at your disposal at all times.
Snacks, refreshments and hot beverages are offered free of
charge during the Media Centre’s operating hours. Lunch or
dinner is offered depending on the duration of official meetings.
Please be advised that the Media Centre will remain open for
about three hours after the end of each meeting.
All areas of the Media Centre are fully accessible to people with
mobility impairments.
Small-size temporary Press Centres will operate during a small
number of meetings not held at the Filoxenia Conference Centre
(as indicated in the meetings calendar). These temporary Press
Centres will operate during those meetings only. Accredited
journalists will be provided with further information prior to the
meetings.

Sms press alerts
You can receive notifications about meetings and other events
by subscribing to the SMS alert service via the accreditation
system.
Pools & Interviews
The Media Centre staff will organise media pools and will handle
requests for interviews with officials. Full information about Pool
registration will be found at the Information Desk in the Media
Centre.

Tourist Information
For those amongst you who will have the time to explore the
island, the Cyprus Tourism Organisation (CTO) is ready to
offer ideas and suggestions with its own information desk at the
Media Centre.
Medical assistance
Medical and paramedical assistance is available at the Media
Centre during operating hours.
ATM
An automatic teller machine (ATM), accepting all major credit
cards, is available in the Media Centre.
Parking facilities
The Filoxenia Conference Centre has 100 parking spaces for
personnel and media representatives working in the Centre.

7. Host Broadcaster
The Cyprus Broadcasting Corporation (CyBC) is the Host
Broadcaster for the Cyprus Presidency of the Council of the EU.
CyBC will provide accredited television and radio broadcasters
with free of charge audio-visual material from the informal
meetings and other high-level meetings taking place in Cyprus
in the second half of 2012.
CyBC will manage the reservation of broadcast facilities at the
Broadcast Centre of the FILOXENIA Conference Centre where
most meetings will be held. Non equipped workspaces limited
in number, will be offered to Broadcasters on first come first
served basis. These work spaces consist of 16 TV and 6 Radio
air-conditioned booths with LAN access points, a telephone
connection, a CCTV monitor, a live video monitor, UPS 230 V
protected mains power outlets, intercom with CyBC’s MCR,
and appropriate furnishing. The booths will be wired to receive
live video and audio feeds from the meetings covered by the
Host Broadcaster.
Two stand-up positions for programme inserts will be available
at the venue for live TV productions and transmissions.
The stand-up positions will be fully equipped with camera,
monitors, appropriate lighting and staffed by a cameraman.
During meetings two television and two radio non linear editing
systems appropriately staffed will be available at the Broadcast
Centre. Editing rooms will be equipped with microphones for
voice-overs. CyBC will operate rental facilities for fully equipped
ENG crews for TV and other crews for Radio coverage.
Eight Satellite News Gathering Van parking spaces will be
available next to the Broadcast Centre. All SNG spaces will be
equipped with 32A mains power and SDI as well as AES-EBU
audio feeds. Broadcasters will be able to book these spaces
for their own or hired SNGs. CyBC will operate a multi format
playout HD SNG vehicle during the meetings.
All facilities will be assigned upon request to the Host
Broadcaster. Contact details can be found on the Host
Broadcaster’s web site EUhost2012.org.cy .Services will be
charged according to the rate card which will be made available
on the Host Broadcaster’s website. All facilities will be available
on a first come first served basis.
The European Broadcasting Union (EBU) will also be present at
certain events for connectivity to the Eurovision Global Network.
In this case, interested Broadcasters will be served by means of
cooperation between the EBU and CyBC.

8. Host Photographer
The Photo Section of the Press and Information Office
of the Republic of Cyprus has been appointed as the Host
Photographer of the Cyprus Presidency. It will document all
main events of the Cyprus Presidency. These include informal
ministerial and other high-level meetings as well as certain
cultural events.
The Host Photographer will have a Desk at the Media Centre
where you can make your specific requests.
The Presidency website cy2012.eu includes a photo gallery
where you can find print quality digital photographs. All
photographic material on the Presidency website can be
downloaded and used free of charge provided that the source
is duly credited (Cyprus Presidency or Council of the EU,
depending on the case).

9. Safety and Security
Overall responsibility for security lies with the Cyprus Police.
Security measures need to be adhered to during all meetings
of the Cyprus Presidency.
Access to official venues and the Media Centre will be granted
only to persons carrying official badges generated by the
accreditation system. These must be worn in a clearly visible way
at all times.
On all venue premises, zones will be designated for each
participant category. The yellow zone will be reserved for
journalists. Access to other zones is available for the Media only
via the Pool system.
Please remember that at security control your equipment will
also be checked and therefore you are kindly requested to allow
time for this check.

(Airports, Transportation, Accommodation)
Airports
Larnaka International Airport - 52km from the capital of Cyprus
Lefkosia (Nicosia)
Pafos International Airport - 144km from Lefkosia.
Travelling documents: EU citizens, as well as Switzerland,
Iceland, Liechtenstein and Norway citizens need only their
national identity card provided it bears a photo. Citizens of all
other countries need a valid passport for a stay of up to 90 days.
Please note that nationals of some third countries require a visa.
The legal points of entry into and exit from Cyprus are the
international airports of Larnaka and Pafos and the ports of
Lemesos (Limassol) and Larnaka. The EU “Green Line Regulation”
providing for the crossing of goods, services and persons to
and from the Government Controlled Areas of the Republic of
Cyprus stipulates that the crossing of the line by all citizens of
the Republic, EU citizens and third-country nationals who are
legally residing in the areas not under the effective control of
the Government of the Republic of Cyprus, and by all EU citizens
and third country nationals who entered the island through the
Government Controlled Areas, is allowed.

Transportation
Please note that if, on your accreditation form, you provide
information as to your arrival details, we will be able to facilitate
you more with your transportation within Cyprus.
From Larnaka International Airport:
Upon arrival at Larnaka International Airport, please go to the
Presidency Info Point before passport control to collect your
accreditation badge (as early as two days prior to the meeting
and up until 5:00 am on the day of the event you have been
accredited for). Wearing your accreditation badge will enable
you to have free transportation from the airport to your
hotel in Lefkosia on the scheduled “KAPNOS” shuttle bus.
If you are staying in other cities, staff members at the Info Point
will direct and assist you as to the best means of transport to
your destination.
From Pafos International Airport:
If you arrive at Pafos International Airport, staff members at the
Info Point will provide information on the best available means
of transport.
From hotels in Lefkosia to the Filoxenia Conference Centre:
Please ask in your hotel for the info leaflet on the regular bus
services connecting the hotels to the Filoxenia Conference
Centre.

Hotel bookings: You are requested to make your own
hotel reservations and advised to do so well in advance. On
cy2012eu you can find more information on recommended
hotels. Accommodation costs should be covered by journalists
themselves.

11. General Information about Cyprus
Languages
Greek and Turkish are the official languages of the Republic
of Cyprus. English is widely spoken.
Local Time
Cyprus Time is GMT +2.
Climate & Weather
The island’s climate is characterised by hot summers and mild
winters. Average maximum temperatures for the hottest months
of July and August range between 36° C and 27°C. In December
the mean daily maximum temperature for the central plain is
18°C and the mean daily minimum is 7°C.
Currency
The currency of Cyprus is the Euro.
Currency Exchange
All banks operating in Cyprus offer foreign currency exchange
services and quote the exchange rates of the Euro against all
major foreign currencies daily. Foreign currency can also be
exchanged at hotels.
ATMs and Credit Cards
All major banks in Cyprus have automatic teller machines (ATMs)
in most towns and in the majority of the large villages. All major
credit cards are accepted almost everywhere.
Electricity supply
The electricity supply in Cyprus is 230 volts, a.c. 50 Hz. Sockets
are usually 13 amp, square pin. Many hotels provide adaptors
upon request from the reception.
Smoking
Smoking is prohibited in all indoor public places and night clubs.
Opening hours
Shops normally open around 09:00 and close around 19:00
except Wednesday afternoon (up to 15:00 hrs). During the
summer period June 15th - August 31st there is an optional
three hour afternoon break from 14:00 - 17:00. Shops in tourist
areas, large shopping centres and department stores may stay
open on weekends and public holidays as well.
Banks are open on workdays (Monday to Friday) usually between
08:30 and 13:30. From October to April they are also open on
Monday afternoon between 15:15 and 16:45. Banks are closed
on weekends and public holidays. Some banks in central tourist
areas are open in the afternoon specifically to provide services
to tourists.
Restaurants and cafes have varying opening hours, but lunch is
most often served between 12:00 and 15:00. Dinner is served
from 19:00 until late in the evening.

Side of Driving
Driving is on the left-hand side of the road. All the international
road traffic signs are in use and placed on the left-hand side of
roads and highways. On roundabouts, priority is given to the
right side.

Αγαπητοί φίλοι,
Η σπουδαιότητα του πολιτισμού μας και ο ρόλος του σε μια
περιοχή που αποτελούσε τμήμα του λίκνου του Ευρωπαϊκού
πολιτισμού έρχεται σε μάλλον έντονη αντίθεση με το μικρό
μέγεθος του εδάφους της Κύπρου και τη θέση της στην περιφέρεια
της Ευρωπαϊκής Ένωσης (EE). Στο σταυροδρόμι Ανατολής και
Δύσης, η Κύπρος ανά τους αιώνες ήταν το χωνευτήρι πολιτισμών,
ιδεών και ιδεωδών, με τα απομεινάρια του παρελθόντος να
μαρτυρούν τη σημασία του ρόλου της όχι μόνο στη Μεσόγειο αλλά
και στην ευρύτερη περιοχή.
Σήμερα η Κύπρος, ένα κράτος μέλος της ΕΕ, είναι κάτι πολύ
περισσότερο από ένα ηλιόλουστο νησί και ένας τουριστικός
προορισμός. Στην Ευρώπη, οι άνθρωποι, οι αξίες, η ποιότητα ζωής
εκπροσωπούν τα πιο πολύτιμα περιουσιακά στοιχεία και έχοντας
αυτό κατά νουν αναλαμβάνουμε την πρόκληση της Προεδρίας
με ένα καθαρό όραμα: Να δουλέψουμε για μια «καλύτερη
Ευρώπη», ιδιαίτερα με την προώθηση δύο κύριων διαστάσεων: της
βελτίωσης της αποτελεσματικότητας των πολιτικών της ΕΕ και της
ενίσχυσης της αλληλεγγύης εντός της ΕΕ.
Η παροχή πληροφόρησης και ενημέρωσης για την Κυπριακή
Προεδρία του Συμβουλίου της ΕΕ είναι μια μεγάλη πρόκληση
αυτή καθ’ εαυτή. Το κοινό στην Ευρώπη και τον κόσμο γενικά
γίνεται όλο και πιο απαιτητικό και νέες τεχνολογίες και κανάλια
επικοινωνίας ξεπροβάλλουν συνεχώς. Τα βασικά εργαλεία για
παροχή πληροφόρησης είναι κοινά σε όλες τις Προεδρίες και
περιλαμβάνουν την επίσημη ιστοσελίδα, μια ευρεία επιλογή
έντυπου υλικού, μέσα κοινωνικής δικτύωσης βασισμένα τόσο
στο διαδίκτυο όσο και στην τεχνολογία κινητής τηλεφωνίας,
και φυσικά την άμεση επαφή με τα ΜΜΕ που είναι αναντίρρητα
πολύ σημαντική. Με εξαίρετες εγκαταστάσεις, συνεχή ροή
πληροφόρησης και προσωπικό με ιδιαίτερα ανεπτυγμένο ζήλο
στοχεύουμε να κάνουμε το παν για να διευκολύνουμε το έργο
σας. Με αυτά υπόψη, η έκδοση Oδηγός για MME έχει σκοπό να
σας προσφέρει χρήσιμες και πρακτικές πληροφορίες ώστε να σας
βοηθήσει υπό την ιδιότητα σας ως φορείς πληροφόρησης στο
κοινό, κατά τη διάρκεια της Κυπριακής Προεδρίας.

Η ιστοσελίδα cy2012.eu είναι η πιο περιεκτική πηγή
πληροφόρησης και ειδήσεων και το κύριο όργανο επικοινωνίας
της Κυπριακής Προεδρίας. Αποστολή της είναι να παρέχει
επαγγελματική, αξιόπιστη και άμεση πληροφόρηση για τις
τρέχουσες εκδηλώσεις και οργανωτικά θέματα κατά την
Κυπριακή Προεδρία του Συμβουλίου της ΕΕ, καθώς και να
παρουσιάζει την Κύπρο ως τη χώρα υποδοχής. Το περιεχόμενο
της ιστοσελίδας είναι διαθέσιμο σε τέσσερις γλώσσες: Αγγλικά,
Ελληνικά, Τουρκικά και Γαλλικά.
Η ιστοσελίδα παρέχει, μεταξύ άλλων, πληροφόρηση για:
Ειδήσεις
Στο τμήμα αυτό θα βρίσκετε όλες τις ειδήσεις, ανακοινωθέντα,
ειδικά άρθρα, προγράμματα συνόδων που αφορούν την
Κυπριακή Προεδρία του Συμβουλίου της ΕΕ κλπ. Το μέρος
αυτό περιλαμβάνει επίσης φωτογραφικό αρχείο, ζωντανή
μετάδοση και αρχείο βιντεοσκοπημένων συνόδων και παράθυρο
μηνυμάτων από το λογαριασμό twitter της Προεδρίας, τα οποία
θα σας κρατούν ενημερωμένους για το τι συμβαίνει.
Ημερολόγιο
Το πολιτικό ημερολόγιο περιλαμβάνει πληροφορίες για
τις συνόδους του Ευρωπαϊκού Συμβουλίου, για συνόδους
Συμβουλίων, Άτυπων Συμβουλίων Υπουργών και Διασκέψεις.
Το πολιτιστικό ημερολόγιο περιέχει πληροφορίες για πολιτιστικές
δραστηριότητες και εκδηλώσεις που πραγματοποιούνται στην
Κύπρο και το εξωτερικό, στο πλαίσιο της Προεδρίας. Τόσο
στο πολιτικό όσο και στο πολιτιστικό ημερολόγιο, η μηχανή
αναζήτησης που παρέχεται είναι ένα αποτελεσματικό εργαλείο
για γρήγορη πρόσβαση σε πληροφορίες για συνόδους και
εκδηλώσεις.

Στο τμήμα αυτό μπορείτε να βρείτε το πρόγραμμα και τις
προτεραιότητες της Κυπριακής Προεδρίας. Μπορείτε επίσης

Η ιστοσελίδα παρέχει λεπτομερείς πληροφορίες για τη

τη μεταφορά, το Κέντρο Τύπου, τη διακίνηση στην Κύπρο,
ευρετήριο προσωπικοτήτων, άτομα επικοινωνίας, καθώς και
πληροφορίες για το Ραδιοτηλεοπτικό Οργανισμό Υποδοχής
και το Φωτογραφικό Οργανισμό Υποδοχής. Υπάρχει επίσης η
ευχέρεια για εγγραφή σε υπηρεσίες μηνυμάτων προς τα ΜΜΕ
και τελευταίων ειδήσεων από την Κυπριακή Προεδρία.

Το “Περί Κύπρου” τμήμα προσφέρει μία εικόνα της Κύπρου
παρέχοντας γενικές πληροφορίες για τη γεωγραφία, την ιστορία,
την οικονομία, τους ανθρώπους και τη φύση, τις παραδόσεις, τον
πολιτισμό, τις πόλεις και τα χωριά, τα αξιοθέατα και τοποθεσίες
ειδικού ενδιαφέροντος, τη γαστρονομία του νησιού κλπ.

Διαπίστευση Εκπροσώπων ΜΜΕ
Μόνο διαπιστευμένοι δημοσιογράφοι και τεχνικό προσωπικό
θα έχουν πρόσβαση στους χώρους διεξαγωγής των Άτυπων
Υπουργικών Συνόδων και το Κέντρο Τύπου. Η διαπίστευση
εξασφαλίζεται μέσω του συστήματος διαπίστευσης στην
ιστοσελίδα της Προεδρίας cy2012.eu
Όταν εισέλθετε στην πλατφόρμα ηλεκτρονικής διαπίστευσης,
θα σας ζητηθεί να δηλώσετε τη διεύθυνση του ηλεκτρονικού
ταχυδρομείου σας ώστε να πάρετε τον κωδικό πρόσβασης.
Μετά θα πρέπει να εισέλθετε ξανά στο σύστημα και να αρχίσετε
την εγγραφή σας από τη σελίδα εισόδου.
Η εγγραφή για τις συναντήσεις/εκδηλώσεις της Προεδρίας
μπορεί να αρχίσει από την ημερομηνία που το σύστημα θα τεθεί
σε λειτουργία το Μάιο. Για να υπάρχει εγγύηση επιβεβαίωσης
της διαπίστευσης για μια συγκεκριμένη σύνοδο, η εγγραφή θα
πρέπει να συμπληρωθεί τουλάχιστον δέκα μέρες πριν από τη
σύνοδο/εκδήλωση.
Στη σελίδα διαπίστευσης θα σας ζητηθεί να καταχωρήσετε τα
προσωπικά σας δεδομένα, τον αριθμό της δημοσιογραφικής σας
ταυτότητας και να επισυνάψετε είτε ένα «σαρωμένο» αντίγραφο
της δημοσιογραφικής σας ταυτότητας είτε συστατική επιστολή
από το αναθέτον ΜΜΕ. Θα πρέπει επίσης να αναρτήσετε μια
φωτογραφία τύπου διαβατηρίου με την ακόλουθη μορφή:

Μέγιστο μέγεθος αρχείου: 3Mb
Συστηνόμενο μέγεθος: 480χ640 pixels
Το τελικό στάδιο αφορά την επιλογή των συνόδων/εκδηλώσεων
τις οποίες θα θέλατε να παρακολουθήσετε. Για κάθε σύνοδο/
εκδήλωση χρειάζεται ξεχωριστή αίτηση. Η επιβεβαίωση της
διαπίστευσης σας θα σας σταλεί με ηλεκτρονικό ταχυδρομείο
έγκαιρα πριν από τη συνάντηση/εκδήλωση. Επίσης θα
πάρετε ένα ηλεκτρονικό μήνυμα που θα σας υπενθυμίζει
να επιβεβαιώσετε ότι θα παραστείτε ή για να ακυρώσετε τη
συμμετοχή σας εάν δεν μπορείτε να παραστείτε.

Παρακαλούμε όπως σημειώσετε ότι αν συμπληρώσετε τα
πεδία σχετικά με τις πτήσεις προς και από την Κύπρο και τη
διαμονή στην Κύπρο, θα είμαστε σε καλύτερη θέση να σας
διευκολύνουμε περισσότερο, ιδιαίτερα με τις κονκάρδες και
τη διακίνηση εντός Κύπρου.

Στη βάση των πληροφοριών που έχετε δώσει και την
επακόλουθη επικύρωση τους, θα εκδοθεί κονκάρδα
διαπίστευσης την οποία θα μπορείτε να παραλάβετε.

άφιξη στο Αεροδρόμιο Λάρνακας στο Γραφείο Πληροφόρησης
της Κυπριακής Προεδρίας, πριν τον έλεγχο διαβατηρίων. Οι
κονκάρδες μπορούν να παραλαμβάνονται το ενωρίτερο δύο (2)
μέρες πριν από τη συνάντηση και μέχρι τις 05:00 της μέρας της
εκδήλωσης. Εναλλακτικά, στο Συνεδριακό Κέντρο «Φιλοξενία»
στη Λευκωσία μετά τις 08:00, τη μέρα της εκδήλωσης. (Για τις
λίγες εκδηλώσεις που θα πραγματοποιηθούν σε άλλες πόλεις,
μπορείτε να παραλαμβάνετε τις κονκάρδες από το Γραφείο
Πληροφόρησης του χώρου, μία ώρα πριν την εκδήλωση.)
Εκπρόσωποι ΜΜΕ με έδρα την Κύπρο: Στο Γραφείο Τύπου και
Πληροφοριών (ΓΤΠ) της Κυπριακής Δημοκρατίας το ενωρίτερο
δύο ημέρες πριν από τη σύνοδο, από τις 07:30 - 21:30 τις
καθημερινές, 08:30 – 14:00 τα Σάββατα και 09:30 - 17:30 τις
Κυριακές.
Για παραλαβή της κονκάρδας θα σας ζητηθεί να παρουσιάσετε
διαβατήριο ή ταυτότητα.
Παρακαλούμε όπως σημειώσετε ότι πρέπει να παραλάβετε
την κονκάρδα σας αυτοπροσώπως και να τη φοράτε με τρόπο
που να είναι ευδιάκριτη καθ’ όλη τη διάρκεια της συνόδου/
εκδήλωσης ώστε να έχετε πρόσβαση στο Κέντρο Τύπου.
Μπορεί επίσης να σας ζητηθεί να παρουσιάσετε τα στοιχεία της
ταυτότητας σας οποιαδήποτε στιγμή γι’ αυτό βεβαιωθείτε ότι τα
έχετε πάντα μαζί σας.
Κάθε κονκάρδα είναι έγκυρη για όλη τη διάρκεια της
συγκεκριμένης συνόδου/εκδήλωσης για την οποία εκδόθηκε.
Η απώλεια της κονκάρδας πρέπει να αναφέρεται αμέσως στο
προσωπικό του Κέντρου Τύπου, στο Κέντρο Διαπίστευσης ή στο
πλησιέστερο Γραφείο Πληροφόρησης στο χώρο της συνόδου.
Σας επισημαίνουμε πως διαπιστεύσεις της τελευταίας στιγμής
συνεπάγονται μακρές και χρονοβόρες διαδικασίες και σας
συστήνουμε να τις αποφύγετε. Διαπίστευση της τελευταίας
στιγμής θα παρέχεται μόνο στο Συνεδριακό Κέντρο «Φιλοξενία».
Σημείωση: Για να εξοικειωθείτε με τη διαδικασία ηλεκτρονικής
διαπίστευσης έχει ετοιμαστεί ένα βοήθημα (σε μορφή pdf ) το
οποίο μπορείτε να κατεβάσετε και να το συμβουλευθείτε πριν
αρχίσετε την καθ΄αυτή διαδικασία.

Διαπίστευση εκπροσώπων των ΜΜΕ για εκδηλώσεις στις
Βρυξέλλες και στο Λουξεμβούργο
Αν επιθυμείτε να παρακολουθήσετε σύνοδο στις Βρυξέλλες και
στο Λουξεμβούργο κατά την Κυπριακή Προεδρία, η διαπίστευση
θα δίνεται σύμφωνα με τους ισχύοντες κανονισμούς της
Γενικής Γραμματείας του Συμβουλίου της Ευρωπαϊκής Ένωσης.

4. Κέντρο Τύπου Cypress
Η Κυπριακή Προεδρία έχει δημιουργήσει ένα σύγχρονο, πλήρως
εξοπλισμένο Κέντρο Τύπου με στόχο να ικανοποιούνται οι
ανάγκες όλων των ειδών των Μέσων Μαζικής Ενημέρωσης που
θα καλύπτουν τις δραστηριότητές της. Βρίσκεται στη Λευκωσία
και εφάπτεται του Συνεδριακού Κέντρου «Φιλοξενία», όπου θα
διεξαχθούν οι πλείστες των Συνόδων της Κυπριακής Προεδρίας.
(Το Κέντρο παίρνει το όνομά του από την ελληνική λέξη
«Φιλοξενία», που παραπέμπει στο καλωσόρισμα και τη φροντίδα
προς τους ξένους.) Σκοπός μας είναι να σας προσφέρουμε ένα
επαγγελματικό και ταυτόχρονα ευχάριστο περιβάλλον στο οποίο
να μπορείτε να εργάζεστε.
Το Κέντρο Τύπου περιλαμβάνει Γραφείο Πληροφοριών, αίθουσα
ενημέρωσης της Προεδρίας, μικρότερες αίθουσες ενημέρωσης,
χώρο εργασίας για τα ΜΜΕ, αίθουσες με ντουλάπια που
κλειδώνουν, κουβούκλια ραδιοφώνου και τηλεόρασης, καθώς
και σαλόνι, εστιατόριο και καφετέρια.
Ο βασικός εξοπλισμός στο χώρο εργασίας για τα ΜΜΕ
περιλαμβάνει 300 πλήρως εξοπλισμένες θέσεις εργασίας
(με δυνατότητα επέκτασης σε 500), 30 ηλεκτρονικούς
υπολογιστές, γρήγορη πρόσβαση στο διαδίκτυο, συνδέσεις
RNIS/ISDN, συσκευές τηλεφώνου, τηλεομοιοτυπικές συσκευές,
εκτυπωτές και φωτοτυπικές. Κάθε θέση εργασίας είναι
εξοπλισμένη με ρευματοδότες 230V (13amp, με ακροδέκτες
τετραγωνικής μορφής) και καλώδιο δεδομένων RJ45. Για κάθε
δυο θέσεις εργασίας υπάρχει μια γραμμή τηλεφώνου που
υποστηρίζει τόσο τοπικές όσο και διεθνείς κλήσεις. Παρέχεται
πρόσβαση στο διαδίκτυο μέσω ασύρματου δικτύου (wi-fi) τόσο
εντός όσο και στους εξωτερικούς χώρους του Κέντρου Τύπου.
Μια ομάδα τεχνικής υποστήριξης θα είναι συνεχώς στη διάθεσή σας.
Κατά τις ώρες λειτουργίας του Κέντρου Τύπου προσφέρονται
δωρεάν σνακ, αναψυκτικά και ζεστά ποτά. Ανάλογα με τη
διάρκεια των επίσημων συνόδων, προσφέρεται γεύμα ή δείπνο.
Παρακαλούμε σημειώστε πως το Κέντρο Τύπου θα παραμένει
ανοικτό για τρεις περίπου ώρες μετά το τέλος κάθε συνόδου.
Όλοι οι χώροι του Κέντρου Τύπου είναι πλήρως προσβάσιμες σε
άτομα με κινητικές δυσκολίες.
Μικρά προσωρινά Κέντρα Τύπου θα λειτουργήσουν κατά τη
διάρκεια ενός μικρού αριθμού συνόδων που δεν θα διεξαχθούν
στο Συνεδριακό Κέντρο «Φιλοξενία» (όπως μπορείτε να δείτε στο
ημερολόγιο των συνόδων). Αυτά τα προσωρινά Κέντρα Τύπου
θα λειτουργήσουν μόνο κατά τη διάρκεια αυτών των συνόδων.
Στους διαπιστευμένους δημοσιογράφους θα παρασχεθούν
περαιτέρω πληροφορίες πριν από τις συνόδους.

Ειδοποιήσεις μέσω SMS
Μπορείτε να λαμβάνετε ειδοποιήσεις για συνόδους και άλλες
εκδηλώσεις εφόσον εγγραφείτε στην υπηρεσία ειδοποίησης
SMS, μέσω του συστήματος διαπίστευσης.
Ομάδες φωτογραφικών καλύψεων (pools) και συνεντεύξεις
Το προσωπικό του Κέντρου Τύπου θα οργανώνει Ομάδες
φωτογραφικών καλύψεων ΜΜΕ και θα χειρίζεται αιτήματα για
συνεντεύξεις με επισήμους. Πλήρης πληροφόρηση για εγγραφή
σ’ αυτές τις ομάδες θα υπάρχει στο Γραφείο Πληροφοριών, στο
Κέντρο Τύπου.
Τουριστικές πληροφορίες
Για όσους από σας θα έχουν χρόνο να εξερευνήσουν το νησί,
ο Κυπριακός Οργανισμός Τουρισμού (ΚΟΤ) είναι έτοιμος
να προσφέρει ιδέες και εισηγήσεις με δικό του γραφείο
πληροφόρησης στο Κέντρο Τύπου
Ιατρική βοήθεια
Ιατρική και παραϊατρική βοήθεια είναι διαθέσιμη στο Κέντρο
Τύπου κατά τις ώρες λειτουργίας.
ΑΤΜ
Στο Κέντρο Τύπου υπάρχει αυτόματη ταμειακή μηχανή που
δέχεται όλες τις κύριες πιστωτικές κάρτες.
Διευκολύνσεις στάθμευσης
Το Συνεδριακό Κέντρο «Φιλοξενία» διαθέτει 100 θέσεις
στάθμευσης για το προσωπικό και τους εκπροσώπους των ΜΜΕ
που εργάζονται στο Κέντρο.

7. Ραδιοτηλεοπτικός Οργανισμός
Υποδοχής
Το Ραδιοφωνικό Ίδρυμα Κύπρου (ΡΙΚ) είναι ο επίσημος
Ραδιοτηλεοπτικός Οργανισμός Υποδοχής για την Κυπριακή
Προεδρία του Συμβουλίου της ΕΕ. Το ΡΙΚ θα παρέχει στους
διαπιστευμένους λειτουργούς ραδιοτηλεοπτικών οργανισμών
δωρεάν οπτικο-ακουστικό υλικό από τις Άτυπες Συνόδους
και άλλες συναντήσεις υψηλού επιπέδου, οι οποίες θα
πραγματοποιηθούν στην Κύπρο στο δεύτερο εξάμηνο του 2012.
Το ΡΙΚ θα διαχειρίζεται τις κρατήσεις για τις εγκαταστάσεις
Ραδιοτηλεόρασης στο Κέντρο Ραδιοτηλεόρασης του
Συνεδριακού Κέντρου «Φιλοξενία» όπου θα διεξαχθούν οι
περισσότερες σύνοδοι. Στους ραδιοτηλεοπτικούς οργανισμούς
θα προσφέρονται μη εξοπλισμένες θέσεις εργασίας
περιορισμένες σε αριθμό, ανάλογα με τη σειρά ζήτησης.
Αυτές οι θέσεις εργασίας αποτελούνται από 16 κλιματιζόμενα
κουβούκλια τηλεόρασης και έξι κουβούκλια ραδιοφώνου με
σημεία πρόσβασης για συνδέσεις LAN, μια τηλεφωνική σύνδεση,
μια οθόνη CCTV, μια οθόνη ζωντανής μετάδοσης, παροχές
ηλεκτρικού ρεύματος 230V προστατευμένες με συσκευή
UPS, εγκατάσταση εσωτερικής επικοινωνίας με την Αίθουσα
Κεντρικού Ελέγχου του Μedia Park του ΡΙΚ και κατάλληλη
επίπλωση. Τα κουβούκλια θα έχουν καλωδίωση ώστε να
λαμβάνουν ζωντανά εικόνα και ήχο από τις συνόδους που θα
καλύπτει ο Ραδιοτηλεοπτικός Οργανισμός Υποδοχής.
Δυο “stand-up positions” για παρεμβολές προγραμμάτων θα
είναι διαθέσιμες στο χώρο για ζωντανές τηλεοπτικές παραγωγές
και μεταδόσεις. Οι “stand-up positions” θα είναι εξοπλισμένες με
κάμερα, οθόνες και κατάλληλο φωτισμό και θα στελεχώνονται
από κινηματογραφιστή.
Κατά τη διάρκεια των συνόδων θα υπάρχουν στο Κέντρο
Ραδιοτηλεόρασης, δυο μη γραμμικά συστήματα μοντάζ για
τηλεόραση και δυο για ραδιόφωνο κατάλληλα στελεχωμένα.
Οι αίθουσες μοντάζ θα είναι εξοπλισμένες με μικρόφωνα για
προσθήκες σχολίων. Το ΡΙΚ θα παρέχει διευκολύνσεις μίσθωσης
πλήρως εξοπλισμένων συνεργείων κινηματογράφησης για
τηλεοπτική κάλυψη και άλλες διευκολύνσεις για ραδιοφωνική
κάλυψη.
Οκτώ χώροι στάθμευσης για οχήματα δορυφορικών
μεταδόσεων SNG θα είναι διαθέσιμοι δίπλα από το Κέντρο
Ραδιοτηλεόρασης. Όλοι οι χώροι θα έχουν τριφασική ηλεκτρική
παροχή 32Α και σύνδεση τηλεοπτικών σημάτων SDΙ καθώς και
γραμμές τροφοδότησης ήχου AES-EBU. Οι ραδιοτηλεοπτικοί
οργανισμοί θα μπορούν να κάνουν κράτηση των χώρων αυτών
για τα δικά τους ή ενοικιαζόμενα οχήματα δορυφορικών
μεταδόσεων SNG. Το ΡΙΚ θα έχει σε λειτουργία ένα όχημα
δορυφορικών μεταδόσεων εξοπλισμένο με πολλαπλές συσκευές
αναπαραγωγής εικόνας υψηλής ευκρίνειας κατά τη διάρκεια
αυτών των συνόδων.

Όλες οι διευκολύνσεις θα παραχωρούνται ύστερα από
αίτημα προς τον Ραδιοτηλεοπτικό Οργανισμό Υποδοχής.

χρέωσης που θα υπάρχει στην ιστοσελίδα του Ραδιοτηλεοπτικού
Οργανισμού Υποδοχής. Όλες οι διευκολύνσεις θα διατίθενται
ανάλογα με τη σειρά ζήτησης.
Αντιπρόσωποι του European Broadcasting Union (EBU) θα
παρευρίσκoνται επίσης σε ορισμένες εκδηλώσεις για προσφορά
υπηρεσιών μέσω του παγκόσμιου δορυφορικού δικτύου
της Eurovision. Σ’ αυτή την περίπτωση, οι ενδιαφερόμενοι
ραδιοτηλεοπτικοί οργανισμοί θα εξυπηρετηθούν μέσω
συνεργασίας μεταξύ της EBU και του ΡΙΚ.

Το Φωτογραφικό Τμήμα του Γραφείου Τύπου και Πληροφοριών
έχει οριστεί ως ο Φωτογραφικός Οργανισμός Υποδοχής της
Κυπριακής Προεδρίας. Θα καλύψει όλες τις κύριες εκδηλώσεις
της Κυπριακής Προεδρίας. Αυτές περιλαμβάνουν Άτυπες
υπουργικές και άλλες υψηλού επιπέδου συνόδους καθώς και
ορισμένες πολιτιστικές εκδηλώσεις.
Ο Φωτογραφικός Οργανισμός Υποδοχής θα διαθέτει γραφείο
στο Κέντρο Τύπου όπου θα μπορείτε να υποβάλετε τα ειδικά
αιτήματά σας.
Η ιστοσελίδα της Προεδρίας cy2012.eu περιλαμβάνει
φωτογραφικό αρχείο όπου μπορείτε να βρίσκετε ψηφιακές
φωτογραφίες κατάλληλες για εκτύπωση. Μπορείτε να
κατεβάσετε και να χρησιμοποιήσετε δωρεάν όλο το
φωτογραφικό υλικό από την ιστοσελίδα της Προεδρίας,
νοουμένου ότι θα αναφέρεται δεόντως η πηγή. (Κυπριακή

9. Μέτρα Ασφάλειας
Τη γενική ευθύνη για τα μέτρα ασφαλείας έχει η Αστυνομία
Κύπρου.
Τα μέτρα ασφαλείας πρέπει να τηρούνται σε όλες τις συνόδους
της Κυπριακής Προεδρίας.
Πρόσβαση σε επίσημους χώρους και στο Κέντρο Τύπου θα
παρέχεται μόνο σε άτομα που φέρουν επίσημες κονκάρδες
που εκδόθηκαν από το σύστημα διαπίστευσης. Αυτές πρέπει
να φέρονται συνέχεια με τρόπο ώστε να είναι ευδιάκριτες.
Σε όλους τους χώρους θα καθοριστούν ζώνες για κάθε
κατηγορία συμμετεχόντων. Η κίτρινη ζώνη θα κρατηθεί για
τους δημοσιογράφους. Για τους εκπροσώπους των ΜΜΕ θα
υπάρχει πρόσβαση σε άλλες ζώνες μόνο μέσω του συστήματος
Ομαδοποίησης (Pool).
Παρακαλούμε όπως θυμάστε ότι στους ελέγχους ασφαλείας θα
ελέγχεται και ο εξοπλισμός σας και, ως εκ τούτου, παρακαλείσθε
να υπολογίζετε το χρόνο γι’ αυτό τον έλεγχο.

Διεθνές Αεροδρόμιο Λάρνακας - 52 χλμ από την πρωτεύουσα
της Κύπρου Λευκωσία
Διεθνές Αεροδρόμιο Πάφου - 144 χλμ από τη Λευκωσία
Ταξιδιωτικά έγγραφα: Οι πολίτες των χωρών της ΕΕ, όπως
και οι πολίτες της Ελβετίας, της Ισλανδίας, του Λίχτενσταϊν και
της Νορβηγίας χρειάζονται μόνο την εθνική τους ταυτότητα,
νοουμένου ότι φέρει φωτογραφία του κατόχου. Οι πολίτες όλων
των άλλων χωρών χρειάζονται έγκυρο διαβατήριο για διαμονή
μέχρι 90 ημέρες. Παρακαλώ σημειώστε ότι οι υπήκοοι κάποιων
τρίτων χωρών χρειάζονται θεώρηση εισόδου.
Τα νόμιμα σημεία εισόδου και εξόδου από την Κύπρο είναι τα
διεθνή αεροδρόμια της Λάρνακας και της Πάφου και τα λιμάνια
της Λεμεσού και της Λάρνακας. Ο «Κανονισμός της Πράσινης

Από το Διεθνές Αεροδρόμιο Λάρνακας:
Κατά την άφιξη σας στο Διεθνές Αεροδρόμιο Λάρνακας,
παρακαλούμε όπως μεταβείτε στο Γραφείο Πληροφόρησης
της Προεδρίας, πριν από τον έλεγχο διαβατηρίων, για να
παραλάβετε την κονκάρδα διαπίστευσης σας [το ενωρίτερο
δύο (2) μέρες πριν από τη σύνοδο και μέχρι τις 05:00 της
ημέρας που πραγματοποιείται η συνάντηση για την οποία
έχετε διαπιστευθεί]. Όταν φοράτε την κονκάρδα διαπίστευσης,
θα δικαιούστε δωρεάν μεταφορά από το αεροδρόμιο στο
ξενοδοχείο σας στη Λευκωσία με την εταιρεία λεωφορείων
τακτικών δρομολογίων «Kapnos».

11. Γενικές Πληροφορίες για την Κύπρο
Γλώσσες
Τα Ελληνικά και τα Τουρκικά είναι οι επίσημες γλώσσες της
Κυπριακής Δημοκρατίας. Τα Αγγλικά ομιλούνται ευρέως.
Τοπική Ώρα
Η ώρα Κύπρου είναι GMT+2
Κλίμα & Καιρός
Το κλίμα του νησιού χαρακτηρίζεται από ζεστά καλοκαίρια
και ήπιους χειμώνες. Η μέση μέγιστη θερμοκρασία για τους
ζεστότερους μήνες Ιούλιο και Αύγουστο κυμαίνεται μεταξύ 36οC
και 27οC. Το Δεκέμβριο η μέση μέγιστη ημερήσια θερμοκρασία
ημέρας για την κεντρική πεδιάδα είναι 18οC και η μέση ελάχιστη
ημερήσια θερμοκρασία 7οC.
Νόμισμα
Το νόμισμα της Κύπρου είναι το ευρώ.
Ανταλλαγή συναλλάγματος
Όλες οι τράπεζες που λειτουργούν στην Κύπρο προσφέρουν
υπηρεσίες ανταλλαγής συναλλάγματος και προσδιορίζουν
καθημερινά τη συναλλαγματική ισοτιμία του ευρώ έναντι όλων
των κύριων ξένων νομισμάτων. Συνάλλαγμα μπορεί επίσης να
ανταλλαγεί σε ξενοδοχεία.
ΑΤΜ και Πιστωτικές Κάρτες
Όλες οι κύριες τράπεζες στην Κύπρο διαθέτουν αυτόματες
ταμειακές μηχανές (ΑΤΜ) στις περισσότερες πόλεις και στα
περισσότερα μεγάλα χωριά. Όλες οι κύριες πιστωτικές κάρτες
γίνονται δεκτές σχεδόν παντού.
Παροχή Ηλεκτρισμού
Το ηλεκτρικό ρεύμα στην Κύπρο είναι 230V, εναλλασσόμενο
ρεύμα 50Ηz. Οι πρίζες είναι συνήθως 13 amp, με ακροδέκτες
τετραγωνικής μορφής. Πολλά ξενοδοχεία παρέχουν
μετασχηματιστές κατόπιν αιτήματος στην υποδοχή.
Κάπνισμα
Το κάπνισμα απαγορεύεται σε όλους τους εσωτερικούς
δημόσιους χώρους και τα νυκτερινά κέντρα.
Ώρες Λειτουργίας Καταστημάτων και Τραπεζών
Τα καταστήματα ανοίγουν συνήθως γύρω στις 09:00 και κλείνουν
γύρω στις 19:00 εκτός από την Τετάρτη το απόγευμα (μέχρι τις
15:00). Την καλοκαιρινή περίοδο 15 Ιουνίου – 31 Αυγούστου
υπάρχει ένα προαιρετικό τρίωρο απογευματινό διάλειμμα
μεταξύ 14:00 – 17:00. Τα καταστήματα στις τουριστικές περιοχές
και τα πολυκαταστήματα μπορούν να παραμένουν ανοικτά τα
Σαββατοκυρίακα, καθώς και τις δημόσιες αργίες.
Οι τράπεζες είναι ανοικτές τις εργάσιμες μέρες (Δευτέρα
- Παρασκευή) συνήθως μεταξύ 08:30 και 13:30. Από τον
Οκτώβριο μέχρι τον Απρίλιο είναι ανοικτές και τη Δευτέρα
απόγευμα μεταξύ 15:15 και 16:45. Οι τράπεζες είναι κλειστές τα
Σαββατοκυρίακα και τις δημόσιες αργίες. Κάποιες τράπεζες σε
κεντρικές τουριστικές περιοχές είναι ανοικτές τα απογεύματα
ειδικά για να παρέχουν υπηρεσίες στους τουρίστες.

Τα εστιατόρια και οι καφετέριες ανοίγουν σε διάφορες ώρες,
αλλά το γεύμα συνήθως σερβίρεται μεταξύ 12:00 και 15:00. Το
δείπνο σερβίρεται από τις 19:00 μέχρι αργά το βράδυ.
Οδήγηση
Η οδήγηση είναι στην αριστερή πλευρά του δρόμου.
Χρησιμοποιούνται όλα τα διεθνή οδικά σήματα τροχαίας και
είναι τοποθετημένα στην αριστερή πλευρά των δρόμων και
των αυτοκινητόδρομων. Στους κυκλικούς κόμβους δίνεται
προτεραιότητα στους προερχόμενους από δεξιά.

Değerli Dostlar,
Avrupa uygarlığının beşiğinde bir parçası olan bir bölgede bulunan
uygarlığımızın önemi ve rolü, Avrupa Birliği’nin uç noktasındaki
Kıbrıs toprağının küçüklüğü ve konumu ile oldukça güçlü bir tezat
oluşturmaktadır. Doğu ile Batı’nın kesişme yolları üzerinde bulunan
Kıbrıs, yüzyıllardır, geçmişin kalıntıları ile, sadece Akdeniz’de değil,
ayrıca daha geniş bir bölgedeki rolünün önemine işaret ederek,
uygarlıkların, fikirlerin ve ideallerin bir erime potası olagelmiştir.
Kıbrıs, bugün, Avrupa Birliği’ne üye bir devlet olarak, güneşli
bir ada ve bir tatil hedefi olmanın çok ötesindedir. Avrupa’da,
insanlar, değerler ve yaşam kalitesi, en değerli varlıklarımızı temsil
etmektedir ve bunu akılda tutarak, net bir görüşle, Başkanlığın
önümüze koyduğu görevlerin üstesinden gelmeyi kabul ediyoruz:
Başlıca iki ana boyutun ilerletilmesi çerçevesinde, yani hem AB
politikalarının etkinliğini geliştirerek, hem de Birlik içerisindeki
dayanışmayı güçlendirerek, “daha iyi bir Avrupa” için çalışacağız.
Kıbrıs’ın AB Konsey Başkanlığı’nın sadece “iletişim”i sağlaması bile,
büyük ve zor bir görevdir. Avrupa’daki ve genelde dünyadaki
izleyiciler, gittikçe daha çok talepkâr olmakta ve sürekli olarak
iletişimle ilgili yeni teknolojiler ve kanallar ortaya çıkmaktadır. Bütün
Başkanlıklar, iletişimin temel araçlarına aşinadır ve bunlar arasında,
resmi bir web sayfası, basılı malzemeden oluşan geniş bir seçme,
hem internet ağı temeline, hem de mobil teknolojiye dayalı sosyal
medya çeşitleri ve tabii ki inkâr edilemeyecek şekilde çok önemli
olan doğrudan medya teması yer almaktadır. En mükemmel
tesisler, bilginin sürekli akışı ve son derece motive olmuş personel
aracılığıyla, görevimizi yerine getirmek için en iyisini yapmayı
hedeflemekteyiz. Bu mevcut kitapçık, bu bağlamda, Kıbrıs’ın
Başkanlığı süresince, sizlere yararlı ve pratik bilgiler sağlamayı ve
kamu iletişimcileri olarak sizlere yardımcı olmayı amaçlamaktadır.

cy2012.eu internet sitesi, Kıbrıs Başkanlığı’nın ana iletişim aracı
ve en kapsamlı bilgi ve haber kaynağıdır. Görevi, AB Konseyi
Kıbrıs Başkanlığı dönemindeki güncel olaylar ve düzenlenen

3. Medya Akreditasyonu
Sadece akredite olmuş gazeteciler ve teknik personel Medya
Merkezi’ne ve gayrı resmi bakanlar toplantısına girebilecekler.
Akreditasyon, Başkanlık internet sitesi cy2012.eu’nden akredite
sistemi üzerinden sağlanacak.
Akreditasyon platformuna bağlandığınızda size giriş kodunuzu
alabilmeniz için e-posta adresinizi vermeniz istenecek. Daha
sonar sisteme yeniden girmeniz ve giriş sayfasından kaydınıza
girmeniz gerekecek.
Başkanlığın toplantılar/etkinlikleri için kayıtlar, sistemin hayata
geçtiği 1 Mayıs tarihinden itibaren başlayacak. Belirli bir toplantı
için akredite onayını garanti etmek için kaydın, toplantı/
etkinlikten en az 10 gün once tamamlanması gerekiyor.

numaranızı girmeniz, ya taranmış basın kartı fotokopiniz ya da
görevlendirilmiş medyadan bir referans mektubu istenecek.
Sizden ayrıca aşağıdaki formata uygun bir pasaport fotoğrafını
yüklemeniz istenecek:

Son adım olarak katılmak istediğiniz toplantılar/etkinlikleri
seçmek olacak. Her toplantı/etkinlik için ayrı bir talep
gerekmektedir. Akreditasyonunuzun onayı size e posta ile
uygun zamanda, toplantı/etkinlikten once gönderilecektir. Ayrıca
katılacağınızı ya da katılamayacak olmanız halinde iptal ettiğinizi
belirtmeniz gereken bir e posta da alacaksınız.
Lütfen not ediniz: Kıbrıs’a geliş/gidişiniz ve konaklamanız ile ilgili
alanları doldurmanız halinde, özellikle akreditasyon yaka kartınız
ve Kıbrıs içerisinde ulaşımınızla ilgili size daha fazla yardımcı
olacak durumda olacağız.
Akreditasyon yaka kartı
Sağladığınız bilgiler esasında ve sonrasında onaylanmasında bir
akreditasyon yaka kartı basılacak ve alınması sağlanacaktır.
Yaka kartı alınması:
Kıbrıs dışındaki medya temsilcileri: Larnaka Havaalanı’na varışta,
pasaport kontrolü öncesinde, Kıbrıs Başkanlığı Enfo Noktasında.
Yaka kartları toplantıdan en erken iki (2) gün önceden etkinliğin
yapılacağı gün saat 05.00’e kadar alınabilecektir. Başka bir
seçenek olarak etkinliğin yapılacağı gün saat 08.00’den
sonar Lefkoşa’da Filoksenia Konferans Merkezi’nden de
alınabilecektir. (Diğer şehirlerdeki bazı etkinlikler için ise yaka
kartınızı o bölgenin enfo noktsından etkinlikten bir saat once
alabileceksiniz.

Kıbrıs’taki medya temsilcileri: Kıbrıs Cumhuriyeti Basın ve
Enformasyon Dairesi’nden (PIO) en erken toplantı gününden iki
(2) gün once, hafta içi 07.30-21.30, Cumartesi günleri 08.30-14.00
ve Pazar günleri 09.30-17.30 saatlerinde.
Yaka kartınızı almak için bir kimlik belgesi (pasaport veya kimlik
kartı) göstermeniz istenecektir.
Lütfen yaka kartınızı şahsen siz alınız ve toplantı/etkinlik boyunca
Medya Merkezi’ne girebilmek için görülebilecek şekilde takınız.
Sizden her zaman şahsi kimliğinizi göstermeniz istenebilecek.

Her yaka kartı, belirtli toplantı/etkinlik için hazırlanan tüm sure
boyunca geçerli olacaktır. Akeditasyon yaka kartının kaybolduğu
hemen ya Medya Merkezi personeline, Akreditasyon Merkezi’ne
ya da toplantı yerine en yakın Enfo Noktasına bildirilmelidir.
Son dakika akreditasyonunun ayrıntılı, zaman harcayan bir
prosedür olduğu ve bunu tavsiye etmediğimiz unutulmamalıdır.
Son dakika akreditasyonu Filoksenia Konferans Merkezi dışında
herhangi bir yerde uygun olamayabilir.

Brüksel ve Lüksemburg’daki medya akreditasyonu
Kıbrıs’ın AB Başkanlığı sırasında Brüksel ve Lüksemburg’daki
toplantılara katılmak istiyorsanız akreditasyon Avrupa Birliği
Konseyi Genel Sekreterliği’nin kurallarıına gore yapılır.

4. Cypress medya merkezi
Kıbrıs Başkanlığı, her türlü medya faaliyetinin ihtiyaçlarını
karşılayacak modern, tam donanımlı bir Medya Merkezi kurdu.
Merkez Lefkoşa’da (Nicosia), Kıbrıs Başkanlığı’nın toplantılarının
büyük çoğunluğunun yapılacağı Filoxenia Konferans Merkezi
yanında yer alıyor. (Merkez ismini Yunanca yabancıları/dışardan
gelenleri ‘sev’ görüşünden hareketle onlara misafirperverlik
göstermek anlamına gelen “Filoxenia”dan alıyor). Amacımız
çalışmalarınızı yürütürken size profesyonel, aynı zamanda
memnun olacağınız bir ortam sağlamaktır.
Cypress Medya Merkezi’nde bir Enformasyon Masası, bir
Başkanlık bilgilendirme odası, daha küçük bilgilendirme odaları,
medya için bir çalışma alanı, kilitli dolap odaları, radyo/televizyon
kabinleri, bunun yanında bir dinlenme odası (lounge), restoran
ve kafeterya yer alıyor.
Medya için çalışma alanında tek biçim araç gereç arasında (500
adede çıkarılabilme olasılığı olan) 300 tam donanımlı çalışma
yeriyle, 30 bilgisayar, hızlık internet erişimi, RNIS/ISDN bağlantısı,
telefon cihazı, faks makineleri, printerlar ve fotokopiler bulunuyor.
Her çalışma yeri, 230V prize (13 amper, köşe uçlu) ve RJ45 veri
kablosuna sahip. Her iki çalışma yeri için hem ülke içi hem de
ülke dışı konuşmaların yapılabileceği bir telefon hattı bulunuyor.
Kablosuz internet ağıyla (wı-fı) internete erişim her iki taraftan da,
Medya Merkezi dışındaki alanlardan da yapılabiliyor.
Merkezde her zaman size yardıma hazır bir teknik destek ekibi
olacak.
Medya Merkezi’nin çalışma saatleri içerisinde, atıştırmalıklar,
serinletici içecekler ve sıcak içecekler ücretsiz sunulacak. Öğle
ve akşam yemekleri, resmi toplantıların zamanına bağlı olarak
verilecek.
Lütfen Medya Merkezi’nin her toplantının bitiminden sonar
yaklaşık iki saat açık kalabileceğini unutmayınız.
Hareket yetersizliği olan herkes Medya Merkezi’ndeki her bölüme
rahatça ulaşabilecek.
Filoxenia Konferans Merkezi’nde yapılmayacak olan (toplantı
takviminde gösterilen) az sayıdaki toplantılar sırasında küçük
çapta geçici Basın Merkezleri faaliyette olacak. Bu geçici Basın
Merkezleri sadece bu toplantılar sırasında faaliyet gösterecek.
Temsil yetkili gazetecilere toplantılar öncesi daha fazla bilgi
sağlanacak.

Turist Bilgileri
Aranızda adayı keşfetmek için zamanı olanlar için Kıbrıs Turizm
Teşkilatı (KTT), Medya Merkezi’ndeki kendi enformasyon
masasında size görüş ve önerilerde bulunmaya hazır olacaktır.
Tıbbi yardım
Tıbbi yardım veya kısmi tıbbi yardım, çalışma saatleri içerisinde
Medya Merkezi’nden alınabilecektir.
ATM
Medya Merkezi’ndeki bankamatikler (ATM), her bilinen kredi
kartını kabul edebilir durumda olacaktır.
Otopark olanağı
Filoxenia Konferans Merkezi’nin personel ve merkezde çalışan
medya temsilcileri için 100 arabalık park alanı bulunmaktadır.

Kıbrıs Radyo Yayın Kurumu (CyBC) AB Konseyi Kıbrıs
Başkanlığı’nın resmi Evsahibi Yayıncısıdır. CyBC temsil yetkili
televizyon ve radyo yayıncılarına, 2012’inin ikinci yarısında
Kıbrıs’ta yer alacak gayrı resmi toplantılardan ve diğer üst düzey
toplantılardan ücretsiz görsel işitsel hizmet verecek.
CyBC, toplantıların yapılacağı FILOXENİA Konferans Merkezi’nin
Medya Parkı’nda yayın olanağı rezervasyonu yapacak. Sayıda az
olan donanımlı olmayan çalışma yerleri, “önce gelen önce hizmet
alır” esasında yayıncılara sunulacaktır. Bu çalışma yerleri, yerel
alan ağı giriş noktalarıyla, bir telefon bağlantısı, bir kapalı devre
televizyon monitorü, canlı video monitorü, UPS 230 V korumalı
ana elektrik çıkışı prizleri, CyBC’nin MCR’ıyla iç hattı ve uygun
mobilyaların bulunduğu klimalı 16 TV ve 6 Radyo kabininden
oluşmaktadır. Kabinler, Evsahibi Yayıncı tarafından izlenen
toplantılardan canlı video ve ses almak için hazırlandı.
Burada canlı TV yapımı ve aktarımı yapmak amacıyla uygun
program eklemeleri için iki bekleme yeri olacak. Bekleme
yerlerinde de kamera, monitörler, uygun ışık ve görevli bir
kameraman bulunacak.
Medya Park’ta toplantılar sırasında, uygun çalışanların hizmet
vereceği iki televizyon ve iki radyo lineer olmayan düzeltme
sistemleri olacak. Düzeltme odaları, seslendirmeler için
mikrofonlarla donatılacak. CyBC, tamamen TV ve diğer Radyo
kaydı için İngilizce bilen elemanlarla donatıldı.
Medya Park yanında sekiz Uydu Haber Toplama (UHT) Van park
etme alanları olacak. Bütün UHT alanları, 32A ana elektrik ve
SDI, bunun yanında AES-EBU ses besleyicileriyle donatılacak.
Yayıncılar bu alanları kendileri için ayırtabilecek veya UHT için
kiralayabilecek. CyBC toplantılar sırasında çok formatlı HD Uydu
Haber Toplama aracıyla faaliyet gösterecek.
Bütün olanaklar Evsahibi Yayıncıdan talep edilerek ayrılacak.
İletişim ayrıntıları Evsahibi Yayıncı’nın internet sitesi
EUhost2012.org.cy’dan bulunabilecek. Hizmetler, Evsahibi
Yayıncı’nın internet sitesinde bulunabilecek bareme göre
ödenecek.
Avrupa Yayın Birliği (EBU) da Eurovizyon Global Network için
bağlantıları yapmak amacıyla bazı etkinliklerde bulunacak. Bu
durumda ilgilenen yayıncılar EBU ve CyBC işbirliği yaparak hizmet
alabilecekler.

9. Güvenlik ve Koruma
Kıbrıs Başkanlığı’nın bütün toplantıları sırasında sıkı güvenlik
önlemleri gerekmektedir.
Sadece akredite sistemi tarafından oluşturulmuş resmi
kimlik kartı taşıyan kişiler, resmi yerlere ve Medya Merkezi’ne
girebilecekler. Bu kartların her zaman kolaylıkla görülebilecek
şekilde takılması gerekmektedir.
Bütün bina ve bölgeler, her katılımcının kategorisine göre
belirlenecektir. Sarı bölge gazeteciler için ayırlacak. Medya
için diğer bölgelere giriş sadece Havuz Sistemi üzerinden
olabilecektir.
Güvenlik kontrolünde donanımınızın da kontrol edileceğini
lütfen unutmayınız. Sizden bu kontrol için nazikçe zaman
ayırmanız istenecektir.

Uluslararası Larnaka Havaalanı - Kıbrıs’ın başkenti Lefkoşa’dan
(Nicosia) 52 kilometre uzaklıktadır.
Uluslararası Baf Havaalanı - Lefkoşa’dan 144 kilometre
uzaklıktadır.
Seyahat belgeleri: AB vatandaşları, ayrıca İsviçre, İzlanda,
Lihtenştayn ve Norveç vatandaşlarının seyahat için
sadece fotoğraflı ulusal kimlik kartlarına, diğer bütün ülke
vatandaşlarının 90 güne kadar kalabilmek için kabul edilebilir bir
pasaport bulundurmaları gerekmektedir. Lütfen bazı üçüncü ülke
vatandaşlarının vizeye ihtiyaçları olduğuna dikkat edilmelidir.
Kıbrıs’a yasal giriş ve çıkış noktaları, Larnaka ve Baf uluslararası
havaalanlarıyla, Limasol ve Larnaka limanlarıdır. AB Yeşil Hat
Tüzüğü, Kıbrıs Cumhuriyeti’nin Hükümet Kontrolündeki
Bölgesi’ne gıda, hizmet ve kişi geçişini sağlamaktadır.

Larnaka Uluslararası Havaalanı’ndan:
Larnaka Uluslararası Havaalanı’nda pasaport kontrolünden önce
akreditasyon tanıtım kartınızı almak için (toplantıdan en az iki
gün önce ve akredite olduğunuz toplantının yapılacağı gün
sabah saat 05.00’ kadar) lütfen Başkanlık Enformasyon Noktası’na

yaygın biçimde kullanılmaktadır.

Kıbrıs Saati GMT +2’dir.
İklim &Hava
Ada’nın ikliminin belirgin özelliği yaz aylarının sıcak, kış aylarının
ılık geçmesidir. En sıcak aylar olan Temmuz ve Ağustos’ta
ortalama en yüksek hava sıcaklıkları 27 derece santigrat ve
36 derece santigrat arasındadır. Aralık ayında merkezi ovada
ortalama günlük en yüksek sıcaklık 18 derece santigrat, günlük
en düşük hava sıcaklığı 7 derece santigrattır.
Para Birimi
Kıbrıs’ın para birimi Euro’dur.
Döviz Değişimi
Kıbrıs’taki bütün bankalar yabancı para değişim hizmeti vermekte
ve Euro’nun bütün belli başlı yabancı para birimlerinin günlük
döviz oranlarını vermektedir. Yabancı para değişimi otellerde de
yapılmaktadır.
ATM ve Kredi Kartları
Kıbrıs’taki bütün büyük bankalar birçok şehirde ve büyük köylerin
büyük çoğunluğunda otomatik vezne hizmeti (ATM) vermektedir.
Bütün önemli kredi kartları hemen hemen her yerde kabul
edilmektedir.
Elektrik
Kıbrıs’ta elektrik 230 volt, a.c. 50 Hz’dir. Prizler genellikle 13
amperdir. Birçok otelin resepsiyonundan istek üzerine adaptör
temin edilmektedir.
Sigara
Bütün kamu kuruluşlarında ve gece kulüplerinde sigara içilmesi
yasaklanmıştır.
Dükkân açılış saatleri
Dükkânlar normal olarak saat 09.00 sıralarında açılmaktadır,
Çarşamba öğleden sonra hariç (saat 15.00’e kadar) saat
19.00 sıralarında kapanmaktadır. 15 Haziran - 31 Ağustos yaz
döneminde 14.00-17.00 saatleri arasında tercihen üç saatlik
bir ara verilmektedir. Turistik bölgelerde, büyük alışveriş
merkezlerinde ve büyük mağazalarda dükkânlar, hafta sonlarında
ve kamu tatillerinde de açık olabilmektedir.
Bankalar çalışma günlerinde (Pazartesi’nden Cuma’ya) genellikle
08.30 ve 13.30 saatleri arasında açık olmaktadır. Ekim’den Nisana
kadar da bankalar Pazartesi öğleden sonra 15.15-16.45 saatleri
arasında çalışmaktadır. Bankalar hafta sonları ve kamu tatillerinde
kapalı olmaktadır. Merkezi turist bölgelerindeki bazı bankalar

Chers amis,
L’importance de notre civilisation et son rôle dans une région qui
a fait partie du berceau de la civilisation européenne contraste
fortement avec l’exiguïté du territoire de Chypre et sa position
géographique, à la périphérie de l’Union européenne. Située
au carrefour de l’Orient et de l’Occident, Chypre a été, au cours
des siècles, un creuset de civilisations, d’idées et d’idéaux, où
les reliques du passé soulignent l’importance de son rôle non
seulement en Méditerranée mais aussi dans la région plus large.
De nos jours, Chypre, Etat membre de l’Union européenne, est
bien plus qu’une île ensoleillée et une destination de vacances.
En Europe, les gens, les valeurs, la qualité de vie représentent nos
biens les plus précieux et, dans cette perspective, nous relevons
le défi de la Présidence avec une vision claire : œuvrer en faveur
d’une ‘’meilleure Europe’’, principalement par la promotion de deux
dimensions majeures, l’amélioration de l’efficacité des politiques
communautaires et le renforcement de la solidarité au sein de
l’Union.
La ‘’ communication’’ de la Présidence chypriote est un grand défi
en elle-même. Les publics en Europe et dans le monde en général
deviennent plus exigeants, tandis que de nouvelles technologies
et des canaux de communications émergent constamment.
Les outils de communication de base, communs à toutes les
présidences, comprennent un site internet officiel, un large éventail
de documents imprimés, des formes de médias sociaux fondés sur
l’internet et utilisant des technologies mobiles et, naturellement,
le contact direct avec les médias, dont l’importance est
indéniable. Par le biais d’excellentes installations, d’un flux continu
d’informations et de personnel fortement motivé, nous ferons tout
notre possible pour faciliter votre tâche. A cet égard, la présente
brochure est destinée à vous fournir des informations utiles et
pratiques afin de vous aider, en votre qualité de communicateurs
publics, durant la présidence chypriote.

Le site Internet cy2012.eu est la source d’information
et d’actualités la plus complète et le principal outil de
communication de la Présidence chypriote. Sa mission est
de fournir des informations professionnelles, sérieuses et
rapides concernant les événements actuels et les questions
d’organisation pendant la Présidence chypriote du Conseil de l’UE
ainsi que de présenter Chypre en tant que pays hôte. Le site web

Les actualités
Dans cette section, vous trouverez toutes les actualités, les
communiqués de presse, les ordres du jour des réunions,
les discours, les déclarations et les interviews concernant la
Présidence chypriote du Conseil de l’UE. La section des actualités

des archives vidéo des réunions, de même que des messages

Le calendrier
Le calendrier contient des informations sur toutes les réunions
qui se dérouleront pendant la Présidence chypriote, tant
politiques que culturelles. Le calendrier politique comprend
des informations sur les réunions du Conseil européen, les
réunions du Conseil, les réunions ministérielles informelles des
ministres et les conférences. Le calendrier culturel contient
des informations sur les activités et les événements culturels
qui auront lieu à Chypre et à l’étranger, dans le cadre de la
Présidence. Pour les deux calendriers, politique et culturel, le
moteur de recherche fourni est un outil efficace permettant
d’accéder rapidement aux informations sur les réunions et les

La presse
Le site internet fournit des informations détaillées sur
l’accréditation de la presse, l’hébergement, les transports, le
Centre de presse, les visites et sorties à Chypre, l’annuaire des
personnalités (téléchargeable), les contacts presse, ainsi que des
informations sur le diffuseur hôte et le photographe hôte. Il est
également possible de s’abonner aux alertes média et à la mise à
jour des actualités de la Présidence chypriote.

Cette section offre un aperçu de Chypre, fournissant des
informations générales sur la géographie, l’histoire, le système
politique, l’administration, l’économie, l’éducation, les habitants
et la nature, les traditions, la culture, les villes et les villages, les
attractions et les sites touristiques, la gastronomie etc. de l’île.

3. Accréditation
Seuls les journalistes accrédités et le personnel technique ont
accès aux lieux des réunions ministérielles informelles et au
Centre de presse. Les accréditations s’obtiennent via le système
d’accréditation sur le site web de la Présidence cy2012.eu
Pour accéder à la plate-forme d’accréditation en ligne, il vous
sera demandé d’indiquer votre adresse email afin de recevoir
votre code d’accès. Il vous faudra ensuite accéder à nouveau
au système et commencer votre inscription à partir de la page
d’ouverture de session.
L’inscription pour les réunions/événements de la Présidence
peut commencer à partir de la date de mise en service du
système. Afin de garantir la confirmation de l’accréditation pour
une réunion spécifique, l’inscription doit se faire au moins dix
jours avant la réunion/l’événement.
Sur la page d’accréditation, il vous sera demandé de saisir vos
données personnelles ainsi que le numéro de votre carte de
presse et de joindre soit une copie scannée de votre carte de
presse soit une lettre de recommandation du média mandatant.
Il vous faudra également télécharger une photo d’identité
respectant le format suivant :
Type: jpg, png, gif ou bmp
Taille de fichier maximale: 3Mb
Taille recommandée: 480x640 pixels.
L’étape finale consiste à sélectionner les réunions/événements
auxquels vous souhaitez assister. Une demande distincte est
requise pour chaque réunion/événement. Une confirmation de
votre accréditation vous sera envoyée par email en temps utile
avant la réunion/l’événement. Vous recevrez également un email
vous rappelant de confirmer votre présence ou d’annuler votre
participation en cas d’empêchement.
Remarque: si vous remplissez les champs concernant les vols à
destination et au départ de Chypre et l’hébergement à Chypre,
nous serons mieux en mesure de vous aider, notamment pour
l’obtention des badges d’accréditation et les transports durant
votre séjour.

Badge d’accréditation
Un badge d’accréditation vous sera délivré sur la base des
informations fournies et de leur validation ultérieure.
Retrait du badge:
Représentants des médias non établis à Chypre: à votre arrivée
à l’aéroport international de Larnaca, auprès du Point Info de la
Présidence avant le contrôle des passeports. Les badges peuvent
être retirés au plus tôt deux jours avant la réunion et au plus
tard 5 heures avant l’événement. Sinon, auprès du Centre de
conférences Filoxenia, à partir de 8h00 le jour de l’événement.
(Pour les rares événements se déroulant dans d’autres villes, vous
pourrez retirer votre badge sur place auprès du point info, une
heure avant l’événement).
Représentants des médias établis à Chypre: auprès du Bureau
de Presse et d’Information (PIO) de la République de Chypre,
deux (2) jours avant la réunion, de 07h30 à 21h30 les jours de
la semaine, de 08h30 à 14h00 le samedi et de 09h30 à 17h30 le
dimanche.
Pour retirer votre badge, il vous sera demandé de présenter une
pièce d’identité (passeport ou carte d’identité).
Veuillez noter que vous devez retirer votre badge en personne
et le porter visiblement, tout au long de la réunion/l’événement,
afin d’avoir accès au Centre de presse. Veillez toujours à vous
munir d’un document d’identité, il peut vous être demandé à
tout moment.
Chaque badge est valide pour toute la durée de la réunion/
l’événement spécifique pour laquelle/lequel il est délivré. La
perte du badge doit être déclarée immédiatement au personnel
du Centre de presse.
Nous vous avertissons qu’une accréditation de dernière minute
implique des procédures longues et fastidieuses et nous vous
le déconseillons vivement. Les accréditations de dernière
minute ne pourront être obtenues qu’au Centre de conférences
Filoxenia.

Si vous souhaitez assister à des réunions à Bruxelles et
au Luxembourg durant la Présidence chypriote de l’UE,
l’accréditation sera accordée aux conditions existantes du
Secrétariat général du Conseil de l’Union européenne. Un lien

4. Centre De Presse Cypress
La Présidence chypriote a créé un centre de presse moderne,
entièrement équipé afin de répondre aux besoins de tous
les types de médias couvrant ses activités. Situé à Lefkosia
(Nicosie), il est adjacent au centre de conférences Filoxenia,
où se dérouleront la plupart des réunions de la Présidence
chypriote. (Le centre tire son nom du mot grec ‘’Filoxenia’’, un
terme associant les notions ‘’d’amour’’ et d’hospitalité envers
les étrangers). Notre but est de vous offrir la possibilité de
travailler dans un environnement professionnel en même temps
qu’agréable.
Le centre de presse Cypress comprend un guichet d’information,
une salle de briefing de la Présidence, des salles de briefing plus
petites, un espace de travail pour les médias, des vestiaires, des
cabines de montage radio/tv, ainsi qu’un salon, un restaurant et
une cafétéria.
L’équipement standard de l’espace de travail réservé aux médias
comprend 300 postes de travail entièrement équipés (avec
possibilité de les augmenter à 500), 30 ordinateurs, un accès
internet rapide, une connexion RNIS/ISDN, des téléphones, des
télécopieurs, des imprimantes et des photocopieuses. Tous les
postes de travail sont munis de prises de courant à 230V (13
amp, à 3 broches plates) et d’un câble de données RJ45. Une
ligne téléphonique permettant l’émission d’appels nationaux
et internationaux est à la disposition de chaque deux postes de

travail. L’accès à l’internet via un réseau sans fil (wifi) est fourni à
l’intérieur aussi bien qu’à l’extérieur du centre de presse.
Une équipe de soutien technique se tient à votre disposition à
tout moment.
Des collations, des rafraichissements et des boissons chaudes
sont offerts gratuitement durant les heures d’ouverture du
centre de presse. Le déjeuner ou le dîner est offert, en fonction
de la durée des réunions officielles.
Nous vous informons que le centre de presse restera ouvert
pendant deux heures après la fin de chaque réunion.
Tous les espaces du centre de presse sont pleinement
accessibles aux personnes à mobilité réduite.
Des petits centres de presse temporaires fonctionneront
durant un nombre restreint de réunions non tenues au centre
de conférences Filoxenia (comme indiqué dans le calendrier des
réunions). Ces centres de presse temporaires ne fonctionneront
que pendant ces réunions. Les journalistes accrédités recevront
des informations supplémentaires avant les réunions.

Vous pouvez recevoir des notifications à propos de réunions et
d’autres événements en vous inscrivant au service d’alerte SMS,

Pools & Entrevues
Le personnel du centre de presse organisera des pools de presse
et traitera les demandes d’entrevue avec des fonctionnaires. Les
informations complètes concernant l’enregistrement aux pools
seront disponibles au guichet d’information du centre de presse.
Informations touristiques
Pour ceux d’entre vous qui auront le temps d’explorer l’île,
l’Office du Tourisme de Chypre (OTC) est prêt à vous proposer
des idées et des suggestions auprès de son propre guichet
d’information au centre de presse.
Assistance médicale
Une assistance médicale et paramédicale est disponible au
centre de presse durant les heures d’ouverture.
DAB
Un distributeur automatique de billets (DAB) acceptant toutes
les principales cartes de crédit est disponible au Centre de
presse.
Parking
Le centre de conférences Filoxenia dispose de 100 places
de parking pour le personnel et les représentants de presse

7. Diffuseur Hôte
Le service public de radiotélévision de Chypre ‘’Cyprus
Broadcasting Corporation’’ (CyBC) est le diffuseur hôte officiel
de la Présidence chypriote du Conseil de l’UE. CyBC fournira
gracieusement aux radiodiffuseurs et télédiffuseurs accrédités
du matériel audiovisuel provenant des réunions informelles et
d’autres réunions de haut niveau t à Chypre durant le deuxième
semestre de 2012.
CyBC gérera la réservation d’installations de diffusion au Centre
de Radiotélévision du centre de conférences FILOXENIA où se

en nombre limité, seront offerts aux diffuseurs selon le principe
du premier arrivé, premier servi. Ces espaces de travail se
composent de 16 cabines de montage TV et de 6 cabines de
montage radio climatisées avec points d’accès au réseau local,
d’un téléphone, d’un dispositif de surveillance par télévision
en circuit fermé (CCTV), d’un moniteur vidéo en temps réel,
de prises de courant ASI 230 V avec interrupteur protégé, d’un
interphone relié au MCR de CyBC, ainsi que d’un ameublement
approprié. Les cabines seront câblées pour recevoir des
retransmissions vidéo et audio en direct des réunions couvertes
par le diffuseur hôte.
Deux positions stand-up pour les inserts de programmes seront
disponibles sur place pour les productions et transmissions de
télévision en direct. Les positions stand-up seront entièrement
équipées de caméras, d’écrans, d’un éclairage approprié et
dotées d’un caméraman.
Durant les réunions, deux systèmes de montage non linéaire
pour la télévision et deux pour la radio, dotés du personnel
approprié, seront disponibles au Centre de Radiotélévision.
Les salles de montage seront équipées de micros pour
surimpressions vocales. Cybc assurera des services de location
d’équipements complets pour les équipes de journalisme
électronique pour la télévision et d’autres équipes pour la
couverture radio.
Huit emplacements de parking réservés aux véhicules de
retransmission par satellite (SNG) seront disponibles près du
Centre de Radiotélévision. Tous les emplacements SNG seront
équipés d’une alimentation secteur de 32A ainsi que d’interfaces
audio DSI et AES-EBU. Les diffuseurs pourront réserver ces
emplacements pour les SNG leur appartenant ou loués. CyBC
disposera d’un véhicule de playout multi format HD SNG durant
les réunions.
Toutes les installations seront attribuées sur demande effectuée
auprès du Diffuseur hôte. Les coordonnées de contact peuvent

La Section Photo du Bureau de Presse et d’Information de la
République de Chypre a été désignée comme Photographe
officiel de la Présidence chypriote. Elle documentera tous les
principaux événements de la Présidence chypriote, notamment
les réunions ministérielles non officielles et autres réunions de
haut niveau ainsi que certains événements culturels.
Le Photographe hôte aura un bureau au Centre de presse où
vous pourrez faire vos demandes spécifiques.

9. Sûreté et Sécurité
La responsabilité globale de la sécurité incombe à la Police de
Chypre.
Les mesures de sécurité doivent être strictement respectées lors
de toutes les réunions de la Présidence chypriote.
L’accès aux lieux officiels et au Centre de presse ne sera accordé
qu’aux personnes munies des badges officiels délivrés par
le système d’accréditation. Les badges doivent être portés
visiblement à tout moment.
Dans tous les locaux, des zones seront désignées pour chaque
catégorie de participants. La zone jaune sera réservée aux
journalistes. L’accès aux autres zones n’est ouvert aux Médias que
via le système Pool.
N’oubliez pas que votre équipement sera lui aussi contrôlé au
contrôle de sécurité, c’est pourquoi vous êtes priés de prévoir du
temps pour ce contrôle.

Documents de voyage: Les citoyens de l’UE, ainsi que ceux de la
Suisse, de l’Islande, du Lichtenstein et de la Norvège n’ont besoin
que de leur carte d’identité nationale, à condition qu’elle porte
une photo. Les citoyens de tous les autres pays doivent être
munis d’un passeport en cours de validité pour un séjour jusqu’à
90 jours. Veuillez noter qu’un visa est exigé pour les ressortissants
de certains pays tiers.
Les points d’entrée et de sortie légaux de Chypre sont les
aéroports internationaux de Larnaca et de Paphos et les ports
de Lemesos (Limassol) et de Larnaca. Le ‘’règlement relatif à la
ligne verte’’ de l’UE qui régit la circulation des marchandises, des
services et des personnes franchissant la ligne de démarcation
séparant les zones dans lesquelles le gouvernement de la
République de Chypre exerce un contrôle effectif et celles
dans lesquelles il n’exerce pas un tel contrôle, stipule que
le franchissement de la ligne par tous les citoyens de la
République, les citoyens de l’UE et les ressortissants de pays
tiers résidant légalement dans les zones qui ne sont pas placées

Chypre ainsi que par tous les citoyens de l’UE et les ressortissants
de pays tiers arrivés sur l’île par les zones contrôlées par le

SI vous indiquez, sur votre formulaire d’accréditation, des
renseignements concernant votre arrivée, nous serons en
mesure de faciliter vos déplacements à Chypre.
Au départ de l’aéroport international de Larnaca:
Dès votre arrivée à l’aéroport international de Larnaca, rendezvous au Point Info de la Présidence, avant le contrôle des
passeports, pour y retirer votre badge d’accréditation (au
plus tôt deux jours avant la réunion et jusqu’à 5h00 le jour de
l’événement pour lequel vous avez été accrédité). Le port de
votre badge d’accréditation vous permettra de bénéficier du
transport gratuit de l’aéroport jusqu’à votre hôtel à Nicosie,
à bord de la navette régulière ‘’KAPNOS’’.
Si vous séjournez dans d’autres villes, des membres du personnel
au Point Info vous conseilleront et vous indiqueront le meilleur
moyen de transport pour vous rendre à votre destination.

11. Informations Générales Sur Chypre
Langues
Le grec et le turc sont les langues officielles de la République de
Chypre. L’anglais est largement parlé.
Heure locale
L’heure de Chypre est UTC + 2.
Climat et temps
Le climat de l’île se caractérise par des étés chauds et des hivers
cléments. Les températures moyennes maximales pour les mois
les plus chauds, juillet et août, varient entre 36°C et 27°C. En
décembre, la température maximale diurne moyenne pour la
plaine centrale est de 18° et la température minimale diurne
moyenne est de 7°C.
Monnaie
La monnaie de Chypre est l’euro.
Change
Toutes les banques opérant à Chypre offrent des services de
change et cotent quotidiennement les taux de change de l’euro
par rapport à toutes les principales devises étrangères. Il est
également possible d’échanger des devises étrangères dans les
hôtels.
Distributeurs automatiques de billets et cartes de crédit
Toutes les grandes banques à Chypre disposent de distributeurs
automatiques de billets dans la plupart des villes et dans la
majorité des grands villages. Toutes les principales cartes de
crédit sont acceptées presque partout.
Alimentation électrique
L’alimentation électrique à Chypre est de 230 volts 50 Herz. Les
prises de courant sont habituellement de 13 ampères, disposées
en prises carrées à trois fiches. De nombreux hôtels fournissent
des adaptateurs sur demande, à la réception.
Fumer
Il est interdit de fumer dans tous les lieux publics et les boîtes de
nuit.
Horaires d’ouverture
Les magasins ouvrent normalement vers 9h et ferment vers
19h, à l’exception du mercredi après-midi (jusqu’à 15h). Durant
l’été, du 15 juin au 31 août, une pause facultative de trois heures
a lieu l’après-midi, de 14h à 17h. Les magasins situés dans les
zones touristiques, les grands centres commerciaux et les grands
magasins peuvent rester ouverts les week-ends et jours fériés.
Les banques sont ouvertes les jours ouvrables (du lundi au
vendredi), généralement entre 8h30 et 13h30. D’octobre à avril,
elles sont également ouvertes le lundi après-midi entre 15h15 et
16h45. Les banques sont fermées les week-ends et jours fériés.
Certaines banques situées dans les zones touristiques centrales
sont ouvertes l’après-midi, spécifiquement pour fournir des
services aux touristes.

Les restaurants et les cafés ont différents horaires d’ouverture,
mais le déjeuner est le plus souvent servi entre 12h et 15h. Le
dîner est servi à partir de 19h et jusque tard dans la nuit.
Conduite
La conduite est à gauche. Tous les panneaux de signalisation
routière internationaux sont utilisés et placés du côté gauche
des routes et des autoroutes. Aux ronds-points, la priorité est à
droite.
