Reform Bakant MEMORANDUM OF UNDERSTANDING ON ECONOMIC~ SCIENTIFICAND TECHNICAL COOPERATION IN THE FIELD OF AGRICULTURE BETWEEN THE GOVERNMENT OF THE REPUBLIC OF TURKEY AND THE GOVERNMENT OF THE SYRIAN ARAB REPUBLIC The Government of the Republic of Turkey and the Government of the Syrian Arab Republic hereinafter referred to as tithe Contracting Parties", Desiring to strengthen the friendly relations between thepeoples of the two countries, Confirming the necessity of enhancing cooperation in the field of agriculture for further strengthening and deepening the historical friendship andbrotherhood relations between the two countries, Targeting to establish a sound andinstitutional basisfor the agricultural relations, Considering the vitally of generating solutions collaboratively for problems mostly effective in the region involving both countries such as: climate change, drought, temperature rise, water shortage, and within this scope, endeavoring to promote efficient use of water with modem methods, Pursuant to the national legislations of the Contracting Parties. Have agreed as follows: ARTICLE l OBJECTIVES 111e objective of this Memorandum of Understanding (MoD) is to encourage: and' enhance economic, scientific and technical cooperation in the field of agriculture between economic, technical! scientific and training unitsand otherorganizations in the field of agriculture. ARTICLE2 AREAS AND FORM OFCOOPERATION TheContracting Partiesshall carry outthecooperation in the following areas, 1. Generating regional solutions collaboratively for global problem mostly effective in the region involving both countries such as; climate change, drought, temperature rise, water shortage, and within this scope, providing technical cooperation particularly to promote efficient use of water with modemirrigation methods. 2. Cooperation in the field of breeding and research on drought-resistant cereal and production of vegetable seeds and fruit saplings. 3. .Undertaking a research on cereals and edible legumes, cooperating on seed production systems and conservation of genetic resources in the fieldcrops. 4. Transferring know- how and. technology mutually on alleviation of the losses during harvest and post harvestand extension of shelflivesof products, and preparing and extending guidelines for producers. 5. Organizing mutually training programs, seminars and conferences to enhance productivity in agriculture and animal husbandry, exchanging technology, documents, publications and experts. facilitating utilization of. the facilities of research institutes andagricultural enterprises. 6. Organizing mutualtraining for trainers on fanner training and agricultural extension. 7. Encouraging. the participation ill agricultural fairs mutually and taking required measures to mutually increase agricultural products trade. 8. Promoting cooperation in the field of agricultural investment. 9. Establishing cooperation 011 improvement works against drought, desertification, salinity and forest loss, and management plans. 10. Providing technical assistance regarding Animal Registration System, Fanner Registration System, Geographical Information System and Remote Sensing System. 11. Organizing trainings and providing technical assistance in the field of cereals, cotton, legumes, variety improvement, artificial insemination, embryo transfer and biotechnology. 12. Organizing training and study tours mutually on the subject of plant and animal genetic resources protection and conservation. 13. Establishing technical cooperation on improvement, selection and genetic resources protection and conservation in the fieldof ovine and bovine animal husbandry. 14. Providing technical assistance on seed registration and certification and mechanization test systems. 15. Enhancing co0 peratjon materials, all transfer of any kind of technology and exchange of 16. Exchange of experts and technical know-how 011 mushroom seed productionwithin . the scope of intraregional cooperation program, 17. Promoting joint projects and training experts on organic agriculture, pistachio and olive, 18. Establishing cooperating Turkish-Syrian border, 011 carrying organic agriculture in favorable lands at 19. Transferring Knowledge to Syrian experts on implementation agricultural Support systems, . ARTICLE 3 THE EXECUTING AUTHORITIES The Executing Authorities responsible for the implementation of this MoU Memorandum. of Understanding are: 1. The Ministry of Agriculture and Rural Affairs on behalf of the Government of the Republic of Turkey; and. 2. The Ministry of Agriculture and Agrarian Reform on behalf the Government of the Syrian ArabRepublic. ARTICLE 4 ESTABLISHMENT OF STEERING CO:MMITTEE 1. The Contracting Parties agreed to establish an Agricultural Steering Committee (hereinafter rofcrred to as "the Committee") to monitor and review the implementation of the cooperation under this MoU. 2. The Committee is composed of 5 members per country including the delegation heads on the level of Deputy Undersecretary. 3. The Committee shall meet annually or at intervals specified with mutual consent, alternately in Turkey and Syria; 4. This Committee shall be responsible for; Reviewing the implementation of the cooperation programs as mutually agreed upon; Reviewing a mutual understanding on proposals for the further development and improvement of cooperation forms; Developing rncasrrres to solve the difficulties to arise out of the cooperation activities. ARTICLES EXPENSES The international trave [ expenses of the Steering Committee members shall be borne by the sending country, while accommodation and internal travel expenses shall be assumed by the host country. Concerning the exchnnge of experts and trainings mentioned in Article 2, the same procedures are applied according to the available budgetary resources of each icountry for each activity apart. TIle host country shall be informed of the intended visits at least two months prior to the date of arrival. ARTICLE 6 SETTEMENT OF DISPUTES Any disputes arising out of the divergence in the Interpretation or implementation of this MoV shall be settled amicably through consultations or negotiations between the Contracting Parties. ARTICLE 7 AMENDMENTS This MoD may be amended by mutual written consent of the Contracting Parties. The amendments shall enter into force in accordance with the same legal procedure prescribed under article 8 and form an integral part ofthis MoD. ARTICLE 8 ENTRY INTO FORCE, DURATION AND TERMINATION This MoU hereby shall enter into force on the date of the last written notification by which the Contracting Parties notify each other, through diplomatic Channels, of the completion of their required approval procedures in compliance with national legislation. This MoU hereby shall remain In force for a period of five (5) years as of the date of its entry into force. IN WITNESS WHEREOF, the undersigned, being duly authorized by their respective Governments, have signed this MoD, in Damascus on 23 December 2009, in two original copies in the Turkish, Arabic and English languages, all texts being equally authentic.
