Bir ülkenin sınırları kara sınırları ve deniz sınırlarından meydana gelmektedir. Sahip
olduğu 8.333 km’lik kıyı şeridini takip eden deniz yetki alanları Türkiye’nin deniz sınırını
teşkil etmektedir.
Sahil Güvenlik Komutanlığı, tüm denizlerde görev icra eden bir kolluk kuvveti olarak,
Mavi Vatan olarak isimlendireceğimiz tüm sorumluluk alanında ve ülkenin deniz
sınırlarında kendisine düşen görevleri layıkıyla yapma azmindedir.
Sahil Güvenlik Komutanlığı, yürüttüğü projeler ve eğitilmiş personeli ile görevlerini en
etkin şekilde icra edebilmek maksadıyla kendini devamlı olarak geliştirme ve yenileme
gayreti içerisindedir.
The border of a country consists of its land borders and maritime borders. Turkey’s coastline
of 8.333 km as well as our jurisdiction areas constitute our maritime border.
As a law enforcement agency which serves at all seas, the Turkish Coast Guard Command is
determined to properly execute the assigned duties in the jurisdiction areas which we name
“Blue Homeland” along Turkish maritime borders.
In order to execute its duties in the most efficient manner, the Coast Guard Command tries
constantly to develop itself by employing highly trained, skilled personnel and with ongoing
projects.

Güvenlik kavramının büyük çaplı değişikliğe uğradığı ve güvenlik
kavramının savunma kavramının önüne geçtiği günümüzde, Sahil
Güvenlik Komutanlığımız çağın gereklerine uyum sağlayacak ve
kendisini geleceğe hazırlayacak projeleri hayata geçirmek için
yoğun çaba sarf etmektedir.
Today, when the concept of security has undergone such a radical
transformation and surpassed the concept of defense, the Coast
Guard Command is doing its best to implement the projects that will
harmonize the organization with the necessities of the new era and
prepare it for the future.
Sahil Güvenlik Komutanlığının kadroları 2003 yılında yapılan bir
çalışma ile belirlenmiş ve 2014 yılında yaklaşık 7000 kişilik kadro
seviyesine ulaşılması hedeflenmiştir.
With a study carried out in 2003, it was determined that the Coast
Guard Command should undertake an expansion program and raise
its personnel number to 7000 by the year 2014.
Mevcut yasal durum çerçevesinde denizlerde etkin bir denetim icra
edebilmesini sağlamak maksadıyla Sahil Güvenlik Komutanlığını
benzer kıyı özelliklerine ve uzunluğuna sahip ülkelerde olduğu gibi
yaklaşık 10000 kişilik personel sayısına ulaştıracak kadro ve teşkilat
çalışmalarına devam edilmektedir.
Today with the aim of raising the personnel number up to 10000 in
order for the Coast Guard to fulfill the wide range of missions effectively,
like other countries which have similar coastal characteristics and
length, structural studies are continually carried out.

Türkiye’nin deniz sınırını koruması ve ülkeye deniz yolu ile giriş
çıkışları kontrol etmesi bir zorunluluktur. Çevre denizlerimizdeki
beyaz resmi tesis etmeye yönelik olan SGRS projesinin amacı; son
yıllarda gerek uluslararası ortamda ve gerekse bölgemizde gittikçe
önem kazanan deniz güvenliği, deniz emniyeti, ticari trafiğin kontrol
ve takibi, kıyıların güvenliği, yasa dışı göçün önlenmesi, arama
kurtarma ve deniz çevresinin korunması gibi görevlerin getirdiği
ihtiyaçları karşılamaktır.
It is a must that Turkey protect its maritime borders and prevent border
violations. The mission of the Coastal Surveillance Radar System Project,
established to form a “white picture” in the surrounding seas, is to meet
operational requirements of the tasks such as maritime security and safety,
monitoring and control of commercial shipping, prevention of illegal
migration, search and rescue operations and protection of maritime
environment that have gained importance both in the international
platform and in our region in recent years.
Proje, 2005 yılı sonunda başlatılmış ve 2007 yılı içerisinde proje etüt
çalışmaları sürdürülmektedir. 2008’den itibaren ise halen Türkiye
kıyılarında mevcut Türk Boğazları Gemi Trafik Hizmetleri ve Deniz
Kuvvetleri Komutanlığı radarlarının kaplamadığı alanlarda radar
kaplaması sağlanarak denizlerimizdeki etkinliğimiz arttırılacaktır.
The project was initiated in 2005 and analysis and studies are still under
way as of 2007. In 2008, our effectiveness at seas will be increased by
filling in the gaps on the radar network which remains outside the
current coverage zone of the Turkish Straits Vessel Traffic Service and the
Turkish Naval Forces.

Halihazırda Sahil Güvenlik Komutanlığı envanterinde bulunan Sahil
Güvenlik Botları, 5 ve üzeri deniz durumunda özellikle arama kurtarma
olmak üzere Sahil Güvenlik görevleri icrasında yetersiz kalmaktadır.
Arama kurtarmanın çoğunlukla meydana geldiği ağır deniz ve hava
şartlarında ve açık denizde görev icra edebilecek yeterli imkan ve
kabiliyete sahip Arama Kurtarma Gemilerine ihtiyaç duyulmuştur.
Helikopter taşıma imkan kabiliyeti de olacak yaklaşık 1700 tonluk
Arama Kurtarma Gemisi Projesi'ne ilişkin sözleşme 16 Ocak
2007 tarihinde imzalanmış olup, gemiler Tuzla’daki RMK Marine
Tersanesi'nde inşa edilecektir. İlk geminin 2010 yılı sonunda
envantere girmesi beklenmektedir.
The Coast Guard boats currently in the inventory are insufficient for the
execution of duties in sea state 5 and higher. There is a need for more
Search and Rescue Vessels with greater capabilities to function in open
seas, under severe weather and sea conditions, in which most search
and rescue operations occur.
The agreement for the proposed 1700 Ton Search and Rescue Vessels,
which will also be equipped with a helipad, was signed on January 16,
2007 and the vessels will be constructed in the RMK Marine Shipyards in
Tuzla. The first vessel is expected to launch by the end of 2010.

Deniz Kuvvetleri Komutanlığı tersanelerinde inşa edilen ve
halihazırda Sahil Güvenlik Komutanlığı envanterinde mevcut 80
sınıfı botların devamı olacak aynı tipteki botların inşaasına karar
verilmiştir. 80 sınıfı botlar 5 kuvvetinde deniz durumuna kadar tüm
denizlerimizde etkin olarak görev icra etmektedir.
Deniz Kuvvetleri Komutanlığının Gölcük Tersanesi'nde inşası
sürmekte olan 80 sınıfı Sahil Güvenlik Botlarının 2008-2009 yıllarında
envantere girmesi planlanmaktadır.
İnşası süren botların envantere girmesini müteakip aynı tip
botlardan Stratejik Hedef Planı'nda öngörülen sayıya ulaşacak
şekilde üretime devam edilmesi hedeflenmektedir.
Owing to their long-lasting patrolling capabilities and strong hull
structures, which enable them to function up to sea state 5, it is decided
to continue the construction of 80-Class boats.

The next package of 80-Class Coast Guard Command boats, which are
currently being constructed in the Naval Forces Command Shipyards in
Golcuk, are expected to launch by late 2008 or early 2009.

Sahil Güvenlik Komutanlığının envanterinde bulunan ve ekonomik
ömürlerini tamamlamış botların hizmet dışına çıkarılabilmesi
ve kıyılarımızda etkin kaplamayı sağlayacak bot dağılımının
yapılabilmesi maksadıyla Yonca-ONUK Tersanesi'nde KAAN-33 sınıfı
botların üretimine devam edilmektedir.
The construction of KAAN-33 class boats in the Yonca-ONUK
Shipyard continues. The new go-fast KAAN-33 boats replace the slow
boats which have completed their life expectancy and are being
decommissioned. This way, the Coast Guard Command will increase
the level of zone coverage.
Halihazırda Sahil Güvenlik Komutanlığı envanterinde mevcut
KAAN-33 sınıfı botların Stratejik Hedef Planı'nda öngörülen sayıya
ulaşacak şekilde üretimine devam edilmesi planlanmaktadır.
KAAN-33 class boats will be continuously produced until the target
number under the Strategic Objective Plan is reached.
Bahse konu botların silah sistem etkinliğinin artırılması, yüksek sürat
ve kaba deniz durumlarında vuruş hassasiyetinin sağlanabilmesi
maksadıyla Stabilizeli Makineli Tüfek Platformu (STAMP) sistemi
geliştirme ve entegrasyon çalışmaları ASELSAN tarafından
yapılmıştır.
STAMP sistemi şu anda bir botumuzda faal ve kullanılır durumda
olup nihai sistem geliştirme çalışmaları yapılmaktadır. Sistemin
benzer botlara da montesi öngörülmektedir.
In order to solve the firing problems encountered in fast going, very
unstable boats like KAAN class, ASELSAN (Military Electronics Company)
invented the STAMP (Stabilized Machine Gun Platform) system. This
system ensures targeting accuracy, even in cases of high speed and
rough seas while increasing the effectiveness of the armament system
on boats.
Presently, the STAMP system is implemented on one KAAN-33 boat and
is actively used, acting as a prototype while final system development
tests and diagnostics are conducted. It is planned to install the system
on the remaining KAAN class boats.

Yonca-ONUK Tersanesi'nde 1997 yılından itibaren inşaa edilerek
envantere alınan KAAN-15 sınıfı Ani Müdahale Botlarından elde
edilen tecrübeler doğrultusunda KAAN-19 Sınıfı Bot Projesi
geliştirilmiştir. Bahse konu botlar meydana gelebilecek ani olaylara
süratle müdahaleyi yapabilecek imkan ve kabiliyettedir. 60 Kts
sürat yapabilen bu botlar özellikle kıyı sularında ani müdahaleyi
gerektirecek yasa dışı olaylarda Sahil Güvenlik Komutanlığına
avantaj sağlayacak ve görev etkinliğini artıracaktır.
The success of KAAN-15 class Rapid Response Boat being in active
service (after being constructed at the Yonca-ONUK Shipyards) since
1997, led to a new successor vessel, KAAN-19 class boat, which has
been designed to incorporate the lessons and experience gathered from
precessor KAAN-15 class. KAAN-19 has an increased capacity to quickly
respond to emergencies with a speed of over 60 knots. This ability to
respond on a moment’s notice will greatly enhance the Coast Guard’s
ability to fight crime in coastal waters.

Sahillerimizde uçar unsurların -ve bu kapsamda helikopterlerinSahil Güvenlik görevlerinin etkinlikle icrasında ortaya koydukları
katma değer göz önüne alınarak, Sahil Güvenlik Komutanlığı
envanterinde halihazırda kullanılan AB 412 EP Arama Kurtarma
Helikopterlerinin sayılarının artırılması planlanmıştır.
Bu kapsamda ilave AB 412 EP Arama Kurtarma Helikopterleri İtalyan
Agusta firması tarafından üretilmekte olup, helikopterler 2007-2008
yılı içerisinde Türkiye'ye intikal edecektir.
Taking into consideration the added value of the aerial units to the
effective execution of Coast Guard duties, it is planned to boost the
number of AB 412 EP Search and Rescue helicopters already in the
inventory of the Coast Guard Command.
The AB 412 EP Search and Rescue helicopters are constructed by Italian
Agusta Company and will be shipped to Turkey in 2007-2008.

Sahil Güvenlik Komutanlığının sorumlu olduğu özellikle açık
denizlerdeki keşif-karakol, gözetleme ve arama kurtarma
görevlerinde kullanılmak üzere mevcut CASA CN 235 Sahil
Güvenlik Gözetleme Uçakları 2002 yılında teslim alınmıştır. Bahse
konu uçakların MELTEM-II Projesi adı altında keşif gözetleme,
çevre ve arama kurtarma görevlerine yönelik cihaz ve sistemler ile
donatılması öngörülmektedir.
Uçaklar entegrasyon işlemleri için 2006 yılı içerisinde TAI Tesislerine
teslim edilmiş olup, projenin 2009 yılında tamamlanması
planlanmaktadır.
Existing CASA CN 235 Coast Guard Surveillance Aircrafts were taken
into inventory in 2002 in order to be utilized for reconnaissance, patrol,
surveillance and search and rescue duties, especially in open seas. The
aircrafts are being equipped with devices and systems specially suited
for mentioned duties under the MELTEM-II Project.
Aircrafts were handed over to the TAI (Turkish Aerospace Industries)
Facilities in 2006 for retrofitting and the project is planned to be
completed in 2009.

ORTA SINIF HELİKOPTER PROJESİ
THE MIDDLE CLASS HELICOPTER PROJECT
Envanterdeki AB 412 EP tipi küçük sınıf arama kurtarma helikopteri
ile özellikle 35 kts’den daha yüksek rüzgarda ve ağır deniz
şartlarında, sorumlu olduğumuz Türk arama kurtarma sahasının
tamamı kaplanamamaktadır. Özellikle açık denizlerde daha uzun
süre kalabilecek ve daha ağır hava şartlarında görev icra edebilecek
orta sınıf helikopterlere ihtiyaç duyulmaktadır.
Turkish search and rescue zone under our responsibility cannot be
covered wholly by 412 EP type light-class search and rescue helicopters,
especially in winds exceeding 35 knots and in rough seas. Hence, there
is need for middle class helicopters that can function under severe
weather conditions and offer longer mission time.
400-500 TONLUK SAHİL GÜVENLİK BOTU PROJESİ
Gelecekte temin edilecek arama kurtarma gemileri hariç
envanterdeki Sahil Güvenlik botları ağır deniz şartlarında görev icra
edememektedir. Denizde daha uzun süre kalabilecek ve daha ağır
deniz şartlarında uzun süreli karakollar yaparak görev icra edecek
botlara ihtiyaç bulunmaktadır.
Her iki proje için harekat ihtiyacını belirlemeye yönelik çalışmalar
sürdürülmektedir.
TÜRKİYE - AVRUPA BİRLİĞİ PROJELERİ
Türkiye ile Avrupa Birliği arasında başlamış bulunan müzakere süreci
kapsamında, Komutanlığımız görev alanlarına giren konularda proje
faaliyetlerini sürdürmektedir.
AB projeleri kapsamında; balıkçı gemilerinin uydu tabanlı sistemlerle
izlenmesine olanak sağlayan Gemi İzleme Sistemi (Vessel Monitoring
System) temel balıkçılık düzenlemelerinin denetiminde görev
etkinliğini artıracaktır. Ayrıca “Teknik İhtiyaçların ve Hukuki Değişikliklerin
Belirlenmesi ve Yeni Entegre Sınır Yönetimi Stratejisi Eylem Planının
Detaylandırılması” kapsamında Sahil Güvenlik Komutanlığına Termal
Kamera Sistemleri ve kapalı SAGET botları alınması öngörülmektedir.
THE 400-500 TON COAST GUARD BOAT PROJECT
Other than the Search and Rescue Vessels to be supplied in the future,
Coast Guard Command boats cannot effectively function under rough
sea conditions. There is a need for boats which enable greater servicerange at sea and can undertake long-period patrols under foul weather
and heavy sea conditions
Studies are underway to determine the operational needs for both
projects.
TURKEY- EUROPEAN UNION PROJECTS
In line with the negotiations between the European Union and Turkey,
the Turkish Coast Guard Command leads projects related to its area of
authority.
The Vessel Monitoring System, which enables surveillance of fishing
boats by satellite-based systems, will enhance the enforcement of basic
fisheries regulations. Furthermore, it is envisaged to obtain Thermal
Camera Systems and cabin boats within the scope of “Determination
of Technical Requirements and Legal Changes and Preparation of
Detailed Action Plan for New Integrated Border Management Strategy”.

Sahil Güvenlik Okul Komutanlığı, Sahil Güvenlik Hava Komutanlığı
Ek Tesisleri, Sahil Güvenlik Samsun ve Antalya Hava Grup
Komutanlığı, Sahil Güvenlik Amasra ve Mersin Heliped Komutanlığı,
Sahil Güvenlik Çanakkale Grup Komutanlığı inşaatları ihale
aşamasındadır. 2010 yılı sonuna kadar yukarıda belirtilen ana
inşaatların tamamlanması planlanmıştır.
The restructuring process within the Turkish Coast Guard Command
includes construction works which are currently in bidding phase:
the Coast Guard School Command, additional facilities for the Coast
Guard Air Command, the Coast Guard Amasra and Mersin Helipad
Commands and the Coast Guard Çanakkale Group Command. The
main construction works of the mentioned projects are planned to be
completed by the end of 2010.
Sahil Güvenlik Onarım Destek Komutanlığı/İstanbul ve Sahil
Güvenlik İkmal Merkezi Komutanlığının İstanbul bölgesinde
uygun bir yere taşınması ve Sahil Güvenlik Marmara ve Boğazlar
Bölge Komutanlığı ile Sahil Güvenlik Ege Deniz Bölge Komutanlığı
karargahlarının kapasitelerinin artırılması için çalışmalar
sürdürülmektedir.
There are ongoing works for moving the Coast Guard Maintenance
Support Command, İstanbul and the Coast Guard Supply Center
Command to an appropriate place in the İstanbul region as well as
increasing the capacities of the headquarters of the Coast Guard
